Priorities for 2022
A shared vision for a secure, prosperous and resilient Ukraine
G7 members are partners of Ukraine, who share a common understanding of freedom, democracy, the rule of law and human rights.
We remain committed to Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders.
At their 2015 Summit in Elmau, G7 leaders have tasked their Ambassadors in Kyiv to encourage and support the Government and
citizens of Ukraine on their way towards a more secure, prosperous and resilient country.
We share a vision of Ukraine in which all citizens benefit from strong and independent institutions, significantly reduced corruption,
improved transparency and governance, and greater consistency and fairness in the enforcement of laws.
This vision includes a Ukraine committed to multilateralism and free to choose her alliances in realizing her strategic course, as well as a
prosperous and sustainable Ukrainian economy, drawing on an improved climate for international and domestic investors, a level playing
field for business, better corporate governance, and an elimination of malign oligarchic influence. A resilient, efficient and effectively
regulated energy sector contributes to both energy independence and the global fight against climate change.
The G7 Ambassadors Support Group will continue to encourage Ukraine to integrate human rights and gender equality across all
reforms, including security and defence, and will advocate an inclusive approach to reform, incorporating government, parliament, civil
society, business and expert viewpoints. The G7 Ambassadors will also encourage Ukraine to strengthen its efforts to fight climate change
and to fulfil her Nationally Determined Contributions (NDCs) to the Paris Agreements and subsequent commitments.
Ukraine continues to enjoy a wide range of international support and recognition for its reform efforts. We coordinate our efforts and
assessments with other international partners of Ukraine and encourage full compliance with international macro-financial programmes.
The group will support Ukraine in moving forward with the following priorities
SECURE COUNTRY
SECURITY AND DEFENCE
•	 Continued implementation of the Law on National Security and necessary secondary legislation
to further improve command and control and civilian oversight over the security and defence
sectors;
•	 Continued transition to a civilian-led and democratically accountable Ministry of Defence and
Armed Forces of Ukraine, in which transparent defence budgeting and procurement processes
and meritocratic appointments are the norm;
•	 Continued strengthening of corporate governance in the defence sector as part of wider reform
of the defence-industrial complex, in line with international standards;
•	 Implementation of the reform of the Security Service of Ukraine, transforming it into a
modern counterintelligence agency with well-defined functions following Euro-Atlantic best
practices, including the establishment of boundaries with anti-corruption institutions and law-
enforcement bodies;
•	 Supporting Ukraine’s initiative to establish an effective investment screening mechanism to
protect Ukraine’s strategic industries and technologies.
LAW ENFORCEMENT
•	 Continued reform of the Ukrainian law-enforcement institutions in line with international
standards, including enhanced cooperation and information exchange between institutions;
•	 Supporting the operationalisation of the newly created Bureau of Economic Security in line
with international standards.
PROSPEROUS ECONOMY
ECONOMIC GROWTH
•	 Supporting a strong, independent National Bank of Ukraine;
•	 Supporting Ukraine’s continued fruitful engagement with the international financial institutions;
•	 Further implementation and monitoring of effective, equitable land reform;
•	 Transparent privatisation of state-owned enterprises and banks, and improvement of corporate
governance of those remaining under state control, in line with OECD guidelines;
•	 Expansion of non-road based transport infrastructure such as inland shipping and railways and
improved interoperability between them.
GREEN TRANSITION AND ENERGY REFORMS
•	 Implementation of energy sector reforms which promote investment, de-monopolisation and
transparency, while ensuring the independence of energy and nuclear regulators;
•	 Exploration of new energy sectors such as (green) hydrogen technologies and renewables to
strengthen energy independence and generate new sources for energy exports;
•	 Reforms and actions that support Ukraine’s contribution to global action on climate change,
including decarbonisation, clean energy development, a fair transition away from fossil fuels,
and energy efficiency.
