The document is a proposal for the Savoy Centre Green Zone Project in Mogadishu, Somalia. It describes the Savoy Centre building, which was found to be in relatively good condition despite the fighting in the city. The building is historically and culturally significant. The proposal suggests establishing a secure "Green Zone" around the Savoy Centre and neighboring areas to enable redevelopment and revitalization of this historically and culturally important district in the center of Mogadishu.

Introduction
In
2013
I
was
shown
a
property
in
the
oldest
part
of
Mogadishu.
What
struck
me
was
its
relatively
very
limited
damage
from
the
extensive
fighting
the
city
had
experienced.
The
inside
of
the
building
was
like
a
time
warp,
and
basically
people
of
the
time
before
the
complete
collapse
had
deposited
their
belongings
there
for
safe
keeping
and
left
the
country.
The
building
had
been
sealed
off
and
protected
from
that
date
to
present.
Not
so
amazing
if
you
understand
the
importance
of
the
family
who
own
the
building,
so
respected
are
they
that
battle
plans
clearly
stated
that
the
building
was
not
to
be
touch
or
used
in
any
=way
that
would
direct
fire
onto
it.
The
damage
seen,
are
clearly
by
stray
rounds
and
are
unbelievably
limited
in
the
extent
of
the
damage
caused.
It
was
then
I
could
see
that
with
its
location
directly
opposite
the
Central
Bank
of
Somali,
that
their
could
be
a
viable
and
realistic
opportunity
to
establish
a
Green
Zone
and
thus
begin
to
create
an
environment
for
real
and
long
term
re-­‐
development
of
the
area.
Background
Hamar
Weyne
is
the
oldest
part
of
Mogadishu,
traditionally
the
historical
heart
of
the
city.
A
place
where
one
would
normally
wish
to
seek
out
the
very
essence
of
a
people.
The
cultural
and
ethnical
diversity
of
the
environment
was
the
norm
very

today

travelling
through
these
street
you
can
get
a
sense
of
the
cultural
and
historical
feel
of
the
district
and
imagine
how
it
must
have
looked
in
its
pre-­‐
conflict
days.
Although
technically
outside
the
district
the
Aruba
Hotel
is
considered
a
significant
location
of
the
area.
Once
a
classical
Indian
Ocean
beachfront
Hotel,
now
serving
as
a
desperate
camp
location
for
AMISOM
(African
Mission
In
Somalia)
Ugandan
troops.
Project-­‐
Savoy
Centre
Consists
of
a
very
solid
and
quality
constructed
building,
with
basement
parking
for
at
least
40
vehicles
together
with
ground
floor
exterior
parking
of
a
further
20
vehicles.
Ground
floor
consists
of
2
entrances
to
the
central
atrium
with
Street
facing
shops,
also
within
the
ground
floor
area
and
in
the
atrium
itself
there
are
additional
shops
and
offices
with
a
restaurant.
The
1st
3
floors
consist
of
office
space,
the
4th
floor,
are
small
apartments
and
the
5th
floor
is
split
between
3
apartments,
with
one
large
penthouse
apartment.
There
is
accessed
through
the
roof
to
10,000
L
water
tanks,
and
roof
area
that
could
easily
accommodate
restaurants
and
bars.

