The Center has 20 members of which two Associate Professors, Doctors; 8 Masters in
different fields; the rest members are Engineers and Bachelors; and some international
collaborators.

2. II. MANDATE
Implements consulting services for development of strategies, policies for investment,
poverty reduction, management of natural resources; strategic environmental
assessment (SEA); technology transfer; carry out themaster socio-economic
development planning and the planning in different sectors;
Organizes, cooperates and conducts trainings and strengthens capacity, professional
skills, foreign languages and management for human resources of institutions,
companies, and members of the Association and workforce of the enterprises of Laos
and Cambodia;
Supports institutions, enterprises in Laos and Cambodia and in the other countries
where the Association invests and trades; supports institutions, enterprises of Laos and
Cambodia and other countries in investment and trade into Vietnam;
The Center is allowed to issue the certificates for the trainees who are trained by the
Center; The Center is allowed to invest and trade in Laos, Cambodia and other
countries.
III. Achievements of the last five years
Strategy and policy:
 Successfully implemented a researches on strategies, policies for investment,
poverty reduction, territorial organizational renovation, restructuring of economy
and production sectors in association with renovation of growth model and
investmentconsulting service in production sectors.
Planning and SEA:
 Implemented two projects for master socio-economic development planningto
2020 of Son La and BacGiangprovinces with vision to 2030 which had been
approved by the Government;
 Implemented the project master for conservation and sustainable development of
Tam Dao National park, supported by GIZ; two SEA projects have been ratified by
Ministry of Natural Resources and Environment.
International cooperation:
 Offered the service for poverty reduction and sustainable development based on the
increasing effectiveness in land use and development of farming systems of ethnic
minorities in DakNong province, funded by IFAD;
 Offered consulting services for researches with partners, like WB, ADB, Korea, on
motorbike cluster and electronic sector, focus electronic cluster in Hanoi
geographical location as well as researches on agriculture in global value chain.
Training:
 Organized a training courses on policy making, financing, banking and
planning for officers from Ministry of Finance, Ministry of Planning and
Investment and several national and international conferences and workshops;
 Offered lecturing and being members of examination committees for master
and doctor programs in Hanoi National Economic University, Vietnam National
University of Forestry and conducted several short training courses for some
Ministries, sectors, provinces and international organizations.
