4. EXECUTIVE SUMMARY
Tracy Department of Fire Protection (TDFP) is known for its extraordinary response to all
kinds of fire emergencies in Tracy, California. For the past 35 years, TDFP continues to
be the leader in developing and implementing fire management solutions within the city.
It is also involved in responding to other kinds of emergencies such as medical aids, civil
disturbances, floods, earthquakes, and even terrorist attacks.
Educating communities and homeowners on fire safety is a statewide effort led by the
department's communications division. Currently, the department plans to create Fire
Awareness Program to educate the community on basic fire emergency operation
procedures. This program aims to mitigate the risk of fire such as loss of property and
damage to natural resources. One important objective of the program is to teach the
public become self­sufficient in saving their own lives and assisting others in emergency
cases.
Tracy Department of Fire Protection seeks $10,675.00 for its Fire Awareness Program to
cover the cost of multimedia presentation equipment. This will be used primarily in the
awareness/education campaign on fire prevention. The awareness program will be led
by qualified instructors who will conduct lectures and fire drills for the participants.

5. INTRODUCTION
Tracy Department of Fire Protection was established in the early 1900s after concerned
members of the community realized the need for a fire department. From a small
volunteer group, it has grown to a force of over 60 professional firefighters, 30 reserved
firefighters, and 90 volunteers. About 60 miles due east of San Francisco and 60 miles
due South of Sacramento, TDFP firefighters, fire engines, and aircraft respond to a
community covering a 225­square mile area. This area has over 25,336 housing units
with a household population of 82,218.
Currently, the department has two fire stations geographically positioned to provide
optimum response. Operation is mainly focused on mitigation and fire prevention. As
part of fire prevention, TDFP’s service includes pre­fire management solutions,
suppression, emergency medical services, technical rescue, and hazardous material
response. The Fire Awareness Program aims to reduce the risk of wildfire resulting in
the loss of property and natural resources.
Driven by its passion to save lives and properties, the department is a leader in
implementing pre­fire management solutions and encouraging the community’s
involvement. Pre­fire management solutions include fuel breaks, fire safe landscaping,
removal of hazardous vegetation, and inspections for fire­safe clearance in homes.
Likewise, TDFP is involved in many community activities to convince people to join its
awareness program. Volunteers, under TDFP’s supervision, contribute their time to
teach children and adults basic fire and life safety measures.
TDFP staff inspects properties worth more than $37 million each year to ensure that land
owners comply with fire safety regulations. At present, TDFP has established fire safety
councils participated in by citizens, local fire agencies, local governments, and other
groups affected by wildfire like insurance companies.

6. NEEDS ASSESSMENT
Tracy is a city in San Joaquin County, California. The city of Tracy is about 60 miles due
east of San Francisco and 60 miles due South of the capital of California, Sacramento.
It is considered a fast growing community with a household population of over 82,000 in
the city limits and about 25,000 in the district area. The city population is growing at a
current rate of about 3,000 people per year. With the joining of Tracy City and Tracy
Rural, the area doubled in size. Tracy economic development is more than $37 million
according to 2005 American Community Survey in the US Bureau Census. In 2005,
Tracy City had a total of 25,000 housing units.
With the rapid economic growth and the growing number of population, Tracy
Department of Fire Protection has identified the need to launch a Fire Awareness
Program. In 2004, there are 537 reported fires in Tracy and 1,810 fire related calls
received. Currently, the city has only two fire stations serving the whole 82,000
population. The equipment being used is also very limited unlike many other modern fire
departments. Tracy Region also comprises an urban city core surrounded by an
agricultural district. Three freeways surround the Tracy area: I­205, I­580 and I­5.
These freeways essentially triangulate the region.
With the areas growing population and with two fire stations having not­so­modern
equipment, TDFP sees the need for a Fire Awareness Program. Through this program,
people can learn to help themselves during emergency cases and not just depend on
others.
Part of the Fire Awareness Program is to call for more government support to help
modernize equipment of the Tracy Department of Fire Protection.

8. PROGRAM OBJECTIVES
The Fire Awareness Program has the following objectives:
1. To educate the public of the basic understanding of fire emergency operation
procedures.
2. To mitigate the risk of wildfire resulting in the loss of property and natural
resources.
3. To help the public become self­sufficient citizens in cases of emergency.
4. To give lectures on fire prevention using the new multi­media equipment.
5. To provide high standard of instruction to the public.
6. To entice people to become active participants in community activities related to
fire prevention.

9. METHODOLOGY
The Fire Awareness Program will be conducted semi­annually for target participants of
not more than 100 per batch. Participants will be required to attend a two­day seminar
covering all areas of service Tracy Department of Fire Protection provides. Topics will
include, but not limited to, the history of the fire service and the department, basic first
aid and CPR, Fire Suppression (Extinguisher Training), Fire Prevention and Education
(understanding codes and standards, participation in public education events),
Automobile Extrication (hands­on), Technical Rescue, and Hazardous Materials
(Awareness).
Participants will have the chance to engage in real demonstration action of fire
emergency services. They will have supervised hands­on participation in actual fire
suppression. Each participant will be provided with uniforms and safety gears complete
with the TDFP Fire Awareness Program’s logo.
Upon completion of the program participants will be given a certificate of attendance.

10. PROGRAM EVALUATION
The Fire Awareness Program will be evaluated in four ways:
1. Number of participants
· The program will be evaluated based on the number of participants who
will attend the seminar.
2. Members’ comments and suggestions
· Initially, the program evaluation will be completed by participants and
instructors along with comments and suggestions from outside observers.
Their combined inputs will be valuable to the future development of the
program.
3. Tracy Fire Statistics Report
· Overall reduction in direct and indirect fire losses of 25% is a reasonable
expectation. This will be measured by annual report of the Tracy Fire
Statistics Fire Incident Report. Initially, the program will carry on for three
years after its launching.
4. Pre­fire inspection effectiveness
· Tracy Department of Fire Protection will conduct house­to­house
inspection to monitor if people have already implemented preventive
measures taught in the seminar.
