This document proposes an innovative gun control project called the XZ 101 chip. The chip would be installed in all guns and aim to reduce inappropriate gun usage through various functions: notifying owners if a gun is stolen, locking stolen guns so they can't be used, tracking gun locations, only allowing approved users to fire a gun, and preventing gun usage in public places through electronic signals. The goal is to balance gun rights with public safety by allowing legal gun ownership but preventing illegal or unauthorized usage through this new technology.

1. GUN CONTROL PROJECT
An innovative concept that reduce or prevent the inappropriate usage of
gun that will improve the public safety matter and enhance the quality
of life

2. The Reality
 The recent shooting in Oregon Community has been the last straw that I, Tony
Tran; a member of human race… has to do something about it
 At the sametime, there are many shootings in the city of Rochester NY… and
it is the reflection of the national and worldwide matter
 As the concern citizen, in my community and the world, I feel that I have the
obligation and responsibility to come up with a solution that can reduce or
prevent further damage to the public safety and enhance our quality of life
 My prays to those who are the victim of the violence from the inappropriate
usage of guns and this process; if it is used properly and execute promptly will
indeed, makes the world safer

3. The causes of inappropriate gun usage
 Most of the inappropriate gun usage occur when:
* The gun to be stolen
* The gun to be used by a mad person
* The gun to be used without control or checking
* The gun to be used without consent and agreement by the owners
* The gun to be used in the public place
* The gun to be used without any preventive measures
* The gun to be used that comply to the mandate, but passed all the
technicalities

4. The Balance
 The 2nd admentment allows the citizen to bear arms and carry the gun
 It is the CONTITUTIONAL RIGHTS that all American should enjoy
 But the recent public shooting has caused the alarm that the inappropriate
usage the gun has created the public safety problems
 Indeed, gun did not cause the death, but without gun, there will be NO
shooting, and no death either
 Therefore the gun is the major contributor on this problem
 Our process, will create a platform in which gun can be used in the proper
manner and therefore prevent and reduce the inappropriate shooting

5. Our approach
 Our approach will prevent and reduce the inappropriate shooting
 It enhances and enrich public safety
 It protects the individual rights for bearing arms and carrying guns
 We believe that the gun is the best tool to defend ourselves and protect our
love ones and family in the dangerous situation
 Our process, not only creating the safer world, but it also mandating the safer
gun control restrictions and demanding the fair and square solution for the
out of control illegal gun usage

6. The introduction of XZ 101 chip
 To reduce and prevent any kind of inappropriate gun usage… TransTronics in
conjunction with different project to introduce the XZ 101 chip
 It will be installed in all the guns in the world
 Its size is as big as a half of the USB thumb drive
 It can be installed by the crazy clue to the gun
 It costs as little as ….. Dollars
 But its effectiveness is very great
 And any guns without the XZ 101 to install in should not be used or carried
anywhere in the world

7. X Z 1 0 1 Chip functionalities
 XZ 101 chip will be performed in the following functionalities:
 It will prevent the gun to be stolen
 If the gun is stolen, it will notify the owner and the law enforcement folk
 The gun will be located at all time
 The gun will not ever be used UNLESS and UNTIL the owner approves so
 If the gun is being stolen, the gun is locked electronically
 This gun can not be used in the public places
 Any activities will be recorded… and even controlled by the central sources
 There will be room for improvement and adjustment

8. XZ 101 for preventing gun stolen
 When XZ 101 installed in a gun… it will
 Set the distance how far can the gun to be moved
 Before it will be alert or alarm the law enforcement
 This concept applied the invisible PET FENCE concept
 The gun can only be used inside the allowable electronic space
 When the gun goes outside the E zone, the gun to be locked
 And become unusable
 And who want to steal the gun if it is unusable and being located by the law
enforcement and the owner