provides

a
complete

accommodation
and
secure
movements
in
and
around
Mogadishu,
our
clients
are
wide
and
varied
and
have
included
diplomatic
personnel.
Among
the
projects
we
have
identified
we
have
recently
been
shown
the
Savoy
Centre,
completed
in
1985
by
Builders-­‐Kampihl
of
Copenhagen
Denmark,
with
Farmer
and
Dark
Ltd;
Architects
in
London.
The
original
construction
costs
were
in
the
region
of
$15
million,
the
building,
given
its
age,
is
in
excellent
structural
condition.
The
building
has
been
protected
for
all
the
years
of
the
unrest
here
in
Mogadishu
and
there
is
very
little
war
damage,
the,
damage
seen
actually
supports
the
very
professional
and
experts
design
and
build
of
the
structure.
We
believe
that
this
building
offers
a
great
opportunity
at
this
time
not
only
in
the
work
it
can
provide
for
local
Somalis
within
the
future
redevelopment
of
the
city.
By
refurbishing
and
repairing
the
structure
we
could
provide
an
offer
a
number
of
services
including
shops
office
space
restaurant
standard
and
executive
style
apartments.
This
would
also
be
in
conjunction
with
the
enhancement
and
overseeing
the
local
security
perimeter
that
currently
is
in
place.
The
location
is
particularly
interesting
given
that
it
is
directly
opposite
the
Somali
central
bank
and
with
the
current
international
focus
on
rebuilding
the
Somali
financial
structure
and
the
requirement
for
government
representatives
to
visit
and
meet
within
the
premises
it
is
an
ideal
location
to
house
these
types
of
personnel.
The
surrounding
area
can
easily
be
modified
to
a
pedestrian
environment
that
is
suitably
secure
and
monitored
so
that
anyone
accommodated
in
the
building
will
be
able
to
move
freely
on
faults
between
these
locations.
The
building
also
provides
for
easier
movement
between
these
offices
and
accommodation
units
and
Villa
Somalia
avoiding
the
currently
high
traffic
convinced
environment
of
the
airport
road
which
are
seen
a
growing
number
of
focused
attacks
on
various
UN
properties.

belief
that
although
these
locations
are
close
to
the
airport
and
therefore
Anderson
forces
and
airport
facilities
the
faxes
that
the
environment
is
extremely
condensed
and
gives
rise
to
a
rich
environment
of
targets.
Movement
between
the
airports
and
the
Savoy
Centre
could
be
managed
in
a
number
of
ways,
primary
movement
can
be
and
still
is
by
road
supporting
movements
could
be
by
Sea,
and
there
is
a
possibility
of
a
small
HLS
on
the
roof
of
the
Savoy
Centre.
There
are
available
small
enough
helicopters
that
could
provide
for
executive
style
movement
to
and
from
the
airport,
and
indeed
as
the
city
opens
on
there
are
other
possible
landing
sites
that
could
be
utilised.
On
initial
inspection
of
the
building
and
its
facilities,
given
the
years
that
have
passed,
we
found
that
it
is
in
very
good
condition.
There
is
minor,
damage
we
have
seen,
there
is
also
very
little
degradation
in
the
exterior
structure
of
the
building.
Most
if
not
all
of
the
glass
contained
in
the
aluminium
framework
partitioning
structures
has
been
removed
and
stored
in
one
of
the
rooms.
The
electrical
system
looks
in
good
condition
and
there
is
an
excellent
distribution
board
that
services
the
entire
building
with
their
own
generators
all
the
cables
are
still
in
place
and
there
is
nothing
to
indicate
significant
degradation
of
the
system,
and
it
should
be
relatively
easy
to
test
the
circuitry.
There
is
an
internal
fire
system
with
detection
monitors
and
fire
hoses.
Office
and
apartment
damage
consist
of
broken
doors
stand
and
seized
partitioning
framework
and
sliding
doors,
the
existence
of
wildlife
inhabiting
the
rooms,
and
the
general
accumulation
of
20
years
of
dust
and
dirt.
In
our
opinion
a
structural
survey
would
very
quickly
ascertain
that
the
building
is
sound.
It
would
then
turn
to
proving
that
the
electrical
system
is
still
functioning
and
that
the
generators
could
be
cleaned
and
running
very
quickly.
The
water
system
has
been
tested,
and,
is
said
to
be,
still
functioning.
Once
again,
could
be
easily
tested
and
assessed
for
working
properly.
The
partitioning
framework
or
doorways
and
windows
in
the
offices
and
shops,
apartments
could
easily
be
replaced.
Minor
damage
within
the
bathroom
and
the
retiling
of
small
areas
were
also
would
not
take
much
time.
The
louvered
units,
which
are
fitted
to
the
exterior
balconies,
would
have
to
be
replaced
with
some
sort
of
ballistic
protection.
The
internal
partitioning
structure
and
glasswork
would
also
have
to
have
ballistic
lamination
to
further
enhance
protection
against
blast
injuries.
All
the
fitted
kitchens
within
each
apartment
would
have
to
be
replaced,
also
the
restaurant
appliances
would
have
to
be
assessed,
but
the
assumption
would
be
that
they
would
also
need
replacing.
Additional
works
required
to
adjacent
building
would
be
for
all
access
to
balconies
looking
directly
into
and
onto
the
Savoy
Centre
would
have
to
be
blocked
off.

