7. Biographies
William O. Flick, Jr.
CEO
Bill has over 22 years of management consulting experience spending the majority of that time focusing on cost containment, cost recovery, financial
and supply chain processes improvement, and performance analytics. Bill spent over seventeen years with Chartwell Advisory Group, Ltd., a national
cost containment company specializing in sales tax, real estate and personal property tax and supply chain cost recovery. Bill began his career with
Chartwell as an account manager and has also served as Sales and Marketing Director, Vice President, and Interim President. Bill has also served as a
Director in Arthur Andersen’s Philadelphia office and a Manager for Hyperion Solutions in Philadelphia.
Bill has been a public speaker for many organizations including the AHIA (Association of Healthcare Internal Auditors), PASBO (Pennsylvania
Association of School Business Officials), and several city and county boards on topics such as Sales/Use Tax, cost containment, and supply chain cost
recovery. Bill has an Economics degree from Columbia University and a Master’s in Education from Temple University. Bill is a member IPT (Institute
for Professionals in Taxation) and the Healthcare Financial Management Association.
Bill resides in Rosemont, PA with his wife, Leslie, and their four children.
Jim Malone
Vice President
Jim was formerly Director of Sales Tax for Chartwell Advisory Group for nearly 17 years. Jim has personally identified and recovered over $300
million in refund claims throughout his career and has also led teams on more than 150 audit defense engagements including such diverse and
notable clients as Harrah’s Entertainment, Oerlikon Leybold, Orleans Builders, Advanta Corporation, Comcast Spectacor, Kroger, GMAC Commercial
Mortgage (Capmark), Community Health Systems, Keystone Foods, The Philadelphia Phillies, The Rose Corporation, and Charming Shoppes.
Jim helped the City of Philadelphia recover millions of dollars in connection with public works projects through the review of their construction
activity and identifying areas in which their contractors had incorrectly paid sales tax. The list of contractors Jim has worked with in connection with
the City is a who’s who of construction.
Jim has played a pivotal role for several judicial level sales/use tax cases including a $15 million PA Supreme Court decision regarding the exemption
of airport runways, a $2 million Alabama administrative law judge decision exempting CO2 used in poultry processing, a PA Commonwealth Court
settlement that awarded $1 million in refunds to MRI owners, and a $250 million NV Supreme Court decision regarding the exemption of
complimentary and employee meals.
Jim has a BS from Holy Family College, a Masters in Taxation from Philadelphia University, and is a member of IPT (Institute for Professionals in
Taxation). Jim lives in Thorndale, PA with his wife, Jill and 3 children.
