From the incredible vistas at our first president’s home, George Washington’s Mount Vernon Estate, to the supersonic

NATIONAL CAPITAL REGION (NCR)
The National Capital Region (NCR) is a collection
of sovereign jurisdictions, including cities, counties,
states and the District of Columbia. This website

efforts of the region’s communicators and public
information officers focus on regional collaboration
between the region’s homeland security partners to
achieve a safe and secure National Capital Region.
The NCR is home to all three branches of the Federal
Government, 271 federal departments and agencies,
and more than 340,000 federal employees. More than
2,000 political, social, and humanitarian non-profit
organizations and more than 40 colleges and universities
are located within the NCR. The NCR receives more
than 20 million tourists each year and some of the
most important symbols of national sovereignty and
democratic heritage stand within the NCR’s boundaries.
More than five million Americans call the NCR home.
The NCR encompasses a complex and diverse array
of communities. Its populations reside in dense urban

from the start. We are aware of the environmental
impact of our Games and we are committed to
taking even more measures to reduce our footprint.

About Fairfax 2015 World Police & Fire
Games
The World Police & Fire Games is one of the largest
multi-sport, multi-venue events in the world. It draws more
than 12,000 athletes from police, fire and other public
safety agencies representing 70 countries competing in
1,600 medal events across 61 sports. Fairfax 2015
World Police & Fire Games (an independent legal
entity) is a nonprofit 501(c) (3) corporation established
to organize, promote, manage and operate all activities
related to the Fairfax 2015 World Police & Fire Games.
Hosted by Fairfax County, Virginia and held throughout
the NCR from June 26 to July 5, 2015, the Games strive
to inspire, celebrate and honor our public safety officials.

Welcome to the Fairfax 2015 World Police & Fire Games.

EARLY REGISTRATION IS ENCOURAGED!
Many sports are expected to quickly reach capacity.
Entries are accepted on a “first come, first served” basis
(see Regional Quotas, in effect until February 15, 2015.)
Submitting an entry does not guarantee participation. If
a sport is full the athlete may be offered the opportunity
to enter a different sport or their entry will be refunded.
(See refund policy on page 51 for more information.)
After all registration requirements have been satisfied
(i.e. paid all fees, signed the waiver form, turned in
a medical form where required), competitors will be
officially registered into the Games and will receive
their Athlete Credential. This Credential should be
carried at all times and must be presented during check-
in at the sports venues prior to each day’s competition.
EACH ENTRANT MUST RECEIVE THEIR
ACCREDITATION/CREDENTIAL IN PERSON AT THE
MAIN ACCREDITATION CENTER (MAC) PRIOR TO
THEIR EVENTS.
All participants must register in person at the Main Accreditation
Center (MAC) and obtain their Credential prior to competing (or
prior to any required sports’ meetings or weigh-ins in the weight
class sports) unless you are competing in the following Sports:

Please Note: Credentialing is ONLY at the Hyatt
Regency Reston - Main Accreditation Center (MAC)
unless noted in the confirmation letter. Only the
MAC has the ability to produce a credential
for any registrant that is able to be accredited.
There are a few exceptions where On-Site Registration is
allowed, based upon the distance to the venue (Refer to
sport’s synopsis for details). Competitors entered in any
one of the on-site registration sports, who participate
in another sport, must still register at the MAC to
obtain their Credential to compete in the other sport.

Once competitors are duly entered and have met all
requirements (i.e. paid all fees, signed the waiver form,
turned in a medical form where required), they must register
at the (MAC) for their Credential prior to competing,
attending the Opening Ceremony, or any required
sports’ meetings or weigh-ins in the weight class sports.

