This article discusses Richmond's proposed community-based Continuum of Services program to address violent youth crime. The program focuses rehabilitation efforts on repeat juvenile offenders through expanded pre-sentrial services, intensive probation, day treatment programs, and residential boot camps combined with aftercare. The goal is to hold youth accountable through community service, restitution, and rigorous education and skills training to achieve long-term results in reducing recidivism. The program costs less than incarceration and could serve as a model for the state if funded by the General Assembly.
