Background The current financial year 2008/09 can be defined as the year in which most of the Capital Intensive projects are on the critical path In light of President Thabo Mbeki having signed a declaration recently which includes the Confederations Cup as an event also covered by Government Guarantees, it is essential that all projects which are directly related to the guarantees be aligned to cover the Confederations Cup scheduled to take place in June 2009

6. Stadia construction (cont…d) Stadia Construction Update Soccer City – Construction proceeding well, 15 days delay but not on CPM for completion on 30 April 2009 (FIFA Completion date Dec 2009). The construction to be completed 4 months ahead of schedule Peter Mokaba – 57 days delay on critical path for the completion date of 31 June 2009. The delay due to uncertainty of funding of the shortfall. Recovery plan in place to recover lost days (FIFA date Dec 2009) Mbombela Stadium – 54 days delay on critical path due to uncertainty about the shortfall and the labour issues (FIFA date Dec 2009)

Recovery plan developed to meet the completion date of December 2009 (FIFA date Dec 2009) Moses Mabhida – 33 days delay not on CPM for completions on 31 May 2009. The delay is due to labour strike . The City will still be able to meet FIFA deadline (FIFA Completion date Dec 2009). Recovery plan in place. Mangaung – 80 days delay on CPM, the delay due to dual usage of the stadium both as construction site and scheduled rugby matches Ellis Park – 65 days delay due the events continuously being hosted in the stadium. City of JHB has developed a recovery plan to meet the FIFA deadline Royal Bafokeng – 65 days delay but not on CPM, the delay is due structural design revisions

8. Stadia construction (cont…d) Nelson Mandela Bay – 01 day delay on critical path for completion date 31 March 2009 . The revision programme designed by an independent planner is now in use and all claims have been resolved (Original FIFA date Dec 2008) Tshwane – The contractor commenced work on site on the 12 May 2008 with the expected date of completion 31 October 2008. Challenges Cost escalations continues to be a problem which must be closely monitored and managed – The intervention by a team from DPW has assisted in looking at ways of managing the cost escalations as well as strengthening capacity at Host Cities in so far as project management is concerned. The lack of clarity of what constitutes overlay makes it difficult to cost and quantify it The construction programme of both Nelson Mandela and Green Point are to be closely monitored and managed to ensure completion on time

9. Transport The Initial Transport Operational plan was completed in 2007, and all Host Cities were allocated funds to develop their own 2010 operational plans. The Department of Transport is assisting the Host Cities with technical support to ensure that a Transport Operational Plan is submitted to FIFA by June 2008 The PTIS budget has been increased from R9,2 Billion to R13,6 Billion as announced in the Budget statement Feb 2008 The implementation of the PTIS has gathered momentum with most of the infrastructure projects either under construction or scheduled to start construction this year

11. Infrastructure (cont..d) ICT Telkom’s upgrade to its core fibre-optic network is in progress and scheduled to be completed in the last quarter of 2008 The civil works on the implementation of the access network for the Host Stadia is delayed due to the uncertainty of funding on this component, the issue is being addressed by the relevant political heads (Project on the critical path) The DoC is currently engaging FIFA on the proposed user charge model for the IT & T infrastructure

12. Infrastructure (cont..d) ICT DoC and NT to fast-track the issue of funding and the user charge model. The issues needs to be separated to ensure that implementation of IT&T deliverables commences on time The COJ has made a commitment of R120 Million to upgrade the Nasrec Precinct which includes the IBC

13. Infrastructure (cont..d) Electricity Eskom has guaranteed that the projects such as the Stadia Construction and the Tournament will be protected from power outages Municipalities have been given a go-ahead to apply for tariff increase starting in the 2008/09 financial year to cover the additional funding requirements relating to infrastructure rehabilitation A request for Proposals for Generators has been issued to suppliers of generators with a closing date of 30 May 2008. The cost recovery user charge model is in discussion with the LOC. An Electricity Technical Working Group comprising of different Host Cities, DME and Nersa is looking at technical aspects of event specific to stadium power requirements

14. Safety and security South African Police Service All Confederations Cup venues with the exception of Nelson Mandela Bay were visited and the following has been identified : Concentric rings of security, the FIFA exclusion zone and the venue for the Remote Search Parks An air control simulation exercise “Operation Green point” to control the airspace over Cape Town was done on the 16 – 18 March 2008 A general security concept (requested by FIFA in the OA Agreement Para 23.4.1 has been finalized (SAPS & LOC) The Provincial Safety and Security summits being convened by all provinces

15. Economic Cluster Department of Trade and Industry The dti has commenced with Provincial Business Opportunities Road shows with one held at Mbombela in the month of Feb 2008 The Road Shows conducted and scheduled: - Mangaung – Done on 13 May 2008 - Tswane – Postponed - Polokwane – Postponed - Eastern Cape – Done on 23 May 2008

Economic Cluster (cont..d) Department of Environmental Affairs and Tourism The target for the provision of Accommodation is broken into 10000 non-hotel accommodation and 45000 large hotel establishments To date non-hotel establishments have availed 5327 rooms and large hotel establishment account for 20000 rooms Accommodation owners can register with MATCH even if their establishments are not graded in which case they have a window-period of 12 months to grade their establishments 2010 Greening structure has been finalized and will be launched late July 2008 The challenge is that non hotel accommodation providers do not want to sign up due to the proposed 30% mark-up

Socio-Political legacy Sport and Recreation South Africa Sport and Recreation has identified the following milestones for its Volunteer Programme Recruitment , screening and selection of additional of 5000 general volunteers for the Confederations Cup in 2009, registration starting online 01 July 2008 and closing 31 July 2008 Recruitment, screening and selection of additional 10000 general volunteers for the FIFA 2010 World Cup Establish a recognition and award system for Volunteers in SA in conjunction with the FIFA 2010 World Cup LOC The implementation schedule has been finalized to achieve the above milestones

18. Socio-Political legacy (cont…d) Legacy The launch of the Schools Word Cup took place 10 May 2008 in Soweto. The Legacy workstream has now been formalized between the LOC and the SRSA A forum of 2010 Coordinators from provinces will be coordinating the Mass mobilisation programme and Legacy projects

Socio-political Legacy Arts and Culture Arts and Culture Programmes to be aligned to the Confederations Cup opening and closing ceremony DAC to work closely with LOC to plan for Confederations Cup to ensure that the African Arts and Culture features prominently in the event Campaigns for National Symbols to gather momentum in this current year An exhibition to be led by Arts and Culture in collaboration with SA Tourism will hosted Vienna Austria during the Euro 2008 Cup final

20. Socio-Political legacy Euro 2008 Austria and Switzerland, the 2010 Government Unit is coordinating skills transfer programme for specific sectors of government. The initiative is being done in collaboration with LOC A steering committee chaired by SRSA has been established to coordinate Football and youth development initiatives with GTZ. The initiative has already identified 5 football for hope centres in various municipalities – Launch in Alexander on the 15 May 2008 The 2010 Unit has initiated a meeting with South African Football Supporters Association which has 52 regions affiliation. The engagement with the association will assist in galvanizing support for the National Team.

Socio-Political legacy The initiation of the South African Football Supporters Association will be complemented by the Coalition supporters of the unions of Africa The Unit is in the consultation process with LOC and Free State MEC for Sport, Arts and Culture to convene a Legacy Indaba which will define the way forward regarding the Legacy Programme for South Africa