JUST AND RESILIENT INSTITUTIONS
JUDICIAL REFORM
•	 Enhanced efforts to reform the judiciary and prevent and combat corruption within the
judicial system, in particular through proper implementation of the reforms of the High
Council of Justice and effective and unhindered work of the Ethics Council;
•	 Enabling the Selection Commission for the High Qualification Commission for Judges to
work effectively, preparing the ground for a relaunched HQCJ that enjoys wide public
trust, and fills judicial vacancies with qualified and independent candidates;
•	 Comprehensive reform of the Constitutional Court of Ukraine, including a new,
transparent and competitive selection procedure for its judges and further improvements
of its procedural code, and restructuring of the Kyiv Administrative District Court;
•	 Continued reform of the Office of the Prosecutor-General and the State Bureau of
Investigation as part of supporting effective cooperation between law-enforcement
bodies.
THE FIGHT AGAINST CORRUPTION
•	 Adoption and implementation of an ambitious National Anti-Corruption Strategy;
•	 Supporting the National Agency for Prevention of Corruption, including its effective
verification of electronic asset declarations, control of political finance and corruption
risk management;
•	 Increasing the effectiveness, independence, and integrity of anti-corruption institutions,
including NABU, SAPO and ARMA, in particular by ensuring timely, transparent and merit-
based selection procedures for their leadership;
•	 Enhancing the independence and operational effectiveness of the High Anti-Corruption
Court;
•	 Preserving the progress made by Ukraine in reducing corruption in public procurement, by
supporting the expansion and systematisation of standardised procurement procedures
and e-procurement platforms, and encouraging a reduction in public procurement
outside standard frameworks.
EFFECTIVE GOVERNANCE AND INSTITUTIONS
•	 Continued commitment to decentralisation and to strong and irreversible local self-
government, including constitutional and legal provisions in line with the European
Charter for Local Self-Government, particularly with regard to the concept of a public
legal personality for municipalities;
•	 Implementation and further elaboration of the improved electoral code to be completed
a year ahead of 2023 parliamentary and 2024 presidential elections and improved
legislation on parliamentary rules and procedures and the financing of political parties;
•	 Reforms to reduce excessive economic influence on politics (oligarchism), especially
through strengthened anti-monopoly enforcement and de-monopolisation;
•	 Reforms that strengthen the freedom of media, their independence from any type of
political interference, Ukraine’s resilience to disinformation, and high-quality, financially
sustainable public broadcasting.

G7 Ambassadors’ Support Group for Ukraine Priorities for 2022 A shared vision for a secure, prosperous and resilient Ukraine G7 members are partners of Ukraine, who share a common understanding of freedom, democracy, the rule of law and human rights. We remain committed to Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. At their 2015 Summit in Elmau, G7 leaders have tasked their Ambassadors in Kyiv to encourage and support the Government and citizens of Ukraine on their way towards a more secure, prosperous and resilient country. We share a vision of Ukraine in which all citizens benefit from strong and independent institutions, significantly reduced corruption, improved transparency and governance, and greater consistency and fairness in the enforcement of laws. This vision includes a Ukraine committed to multilateralism and free to choose her alliances in realizing her strategic course, as well as a prosperous and sustainable Ukrainian economy, drawing on an improved climate for international and domestic investors, a level playing field for business, better corporate governance, and an elimination of malign oligarchic influence. A resilient, efficient and effectively regulated energy sector contributes to both energy independence and the global fight against climate change. The G7 Ambassadors Support Group will continue to encourage Ukraine to integrate human rights and gender equality across all reforms, including security and defence, and will advocate an inclusive approach to reform, incorporating government, parliament, civil society, business and expert viewpoints. The G7 Ambassadors will also encourage Ukraine to strengthen its efforts to fight climate change and to fulfil her Nationally Determined Contributions (NDCs) to the Paris Agreements and subsequent commitments. Ukraine continues to enjoy a wide range of international support and recognition for its reform efforts. We coordinate our efforts and assessments with other international partners of Ukraine and encourage full compliance with international macro-financial programmes.
