The bill proposes to reinstate the mandatory Reserved Officers' Training Corps (ROTC) program and repeal the current National Service Training Program Act of 2001 for tertiary students. If passed, ROTC training would be required for all male students enrolled in baccalaureate and two-year technical/vocational degree programs. It would consist of basic ROTC training for the first two years and optional advanced ROTC training for the last two years. The Department of National Defense would prescribe the training program in coordination with the Commission on Higher Education.
