Background • Virginia had a program structure dating back to 1980 • In 2003, the Virginia Legislature authorized the overhaul of the state’s strategic management and performance budgeting system • The Governor’s Department of Planning and Budget (akin to the Ministry of Finance) worked with agencies to revise their current program structure
  3. 3. Background • This restructuring involved consolidating existing programs or resorting them into programs and service areas, organizing programs to better align with organizational arrangements, and aligning programs and service areas to feed into strategic plans • Each program is linked to a goal and each service area is linked to an objective that is intended to assist the department in reaching its programmatic goals
  4. 4. How Virginia defines a Program Services Areas are areas of expenditure that supports one or more products or services Programs are products (items produced by the agency) or services (an action that the agency takes to fulfill its mission) Program Service Area Service Area

Budgeting • Virginia budgets at the program level, but for information and transparency, reports funding levels for service areas as well in the Budget Document – Unless specifically indicated otherwise, appropriations are fixed only at the program level and there is significant flexibility, with oversight and approval from the Department of Planning and Budget, to move funds among service areas, as long as it is in keeping with legislative intent • Expenditures are further tracked and reported at lower accounting levels (called object classes) by the agencies, they are not reported at that level in the Budget Document
