This document proposes using innovative communication technologies to help UNICEF respond to natural disasters. It evaluates Google Project Loon balloons, the Serval mesh networking project, and a combination of DeLorme inReach satellite devices and Serval. Loon balloons could provide mobile connectivity but have high costs. Serval allows mobile-to-mobile calls without infrastructure but has limited range. The combination of inReach for global text/email and Serval for local calls provides reliable, global and local communication at a reasonable cost for disaster response.
