Session SDM - Juntopas.Thailand rural water supply 21IRC
Thailand has decentralized rural water supply management to local administrative organizations (TAOs) at the commune level. This presents opportunities but also challenges for improving water quality and delivery. Some key issues include a lack of coordination between agencies, limited skills and resources for TAOs to manage water systems, and increasing rates of water-borne illnesses despite greater access. Various management models are used with different strengths and weaknesses, from village committees to private companies overseen by TAOs. Lessons highlight the importance of both financial and human resource support during decentralization, placing systems at a scale matching local capacity, and continued technical support from central agencies.

Crisis mapping was used during the 2010 Haiti earthquake and Hurricane Sandy in 2012 to gather information from affected communities. For Haiti, over 40,000 SMS messages were received and mapped providing rapid assessments of needs. However, relief organizations were hesitant to use this crowdsourced data due to concerns about source validity and difficulties integrating new tools into their operations. During Sandy, hashtags were used to gather situational updates, though addressing misinformation was challenging. Crisis mapping shows promise but further diffusion in disaster response is still needed.
