1. Payment instruments to purchase goods or services WITHIN issuer premises OR
restricted network having a commercial contract with the issuer
2. Payment instruments to purchase a VERY RESTRICTED set of goods or services (no
need for direct contract w/ issuer) – e.g. eco and/or meal voucher and/or gift
3. Payment instruments only available & regulated within 1 member state, requested by
employer, with defined fiscal & social benefit, to purchase goods or services within a
network of merchants that has direct contractual relation with the issuer
• For 1. 2. discussion with BNB to confirm the network is restricted
(above 1Mio issued over 1 year, and after 12 months of operation)
• For 3. initially, there was a risk of multi-wallet restriction – this has
not been retained in definitive version