Please Note: Sports may be closed out due to athlete
capacity. You are highly encouraged to register early!
ATHLETE ELIGIBILITY
In order to be eligible to compete in the Fairfax 2015 World
Police & Fire Games:
• A person must be publicly employed as a full time
Peace Officer or Firefighter; or, a retired Peace
Officer or Firefighter. Must have formal Firefighter
or Law Enforcement Officer training. Their primary
occupation must be that of a Law Enforcement
Officer or Firefighter.
• Must be a member of an eligible agency; or, a
retired Law Enforcement Officer or Firefighter from
an eligible Agency
• Must have been sworn or appointed as a Law
Enforcement Officer or Firefighter “by an eligible
agency” Training / Academy
Any person terminated from the service for less than
honorable reasons shall not be considered eligible to
compete regardless of length of service or retirement
status. Civilian employees of eligible agencies are not
eligible to compete; nor are spouses of eligible athletes
unless the spouse is eligible in his/her own right.
TRAINING/ACADEMY TIME
If an eligible agency requires successful completion of an
academy curriculum prior to swearing in, the applicant
must complete this training before being eligible to enter
the WPFG.
RETIRED ENTRANTS
Entrants claiming “retired” status MUST be retired from an
eligible agency. The WPFGF has developed criteria for
the purposes of determining eligibility for “retired status”
The three primary eligible retirement status definitions
are as follows:
• Normal Retirement: The person has served
an eligible agency for a time long enough to
qualify for service retirement and has reached the
age established by their retirement system for such
retirement.
• Deferred Retirement: The person resigns
from his/her service following the completion
of the number of years of good conduct service
required to qualify the person for a retirement
income upon arrival at a specific age.
• Length of Service Retirement: The person
has completed no less than 20 years of good
conduct service, and resigns from his/her service,
with or without a retirement benefit.
Other criteria may apply, including “Deferred Retirement”,
“Lump Sum Retirement”, “Contract Retirement” and
“Disability Retirement”. Contact the Federation
Headquarters office in San Diego if you are unsure as to
your status. Upon request from the Host or the WPFGF,
any medically-retired entrant must provide a sport-specific
medical release indicating fitness to compete in the sport.

Please Note: A termination without benefit of future
recognition as a retired person does not qualify under this
section. Any person terminated from an eligible agency for
less than honorable reasons shall not be considered eligible
to compete, regardless of length of service or retirement status.
AGENCY ELIGIBILITY
All eligible agencies must be specifically approved
by the WPFGF (see listing). The WPFGF may
approve additional agencies, job descriptions
and individuals if, after examination, it finds
they qualify under the WPFG eligibility rules.
If a full-time Law Enforcement Officer or Firefighter is
employed by one of the following gencies or their
equivalent, he/she is eligible to compete in the WPFG.
“Equivalent” means: A duly-organized governmental
subdivision such as municipal, provincial/state, national,
etc. Retired members of eligible agencies are also eligible.

UNQUALIFIED PERSONS
Any person that enters the Games, or attempts to enter the
Games knowing that he/she is ineligible, or any coach
or competitor that enters another person knowing that
such person is ineligible, without having first obtained
official approval, will be disqualified from the Games.
Any team with an ineligible player will be disqualified.
No refunds will be made in these situations.
QUALIFIED PERSONS
If a person, otherwise qualified to enter the Games,
knowingly joins a team (including Doubles) on which
he/she is ineligible to compete, that person shall be
subject to appropriate disciplinary action. If another
competitor, team captain or coach knowingly allows
a person otherwise qualified to enter the Games, but
who is ineligible for that team, to join the team, that
team’s representative and the team shall be subject to
appropriate disciplinary action and disqualification.
Ifitisdiscoveredthatateammember,otherwisequalifiedto
entertheGames,hasjoinedtheteam,butisineligibletodo
so, the team is immediately disqualified from competition,
and is subject to appropriate disciplinary action.
LOSS OF CREDENTIAL
Your credential must be worn visibly at all times and must be
presented upon request. It is personal and non-transferable.
In case of loss or theft, please report it immediately to
the Main Accreditation Center. In order to obtain a new
Credential, the team member must proceed to the Main
AccreditationCenter,carryinganappropriateidentification
document and pay a $10.00 USD replacement fee.
PARTICIPATION LIMITS
The WPFG Federation and the Fairfax 2015 World
Police & Fire Games reserve the right to limit the maximum
number of entries in any sport/event. Limits are specified
under each sport in the Sports Synopsis section of the
Entry Book. Entries which cannot be accommodated,
will be returned and all relevant fees refunded.
SPORTS INFORMATION AREA
A sports information area will be provided at the Main
Accreditation Center. Representatives will be present
to answer any sports specific questions. Competitors
are highly encouraged to stop by their sport(s) areas to
receive information about scheduling and any possible
changes. It is the responsibility of the competitor to be
aware of any changes posted in this area.
REGIONAL QUOTAS
Regional Quotas will be in effect until February 15,
2015. Golf, Tennis, Martial Arts, Ice Hockey and the
Weight Lifting competitions are most likely to be affected.
After February 15, 2015, all unfilled reserve spaces
will be released with any competitors on waiting lists
as the first to be accommodated. The global regions
are: North America, Europe, Africa, the Middle-East
& South America, and Australia, Asia & Oceania.
EVENT CODES
Each event has an associated 8-character Event Code
that is unique to the specific event. For example, the Event
Code for Women’s 18+ Badminton is BDA31030.
The last 3 digits of the event coded is the fee (in this
case 030 = $30.00 USD). The Event Codes will be
found in association with each event in the Entry Book.