this
position,
it
would
be
reasonably
easy
to
upgrade
and
expand
the
local
area
to
provide
a
more
secure
exit
and
entry
to
the
immediate
area.
Further
enhancement
of
the
immediate
perimeter
would
also
strengthen
the
locations
security.
This
would
allow
us
to
clear
the
immediate
area
of
war
damage,
open
up
additional
locations
and
premises
for
redevelopment.

would
also
breed
additional
confidence
to
expand
the
area
into
a
true
GREEN
ZONE,
with
easy
access
to
the
sea
for
supporting
transport
capabilities
for
standard
security
movements
as
well
as
EVACUATION
options.
Security
We
would
look
to
work
closely
with
the
commissioner
of
Police
to
further
enhance
the
capabilities
of
the
current
security
procedures
in
place.
We
would
train
the
Police
to
effectively
seal
off
the
area,
provide
more
defined
checkpoints
and
equipment
to
man
them.
To
identify
and
physically
seal
the
initially
identified
area
of
the
Green
Zone,
so
that
all
access
is
through
controlled
points.
As
well
as
the
improved
security
for
movement
as
a
result
of
the
proximity
of
Villa
Somalia
and
the
Central
bank.
The
sea
offers
a
speedy
and
effective
means
to
connect
the
Seaport
and
the
Airport,
as
well
as
offering
another
option
for
Emergency
Evacuation.
The
Aruba
Hotel
offers
a
good
site
for
the
Green
Zone
Jetty,
allowing
us
to
construct
the
jetty
in
under
good
security
from
the
current
AMISOM
base
that
is
presently
at
that
location.
The
seaport
also
offers
good
access
and
secure
disembarking
location
for
when
it
is
needed
or
for
visiting
personnel.
The
location
at
the
airport
is
already
in
use,
however,
the
patrol
boats
are
launched
off
of
their
trailers,
there
is
no
jetty
at
that
location
and
would
need
to
be
constructed
as
well.
Our
connections
with
all
major
administrative
departments
at
these
sites
allows
for
us
to
make
a
good
case
to
get
approval
to
proceed
with
the
construction
at
the
two
sites,
Green
Zone
and
the
Airport.

Given
the
reduction
in
Piracy
and
the
relative
secure
coastline
from
the
airport
to
the
Aruba
Hotel,
this
is
a
viable
and
realistic
option
for
movement,
as
well
as
an
additional
Emergency
Evacuation
route
for
the
Green
Zone
to
the
Airport
if
the
road
route
proves
too
restrictive.
A
New
Interest
During
recent
visits
to
Canada
and
the
US,
I
was
able
to
expand
on
the
possibility
of
the
Green
Zone
project
becoming
ever
more
viable.
Whilst
it
is
acknowledged
that
the
current
situation
in
Mogadishu
is
still
volatile,
the
opportunities
are
no
less
viable.
The
current
Government
continues
to
falter
and
stumble
its
way
through
to
the
election
in
2016.
There
are
growing
calls
for
a
real
change
and
it
is
expected
that
there
will
be.
Another
significant
Somali
Family
is
very
much
interested
in
the
development
of
the
area
and
thus
the
future
redevelopment
of
their
properties.
Having
been
forced
to
sit
back
and
wait
for
an
opportunity
to
regain
control
and
establish
their
presence
once
again
and
rebuild
their
homes
and
business’s
that
stood
out
and
were
part
of
the
cultural
picture
of
the
collective
streets
and
alley
ways
that
create
such
a
unique
feel
to
an
area.

question
that
there
is
a
long
way
to
go,
but,
it
is
my
belief
thast
the
private
sector
and
their
apsirations
for
change
will
drive
the
city
and
the
country
forward.
If
there
is
a
chance
and
an
opportunity
for
realistic
investment
and
long
term
rewards
for
all
those
involved
then
it
is
now
that
we
should
look
to
act.

