Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1) la legge n. 241 del 1990 è la normativa di base relativa alla trasparenza, partecipazione

Lʼart. 22 definisce il “diritto di accesso”: “interessati” sono tutti i soggetti privati, compresi
quelli portatori di interessi pubblici o diffusi, che abbiano un interesse diretto, concreto e
attuale, corrispondente ad una situazione giuridicamente tutelata e collegata al
documento al quale è chiesto lʼaccesso mentre “controinteressati”, tutti i soggetti,
individuati o facilmente individuabili in base alla natura del documento richiesto, che
dallʼesercizio dellʼaccesso vedrebbero compromesso il loro diritto alla riservatezza.
Il secondo comma prevede espressamente che lʼaccesso ai documenti amministrativi,
attese le sue rilevanti finalità di pubblico interesse, costituisce principio generale dellʼattività
amministrativa al fine di favorire la partecipazione e di assicurarne lʼimparzialità e la
trasparenza, ed attiene ai livelli essenziali delle prestazioni concernenti i diritti civili e sociali
che devono essere garantiti su tutto il territorio nazionale ai sensi dellʼarticolo 11-7, secondo
comma, lettera m), della Costituzione, rinviando alla potestà delle Regioni e degli Enti
Locali, nellʼambito delle rispettive competenze, la possibilità di garantire livelli ulteriori di
tutela. Il principio fondamentale è che tutti i documenti amministrativi sono
accessibili, ad eccezione di quelli indicati allʼarticolo 24, commi 1, 2, 3, 5 e 6.

49. Con la legge 15/2005, che ha modificato la L. 241/1990, il diritto di accesso viene
elevato, per le sue finalità di interesse pubblico, a principio generale dellʼattività
amministrativa; viene fissato un limite alla durata del diritto di accesso nel senso che esso è
esercitabile “fino a quando la pubblica amministrazione ha lʼobbligo di detenere i documenti
amministrativi ai quali si chiede di accedere”.
2) il Regolamento per la disciplina in materia di accesso ai documenti amministrativi
(D.P.R. n. 184/2006), nel quale vengono regolamentate le modalità di esercizio del diritto di
accesso ai documenti amministrativi. Si tratta della disciplina dellʼaccesso informale e di
quello formale, di accoglimento della richiesta e delle modalità di accesso, del contenuto
minimo degli atti delle singole amministrazioni, del non accoglimento della richiesta e della
Commissione per lʼaccesso.
3) Enti Locali: lʼart. 10 del Dlgs 267/2000 intitolato "diritto di accesso e di
informazione" prevede, a sua volta, che tutti gli atti dellʼamministrazione comunale e
provinciale siano pubblici, ad eccezione di quelli riservati per espressa indicazione di legge
o per effetto di una temporanea e motivata dichiarazione del sindaco o del presidente
della provincia che ne vieti lʼesibizione, conformemente a quanto previsto dal regolamento,
in quanto la loro diffusione possa pregiudicare il diritto alla riservatezza delle persone, dei

5) Le informazioni ambientali. Queste hanno una specifica disciplina, in attuazione della
normativa comunitaria (D.lgs. 19.8.2005 n. 195). Nello stabilire i principi generali in materia
di informazione ambientale si sono voluti garantire due principi fondamentali:
a) il diritto di accesso alle informazioni ambientali;
b) che lʼinformazione ambientale sia sistematicamente e progressivamente messa a
disposizione del pubblico su iniziativa delle amministrazioni stesse.
Lʼaccesso alle informazioni ambientali è garantito a chiunque ne faccia richiesta, senza che
questi debba dichiarare il proprio interesse, a differenza di quanto accade nel diritto di
accesso agli atti e documenti dellʼamministrazione, di tipo non ambientale.
Le ipotesi di esclusione dellʼaccesso allʼinformazione ambientale sono previste in modo
tassativo dallʼart. 5 del decreto legislativo 195/2005, il quale al terzo paragrafo prevede che
lʼautorità pubblica applichi le disposizioni sui casi di esclusione in modo restrittivo.