In order to assure proper entry when using the
paper Sport Entry Form, all 8 letters and numbers
of the Event Code must be listed on the Sports Entry
Form in the space provided. The Event Codes are
not needed when using the Online Entry system.
SPORTS ENTRY FEES
All Sport Entry Fees are payable to the World Police &
Fire Games in U.S. funds. All checks, bank drafts and
money orders shall be drawn on a U.S. bank (only).
Exception: Canadian checks indicating U.S. funds
need not be drawn on a U.S. bank but must indicate
U.S. funds on the check. Competitors may use a Visa
or MasterCard to pay the Sport Entry Fees. No other
form of payment can be accepted (no “money grams”
or similar). Each event also has an associated cost, the
Sport Fee. Most events are $30.00 USD, but some are
more because they cover such things as the green fees in
Golf, or the officials’ expenses in the lifting competitions.
All Sport Fees over $30.00 USD are considered
Additional Sport Fees. The Sport Fee for each event
is denoted by the last 3 digits of the Event Code. For
example, the Event Code for Men’s 18+ Division I
Basketball is BKA01 030. The last three digits (030)
indicate that the Sport Fee for this event is $30.00
USD. Add the Sport Fees and Registration Fee
together to determine the Total Entry Fees to be paid.
BANK/WIRE TRANSFERS
Due to high bank charges, which are the responsibility of
the competitor, sending Sports’ Entry fees by wire transfer
for groups of LESS THAN 10 PERSONS is discouraged.
You may request the necessary banking information for
a wire transfer by contacting the WPFG Federation in
San Diego. MAKE SURE TO CLEARLY IDENTIFY FOR
WHOM THE FEES ARE INTENDED. The name and
contact information of at least one competitor MUST
accompany the transfer notice.
CONFIRMATION OF RECEIPT
Your canceled check, or the appearance of a debit
on your credit card statement, is considered to be
your confirmation of receipt of your Sports Entry. This
confirmation relates only to the receipt of your entry.
SPORT CONFIRMATION LETTERS
A confirmation of your entry in each event will be sent to
you by e-mail. It will include how and when to find your
starting time and date.
ATHLETE REGISTRATION
METHODS OF ENTRY
There are ENTRY FORMS. Every person who participates
in a sport MUST submit a Sport Entry Form, a signed
Release of Liability/Acknowledgement of Rules and
Regulations Form (Waiver) and pay Sport Entry Fees.
One Entry Form will not cover two or more persons.
Partisipant entering on-line will receive an automatic
confirmation of receipt via email. This electronic
confirmation relates ONLY to the receipt of your entry.
COMPLETE ALL INFORMATION, INCLUDING
DATE OF BIRTH, ZIP CODE AND CONTACT
INFORMATION. DO NOT ABBREVIATE.
Print or type your Entry Form. An email address is
essential for us to provide you with sports and other
information. All competitors must pay a Registration Fee,
one time only, no matter how many events are entered.

SUBMITTING PAPER ENTRIES
An entrant who elects to submit his/her entry using
a mailed-in Entry Form (or other paper entry) will be
charged a nonrefundable Administrative Fee of
$25.00. This is in addition to any other Sports Entry Fees.