is
an
excert

a
recent
Financial
Times
article:-­‐
“The
Indian
Ocean
will
be
the
Atlantic
of
the
next
generations,”
predicts
Rosling.
As
a
result,
the
surf-­‐beaten
golden
sands
that
stretch
north
from
Mogadishu
will
make
excellent
holidaying
territory
for
the
Asian
middle
classes,
several
decades
hence.
Somalia
is
a
colourful
example
of
an
unlikely
long-­‐term
real
estate
investment,
but
it
is
not
the
only
one.
As
the
world
urbanises,
it
is
throwing
up
a
series
of
new
opportunities
for
those
willing
to
think
a
little
more
creatively
about
where
to
place
their
money.

Somalia’s
Heritage
to
the
Federal
Government

Mogadishu
is
the
most
important
town
of
the
Banadir
coast.
It
was
one
of
the
city-­‐
states
founded
more
than
ten
centuries
ago
along
the
East
African
coast,
which
flourished
on
commerce
with
the
Arabic
Gulf
countries,
Persia,
India,
and
China.
It
is
recognized
as
one
of
the
most
interesting
historical
centres
on
the
coast
of
Somalia,
and
the
city
knew
a
period
of
magnificence
from
the
13th
century
onwards.
It
was
at
this
time
that
famous
Mosques
were
built
in
Hamarweyne,
Shingaani
and
Abdulaziz.
Arab
influence
in
architecture
is
widespread.
Much
later,
the
Italians
were
the
first
to
formulate
and
effect
urban
planning
in
Mogadishu
and
also
erected
a
number
of
landmark
buildings.
The
old,
original
urban
centres,
Hamarweyne
and
Shingaani,
still
stand
on
Mogadishu’s
initial
site,
but
they
were
extensively
damaged
during
the
years
of
civil
war.
Shingaani
suffered
the
most
visible
damage.
The
exceptional
former
beauty
of
Mogadishu
is
still
perceptible
despite
the
wanton
destruction
of
the
past
20
years.
On
the
beachfront
in
Mogadishu
is
the
oldest
mosque
in
the
city,
known
as
Abdulaziz,
in
Abdulaziz
district.
There
is
also
Fakhruddin
Mosque
in
Hamarweyne
district.
Fakhruddin
Mosque
dates
from
1269
and
was
built
by
the
Mogadishu’s
first
Sultan,
Fakhruddin.
In
neighbouring
countries
as
Kenya
and
Tanzania,
monuments
of
the
same
period
are
listed
in
the
UNESCO
World
Heritage
site.
The
Abdulaziz
mosque
is
a
symbol
of
a
more
tolerant
and
peaceful
Somalia.
The
account
in
1331
of
the
famous
Moroccan
scholar
Abu
Abdallah
Muhammad
Ibn
Battuta
(1304-­‐1369)
gives
a
complete
picture
of
the
first
Sultanate
of
Mogadishu
and
makes
reference
to
this
Mosque.
Somalia’s
architectural
heritage
was
neglected
in
the
past.
It
was
subject
to
degradation
and
deterioration,
to
violent
transformation
and
destruction
during
previous
regimes.
The
dramatic
events
of
the
past
years
have
produced
further
alterations
and
devastation.
The
uncontrolled
use
of
land
has
compromised
some
stretches
of
incomparable
beauty
of
Lido
I
and
II,
the
beautiful
beaches
in
Mogadishu.
In
May
2013,
the
landmark
Abdulaziz
tower
(situated
next
to
the
Old
Port
City
Heritage
Site)
was
demolished
in
connection
with
a
project
for
the
Somalia
Federal
Ministry
of
Religious
Affairs
and
Justice,
funded
by
the
Turkish
Ministry
of
Religious
Affairs
and
the
Turkish
Diyanet
Foundation.
The
project
is
implemented
by
a
local
contractor
with
Turkish
supervision.
It
is
understood
that
the
Somalia
Federal
Ministry
of
Religious
Affairs
and
Justice
requested
the
Turkish
Government
to
execute
this
project.
The
destruction
of
Abdulaziz
is
a
major
setback
for
Somalia’s
culture.
It
isn’t
enough
to
rebuild
when
you
destroy
800
years
of
your
history.
It
will
never
be
the
same.
It
is
not

