FIRST AID RULES LN161_1977
1. Kenya Subsidiary Legislation. 1977
(2) In every factory where there are more than fifty but less than
one hundred employees there shall be at least three persons trained
in first-aid and at least one such person shall always be available in
the work place at all times during all working hours;
(3) In every factory where there are more than one hundred
employees there shall be at least three persODs trained in first-aid,
plus one additional person for each extra hundred employees (for
part thereof) beyond the first one hundred employees, and two such
trained persons shall always be available in the work place at all times
during working hours.
6. In every factory where more than five hundred persons are
employed there shall be a first-aid room which shall always be open
and manned by a trained nurse during wor·king ,hours.
7. No person shall be placed in charge of a first-aid box or
cupboard unless he or she has received adequate training in the appli-
cation of first-aid to injured persons and holds a certificate of
competence issued by-
(i) The St. John Ambulance of the st. John Council of Kenya, or
(ii) The Kenya Red Cross Society, or
(iii) Sucb other body or society as may be approved from time
to time, by the Labour Commissioner:
Provided that any certificate of competence issued in accordance
with tbis paragraph sball be valid for one year only and must be
.renewed annually.
8. The provisions of these Rules shall apply to both day and night
shifts and during all the hours a factory is open.
9. Where any offence is committed under these Rules, the owner
or the occupier of the factory concerned. as the case may be, shall be
guilty of an offence and the provisions of Part XI of the Act as
to offences, penalties (including the amounts thereof) and proceedings
shall a.ppJy. mutatis mutandis, to these Rules as if they were set out
therein.

IN EXERCISE of the powers conferred by regulations 147 (c)
and 201 of the Local Government Regulations, 1963, the County
Council of Kakamega hereby makes the following By·laws:
THE COUNTY COUNCIL OF KAKAMEGA
(STOCK AUCTION AND SALES) BY-LAWS, 1977
1. These By-laws, m.w be cited as the County Council of
Kakamega (Stock Auction and Sales) By~laws 1977.
2. In these By~laws, unless the context otherwise require,",: -
"Council" means the County Council of Kakamega;
"CountyH means the County of Kakamega;
"stock" means any bull, cow, heifer, steer, sheep or goat.
3. (1) Every person who buys or sells any stock. whether at a
public auction or not, shall pay to the Council the fee specified jn
relation to such stock in the First Schedule.
(2) Every person who slaughters stock for sale shall pay to the
Councilor any duly authorized agent of the Council the inspection
fee prescribed in the Second Schedule.
4. Where any stock is brought into the County and is sub-
sequently removed for the purpose of being sold outside the juris-
diction of the Council, the person who removes or causes such stock
to be removed shall pay to the Council or any duly authorized agent
of the Council, the appropriate fee specified in the First Schedule.
S. (I) Every aucUoneer or buyer, as the case may be, shall within
fifteen days of the date of any auction. or sale, submit to the Council
a statement showing the number and description of the stock auctioned
or bought by him and specify the names of the parties to every
transaction.
(2) Every butcher shan. immediately after the end of every
month, submit to the Council a statement showing the number of
stock purchased by him during the previous month and specify whether
or not such stock was purchased at a public auction.
