2. What is the role of the Regional Funds for Health Promotion and how is the
community involved?
System Building Blocks Overall Goal / Outcomes
SERVICE DELIVERY:
The RFHP supports the Regional delegation for health in the management
of several health related issues; health schemes, hospital maintenance,
PBF initiatives, management and distribution of drugs.
IMPROVED HEALTH
INFORMATION: ACCESS (level and equity)
As this initiative goes from health center towards regional level and vice-
versa, the flood of information on the topics goes along and M&E is easy. COVERAGE
RESPONSIVENESS
DRUGS AND MEDICAL PRODUCTS:
Management and distribution of drugs are ensured on the Regional level
through the RFHP. On Health Center level, the community is involved. SOCIAL & FINANCIAL
RISK PROTECTION
FINANCING: QUALITY
This system is auto-financed and therefor sustainable as the sell of drugs,
and the related turnover, are reinvested in the functioning of the RFHP
SAFETY
IMPROVED EFFICIENCY
LEADERSHIP/GOVERNANCE:
The RFHP have an independent legal status (PIG) and the community has
this way a co-ownership on the management of the Funds and
investments to be done ensuring the ownership.

3. Results(1)
A sustainable (for over than 20 years) way of collaboration in the
health system between 3 actors; Ministry of Public
Health, Population (through dialogue structures) and the Financial
and technical partners.
An open and transparent way of management and a clear view on
how turn over is re-invested in health initiatives.
An co- ownership for the population because they (co-)manage.
Drugs management; Pro-poor as there’s in this initiative a so called
“solidarity-principle” where there are no additional costs for
remote areas because of transport.

4. Results(2)
With the new signed status, the Regional Fund for Health can buy
drugs also through other approved suppliers other than the
national center if this last one is not able to deliver within 72h
after the command.
The Regional Funds transport towards service delivery points
directly which improves the accessibility.