sure
whether
all
what
is
happening
is
planned,
is
a
conspiracy
or
is
being
done
in
ignorance.
For
sure,
a
sense
of
nationalism
and
pride
is
missing
or
there
is
a
memory
loss
by
someone.
Urban
Heritage
Center
encourages
that
cities
should
preserve
their
historical
heritage
and
beauty.
It
would
be
advisable
that
the
Municipality
could
circumscribe
the
historical
sites
with
a
security
cordon
for
future
use
by
the
Somali
public
and
foreigners
in
times
of
peace.
Neglect
of
historical
and
archaeological
sites
would
mean
another
action
of
violating
Somalia’s
cultural
heritage
and
yet
another
act
of
wanton
destruction
of
Mogadishu’s
history
and
beauty.
We
suggest
that
an
attempt
be
made
to
classify
not
only
monuments
such
as
the
famous
mosques
of
Mogadishu
(Hamarweyne
Jamia,
Fakhruddin,
Arba’rukun,
Barqash
Museum
and
surrounded
Uruba
beach
area,
Haji
Ali,
Sheikh
Abdulkadir,
Sheikh
Sufi,
Abdulaziz),
but,
also
the
other
historical
architecture
in
Mogadishu
and
other
towns
of
Somalia,
with
the
aim
to
preserve
and
restore
them
as
part
of
Somalia’s
cultural
heritage
and
national
identity.
We
ask
the
Somalia
Federal
Government
and
Mogadishu
municipality
to
not
proceed
in
any
rehabilitation
of
the
old
city
monuments,
mosques
and
building
without
assessing
them
with
the
intervention
of
expertise
in
the
field
of
heritage
restoration
and
UNESCO.
We
add
a
word
on
UNESCO:
Time
has
come
for
UNESCO
to
place
serious
consideration
Somalia’s
cultural
heritage.
UNESCO
PEER
(Programme
of
Education
for
Emergencies
and
Reconstruction)
designed
for
Somalia
in
the
last
twenty
two
years
of
civil
war
and
the
list
compiled
by
its
experts
on
the
World
Heritage
Sites
in
Danger
never
considered
Somalia’s
cultural
heritage,
its
history
and
people
as
in
other
conflict
areas
such
as
Afghanistan,
Mali,
Libya
and
Syria.
This
letter
serves
as
an
appeal
to
the
Federal
Government
of
Somalia
and
the
Banadir
Regional
Administration
to
engage
in
a
concerted
action
to
protect
and
ultimately
preserve
the
architectural
and
cultural
heritage
of
Somalia.

recent
opening
of
the
old
Municipal
building
has
created
quite
a
stir,
not
withstanding
the
fact
that
the
entire
funds
were
raised
privately.
$1.25m.
An
invited
guest
list
watch
the
formal
opening
by
the
President
followed
by
song,
Dance
and
speeches.
The
passion
and
emotion
of
the
event
was
evident
from
chastising
the
Current
government
for
not
doing
enough,
to
praising
the
Mayor
of
Mogadishu
and
that
of
the
bandier
Administration
for
the
clear
triumph
of
getting
the
building
refurbished.
Now
of
course
there
are
significant
differences
that
may
be
apparent
when
comparing
the
finished
works,
however,
the
significance
should
not
be
underestimated
of
what
they
have
achieved
through
private
means.

RUKUN
MOSQUE

CATHEDRAL
The
masjid
is
one
of
the
oldest
Islamic
places
of
worship
in
the
capital.
It
was
built
circa
667
(1268/9
CE),
concurrently
with
the
Fakr
ad-­‐Din
Mosque.
Arba'a
Rukun's
mihrab
contains
an
inscription
dated
from
the
same
year,
which
commemorates
the
masjid's
late
founder,
Khusra
ibn
Mubarak
al-­‐Shirazi
(Khusrau
ibn
Muhammed).