9. Gun stolen NOTIFICATION and action
 When the gun that was installed XZ 101 being stolen, that means that the gun
has been outside the E zone, our process system will
 NOTIFY the gun owner ON HIS CELL PHONE that the gun has gone beyond the
E zone
 He can press 1 to allow the gun to go beyond the E zone if he uses it
 He can press 2 to block the gun to be used
 When one presses 2 on his cell phone… the gun to be blocked, our system will
contact to the law enforcer and our GPS will pin point the gun location
 By doing so, there will be NO way that the gun to be used inappropriately

10. The illegal gun to be disabled
 The XZ 101 chip, when being installed in a gun will have the electronic signal
that control the gun trigger
 In a very simple electronic connection, the gun trigger can not be used
UNLESS and UNTIL it is permitted and allowed to be so
 In addition, the XZ101 chip also has the GPS chip to be installed within that
will track and locate the gun movement
 All the activities to be recorded electronically
 And the gun to be controlled by the central sources where it is being
monitored as soon as it is reported

11. NO GUN CAN BE USED IN PUBLIC PLACES
 All public places to be installed with the Gun restriction usage router
 This router will send the electronic signal within the protected areas
 Any unauthorized guns that enter to the protected areas will be alerted and
alarmed by the authority and law enforcement
 When one carries a gun into the protected area
 The alarm bell goes off
 People recognize him
 And notify to the authority

12. NO GUN USAGE IN THE PUBLIC PLACES
 In addition to the Electronic Router in the public places that prevent the gun
to be used and the alarm to go off
 It also lock the gun to be used
 And block the trigger to be pulled
 In this instance… no gun can be used in the public
 For public safety
 And general well being

13. Another way to prevent unauthorized
gun usage
 There is a very simple and popular way to prevent unauthorized gun usage
 This process requires the one who carries or uses the gun to have the PASSED
E LECTRONIC CODE which matched with the gun
 This E Code to be issued by the law enforcement/authority
 Whoever is the gun owner can create a code himself
 And the gun, in this process will NOT ever being used UNLESS and UNTIL the E
code to be activated

14. Let’s RECAP
 With the new wave of shooting by using the unauthorized gun
 Or even with the rightful gun owner… It is just unacceptable
 A new simple electronic approach or device to be introduced
 This process will reduce the public shooting
 It prevents the unauthorized gun usage
 It assists the law enforcement folks in public safety
 It maintains one RIGHTS of BEARING ARMS
 And this process will make the differences

15. The concept uniqueness
 Even there are a few processes in the market have dealt with guns
 Some require the BIOMETRIC to pull the trigger
 Some create the record of the bullets being used
 But no one has created a completed gun control like ours
 We proud to announce this concept to the world with the notion that our
electronic delivery process, will reduce significantly the amount of the public
and/or private gun shooting
 Not only this is the PUBLIC SAFETY matter, but more importantly it is the
matter of RESPECTING the HUMAN LIVES

16. The concept feasibility
 This concept is very feasible in dealing with the real world
 The XZ 101 chip is already in the market in different forms
 It can be installed easily in any guns in the world
 The cost for this process is very cheap
 But its effectiveness of preventing gun shooting is priceless
 In fact, everybody in this equation is the winner
 And we will corner the criminal in this process

17. FOR THE PUBLIC in General
 Our process, if it is applied properly will bring peace of mind for the public
 With the notion that no one can steal the gun
 And if the gun being stolen, it can not be used
 As soon as the gun was stolen, it is being tracked electronically
 Our process also has the electronic territorial signal that will prevent the use
of any kind of gun in the public
 And therefore, in our process, if one give the stolen gun to a criminal person
to use… he will not take it, because the gun become useless, but he who take
the gun will be tracked and monitored by the authority

18. For the individual
 This process is the great way for the individual to practice the BEARING ARMS
and GUN OWNERSHIP with the full authority and privilege
 In this process, only the gun owner can use the gun
 The gun can never being used UNLESS and UNTIL the gun owner authorized,
notified and agreed to be used
 This process will protect the gun owner from any kind of liability of the gun
being used unlawfully
 With this in mind, let all Americans to own gun, to bear arms and able to
protect and defend ourselves