  • 3. The group will support Ukraine in moving forward with the following priorities SECURE COUNTRY SECURITY AND DEFENCE • Continued implementation of the Law on National Security and necessary secondary legislation to further improve command and control and civilian oversight over the security and defence sectors; • Continued transition to a civilian-led and democratically accountable Ministry of Defence and Armed Forces of Ukraine, in which transparent defence budgeting and procurement processes and meritocratic appointments are the norm; • Continued strengthening of corporate governance in the defence sector as part of wider reform of the defence-industrial complex, in line with international standards; • Implementation of the reform of the Security Service of Ukraine, transforming it into a modern counterintelligence agency with well-defined functions following Euro-Atlantic best practices, including the establishment of boundaries with anti-corruption institutions and law- enforcement bodies; • Supporting Ukraine’s initiative to establish an effective investment screening mechanism to protect Ukraine’s strategic industries and technologies. LAW ENFORCEMENT • Continued reform of the Ukrainian law-enforcement institutions in line with international standards, including enhanced cooperation and information exchange between institutions; • Supporting the operationalisation of the newly created Bureau of Economic Security in line with international standards. PROSPEROUS ECONOMY ECONOMIC GROWTH • Supporting a strong, independent National Bank of Ukraine; • Supporting Ukraine’s continued fruitful engagement with the international financial institutions; • Further implementation and monitoring of effective, equitable land reform; • Transparent privatisation of state-owned enterprises and banks, and improvement of corporate governance of those remaining under state control, in line with OECD guidelines; • Expansion of non-road based transport infrastructure such as inland shipping and railways and improved interoperability between them. GREEN TRANSITION AND ENERGY REFORMS • Implementation of energy sector reforms which promote investment, de-monopolisation and transparency, while ensuring the independence of energy and nuclear regulators; • Exploration of new energy sectors such as (green) hydrogen technologies and renewables to strengthen energy independence and generate new sources for energy exports; • Reforms and actions that support Ukraine’s contribution to global action on climate change, including decarbonisation, clean energy development, a fair transition away from fossil fuels, and energy efficiency. JUST AND RESILIENT INSTITUTIONS JUDICIAL REFORM • Enhanced efforts to reform the judiciary and prevent and combat corruption within the judicial system, in particular through proper implementation of the reforms of the High Council of Justice and effective and unhindered work of the Ethics Council; • Enabling the Selection Commission for the High Qualification Commission for Judges to work effectively, preparing the ground for a relaunched HQCJ that enjoys wide public trust, and fills judicial vacancies with qualified and independent candidates; • Comprehensive reform of the Constitutional Court of Ukraine, including a new, transparent and competitive selection procedure for its judges and further improvements of its procedural code, and restructuring of the Kyiv Administrative District Court; • Continued reform of the Office of the Prosecutor-General and the State Bureau of Investigation as part of supporting effective cooperation between law-enforcement bodies. THE FIGHT AGAINST CORRUPTION • Adoption and implementation of an ambitious National Anti-Corruption Strategy; • Supporting the National Agency for Prevention of Corruption, including its effective verification of electronic asset declarations, control of political finance and corruption risk management; • Increasing the effectiveness, independence, and integrity of anti-corruption institutions, including NABU, SAPO and ARMA, in particular by ensuring timely, transparent and merit- based selection procedures for their leadership; • Enhancing the independence and operational effectiveness of the High Anti-Corruption Court; • Preserving the progress made by Ukraine in reducing corruption in public procurement, by supporting the expansion and systematisation of standardised procurement procedures and e-procurement platforms, and encouraging a reduction in public procurement outside standard frameworks. EFFECTIVE GOVERNANCE AND INSTITUTIONS • Continued commitment to decentralisation and to strong and irreversible local self- government, including constitutional and legal provisions in line with the European Charter for Local Self-Government, particularly with regard to the concept of a public legal personality for municipalities; • Implementation and further elaboration of the improved electoral code to be completed a year ahead of 2023 parliamentary and 2024 presidential elections and improved legislation on parliamentary rules and procedures and the financing of political parties; • Reforms to reduce excessive economic influence on politics (oligarchism), especially through strengthened anti-monopoly enforcement and de-monopolisation; • Reforms that strengthen the freedom of media, their independence from any type of political interference, Ukraine’s resilience to disinformation, and high-quality, financially sustainable public broadcasting.
