Background Information on the Topic
According from FAO (2024) Congress enacted the Local
Government Code of the Philippines in 1991 to "provide for a
more responsive and accountable local government structure
instituted through a system of decentralization with effective
mechanisms of recall, initiative, and referendum, allocate
among the different local government units their powers,
responsibilities, and resources, and provide for the
qualifications, election, appointment and removal, term,
salaries, powers and functions and duties of local officials, and
all other matters relating to the organization and operation of
local units." Local government units are under the control and
supervision of the Department of the Interior and Local
Government.
Objective of the Presentation
1. To determine the different functions of the Local
Government Units.
2. To provide Example of the different function of
Local Government Unit
3. To cite issues and problems encountered by
public servants and there solutions.
Scope of the Presentation
The presentation focus on the primary function of
Local Governemnt Units in the Philippines. The
collecting of content of the study was on May 5 to
May 11, 2024. And presented on May 12, 2024.

After Collating the budgetary Recommendations of the
Different Offices or Departments, The local Chief
executive shall prpeare the executive budget for the
fiscal year subject to the concurrence of the local
legislative body for a legislative enactment, most likely in
the form of a resolution.
Local Budget Preparation
Under this function, the LGU has the authority of take private
properties for public use as deemed with the payment of just
compensation. It is in the LGU to take a private-owned piece of land
for road widening and the property owner must be compensated
justly.
Exercises the Power of Eminent
Domain
Section 23 of P.D. No. 17 or the Revised Philippine Highway Act
The banning of drying palay and other farm produce on national
roads is pursuant to Section 23 of Presidential Decree (PD) No. 17 to
safeguard motorists from any accident.
Under the PD, it is unlawful for any person to usurp any portion of a
right-of-way or to convert any part of the public highway, bridge,
wharf or trail to his own private use.

Refers to government-owned or state-owned infrastructure like public
marker, amusement parks, govenrment offices etc. The LGU, through its