19. For the LAW ENFORCEMENT Unit
 Our process will be a great assistance for the Law Enforcers to maintain order
and able to improve public safety
 Our system will prevent public gun usage in any shape and forms
 It will eliminate the gun stolen problem
 It will track and locate the illegal gun
 It has the ability to monitor all the gun in the market electronically
 It will help the law enforcer to deal with the gun shooting crime in the much
easier matters
 And the world becomes the safer place in which to live

20. For the Gun Makers and Sellers
 Our process will help the gun makers to produce more gun, and the un sellers
to sell more gun
 The notion of GUN KILL PEOPLE will become irrelevant…. ONLY ILLEGAL GUN
IN THE HANDS OF THE CRIMINAL to kill people
 Our process will prevent the gun to be stolen and to use illegally
 Our system will track the criminal mind of using the gun criminally
 As the matter of fact, more legally gun usage in the community will make the
community safer from the public shooting
 HOW COME THERE IS NO PUBLIC SHOOTING IN THE POLICE STATION?

21. And for the NATIONAL RIFFLE
ASSOCIATION
 We believe that the NRA will support this process fully
 This process enhance and enrich the Rights to bear arms and fully support the
notion of individual rights of owning the guns
 This process will revise and reverse the notion that the gun is the dangerous
weapon to kill people… In fact; if this process can reduce the problem of
stealing gun, using gun illegally and other related matters
 And therefore owning a gun is not a negative, but positive matter
 Isn’t that what NRA has been fought and believed in?
 COMMON… Join to the cause to change the world

22. John story
 John use to own a lot of guns when he was young for protection and
recreation
 But when he got married and has a couple boys in the house…. He got rid of
all his guns… worrying that the boys will shoot at each others or bring the
guns to the school…. And he will be liable for the guns
 But yet, John has always wished that he can use the gun to protect his family
 Don’t worry HELP IS ON THE WAY
 With the Ecode concept, the gun will not be used unless the E Code installed
 And if the boys take the gun out of the house, the system will notify you in
your cell phone

23. TROY Story
 Somebody just gave Troy a stolen gun that has the XZ 101 chip installed
 What can Troy do with it?
 He can use the gun at all because the gun has been disabled
 If he carry it around, the gun will be tracked by the police
 If he bring it to the public place, it will be notified to the police
 The only thing that Troy can do is to sell the gun as the junk
 In this notion, even if one give the gun to the criminal, he can not use it
because without the proper authorization and activation, the gun is a piece of
heavy metal

24. What is about the old guns?
 There are more than 300 millions old guns in USA, the one that do not have
XZ 101 chips to be installed on them… What can we do about them?
 Let us consider the following facts:
 The cost of a hand gun is 500 dollars
 We propose that one must spend from 10 to 20% on the XZ 101 on the gun
 The cost will be recovered from the gun liability insurance
 And this must be mandated on any guns in USA
 And the law enforcement will share 30% of the cost as well
 But most important thing is that it is the RIGHT THING to do

25. OUR PROPOSAL
 In light of the new reality, we propose the following:
 All the guns in USA must install the XZ 101 chip in it
 It is mandated for the new gun that XZ 101 chip to be built in
 It is required that all the old guns, the ones that do not have the XZ 101 chip
in, must install the XZ 101 chip on the gun… otherwise it becomes illegal
 Through the gun sale record, we can track down the illegal gun in this deal
 The profit of this program will help the one who has the old gun to trade in
for the XZ 101 chip gun

26. A new revolution
 We believe that our system and process will change the world in the most
profound and prolific manner
 This will change the perception about gun in general
 The way that gun to be used and protected electronically
 The reality of stolen gun can not be used; in the public place
 And the notion that all will work to achieve the same goal, for the common
interest and to enhance and enrich life
 Indeed, we can not find a better project to serve humanity than this one