Known
as
the
"Cattedrale
di
Mogadiscio"
(when
inaugurated
on
March
first,
1928),
the
Mogadishu
Cathedral
was
constructed
in
a
Norman
Gothic
style,
based
on
the
Cefalù
Cathedral
in
Cefalù,
Sicily.
It
was
built
in
nearly
six
years
by
the
Italian
authorities
in
their
former
Italian
Somaliland,
in
a
central
area
of
the
capital
not
far
from
the
Governor's
Palace.
Indeed
the
Cathedral
was
built
as
the
biggest
in
eastern
Africa
by
order
of
Cesare
Maria
De
Vecchi,
a
catholic
governor
of
"Somalia
italiana"
who
promoted
the
"Missionari
della
Consolata"
christianization
of
Somalian
people.[2]
It
was
built
between
1923
and
1928
and
was
used
as
a
model
the
"Cathedral
of
Cefalu"
(in
northern
Sicily),
created
to
commemorate
the
Christian
reconquest
of
Sicily
from
the
Arabs
in
the
X
century.
The
Cathedral
was
done
in
"Norman"
Gothic
style,
designed
by
architect
Antonio
Vandone.
The
facade,
with
an
impressive
appearance,
was
delimited
to
the
sides
by
two
towers,
each
37.50
meters
high.
The
plan
of
the
building
was
a
Latin
cross;
inside
was
divided
into
three
naves
separated
by
piers
with
pointed
arches.
The
church
was
entrusted
to
the
"Consolata"
missionaries,
then
replaced
by
the
Franciscans
(Friars
Minor).
The
altar
had
a
huge
statue
-­‐done
by
sculptor
Cesare
Biscarra-­‐
of
the
Virgin
Mary
of
Consolata,[4]
that
looked
at
the
parishioners
in
an
impressive
way
like
a
statue
of
Roman
Gods
inside
an
ancient
imperial
temple.
In
1989,
on
the
eve
of
the
outbreak
of
the
civil
war
in
Somalia,
the
last
Bishop
of
Mogadishu,
Salvatore
Colombo,
was
killed
by
armed
insurgents
while
giving
mass
in
the
cathedral.

Given
the
Historical
nature
of
the
area,
and
the
connections
I
have
made
over
the
past
years,
I
have
a
unique
opportunity
to
provide
access
to
the
individuals
and
families
that
are
paramount
to
any
proposed
redevelopment
of
this
district.
There
is
more
than
enough
intent
on
their
part
to
wish
to
see
and
respond
to
serious
interests
to
re-­‐energize
the
heart
of
Mogadishu.
I
believe

significant
catalyst
to
re
direct
current
attitudes

embolden

Timing
and
opportunity
rarely
coincide.
I
believe
this
is
one
such
opportunity
that
should
be
taken
seriously.

feel

due
course

assistance

the
UN
in
respect
of
the
importance
of
this
area,
as
well
as
the
primary
Families
and
individual
who
have
property
and
influence
to
unite
and
carry
this
project
forward
with
a
clear
intention

a
renewed
and
an
invigorated
vision
of
optimism
for
the
future.
SUMMARY
To
begin
with
we
start
by
establishing
a
more
permanent
and
secure
perimeter
of
the
initial
area,
which
includes
the
Savoy
Centre
and
the
Central
Bank.
Once
this
has
been
constructed
the
general
view
of
this
new
approach
will
be
supported.
We
will
have
enough
leverage
in
the
future
to
divert
any
destabilizing
elements
and
negative
intrusions.
Not
that
those
wont
be
forthcoming,
however,
given
the
nature
of
the
Banks
location
and
the
key
interpretation
that
it
represents
to
ALL
sides
in
the
future
development
of
the
City
and
the
Nation,
I
believe
that
it
will
assist
us
in
being
able
to
gain
a
string
and
long
lasting
foundation
to
establish
a
GREEN
Zone
and
continue
to
expand
at
a
measured
and
viable
rate,
as
the
rest
of
the
country
begins
to
regain
some
semblance