STEP-BY-STEP INSTRUCTIONS
STEP 1-ATHLETE REGISTRATION
Registration opens on October 1, 2014! The easiest
way to register for the 2015 World Police and Fire
Games is to go online at www.fairfax2015.com. There
you will enter your personal information, select and
pay the fees for your chosen sports. If you are unable
to complete the online registration, you may use the
forms included on page 129 of this book (please note
that all entries must be postmarked by April 17, 2015.)
STEP 2-VERIFICATION
Please verify all the necessary forms have been
completed for your selected events. These may
include medical and liability waivers, ATF Firearms
applications and sports handicap information. All
the required forms and associated instructions are
included in this Entry Book or can be linked from
the registration website www.fairfax2015.com.
Participants entering online will receive an automatic
confirmation of receipt of entry via e-mail. This electronic
confirmation relates ONLY to the receipt of your entry.
STEP 3-TECHNICAL SUPPORT PERSONNEL FORMS
Online registration for Technical Support Personnel (TSP)
will open on October 1, 2014. If you are not registering
online, you must fill out the TSP Entry form in hardcopy

STEP 5-GUEST REGISTRATION
All athletes and accompanying guests are required
to be credentialed if wanting access into credential
only areas. Credentials provide controlled access to
the venues, various ceremonies and private events.
Each registered athlete may purchase a credential
for an unlimited number of guests. If you are not
registering online, you must fill out the Family & Friends
Information form included in the back of this book.

STEP 7-VISA AND PASSPORTS
If you are visiting Fairfax County and the surrounding
National Capitol Region from outside the United States,
you must have the proper VISA to enter the country or
be originating from a country participating in the VISA
Waiver program with the United States. For further
information, please visit the US State Departments website

INTERNATIONAL VISITORS
Fairfax 2015 World Police & Fire Games will not
provide assistance in obtaining a VISA. Visitors
from outside the United States may need a VISA
to enter the country. Details can be found here:

In most cases, Canadian citizens and citizens of the
British Overseas Territory of Bermuda (Bermuda) are
not required to present a valid passport and VISA
when entering the United States for tourism and visits.

ARRIVALS
TRAVELING TO THE NCR
The National Capital Region includes the Commonwealth
of Virginia, the State of Maryland, and the District of
Columbia, otherwise known as Washington, D.C.
The host of the 2015 Games, Fairfax County, Virginia
is approximately 399 square miles and is part of the
NCR. In total, the 2015 Games will be held in 9
different jurisdictions located throughout the NCR
with the Reston Town Center and Hyatt Regency
Reston serving as Athletes Village and Host Hotel.
There are various means for getting around the NCR which
aredetailedinthefollowingpages.Fairfax2015hasmade
every attempt to simplify the transportation services for all
thingsGames’related,especiallygiventhesizeoftheNCR.
The NCR has three airports. Washington Dulles
International Airport (IAD) located in Dulles, Virginia
(26 miles west of downtown Washington D.C.), Ronald
Reagan Washington National Airport (DCA) located
in Arlington, Virginia (Just across the Potomac River
from Washington D.C.) and Baltimore/Washington
International Thurgood Marshall Airport (BWI)
located in Linthcum, Maryland (10 Miles south of
Baltimore and 32 miles northeast of Washington D.C.)
There are a variety of transportation methods you can
choose from, including Metro Rail, Metro Bus and
Connector Bus, taxis and rental cars. We have put
together some information outlining each option available
at this time.
If you’re traveling here by air, the NCR is accessible
through three national and international airports. If
you plan to drive yourself once you’ve landed, you
can rent a vehicle from several vendors at each of the
airports. Information on transportation to/from the Sports
Venues and Athletes Village can be found on page 34.
Please Note: If you are traveling with a team and you require
additional room for your equipment, it is recommended that you
consider renting vehicles that can transport your team together.
Many of the automobile rental companies carry Mini Vans

area you’re travelling to, so be sure to check out
their approximate fare chart. A Taxi fare from IAD

• METRO RAIL: Take Metro’s Blue or Yellow Line
to the Silver Line. (Cost is dependent on time of
day) Take National Airport Metro Station Blue
Line to Rosslyn Metro Station, transfer to the Silver
line towards Largo Town Center (Wiehle-Reston
East Metro Station) then take RIBS Bus to Hotel or
the Fairfax Connector Bus #505, which will drop
you off behind the hotel.
Please Note: The hotel is approximately a 1.5 Mile walk

For those choosing Metro Rail, there are 3 Metro Rail lines
that service Stadium-Armory, the site of RFK Stadium. The
Silver, Orange, and Blue Lines provide direct service from
numerous stations to the Stadium-Armory stop. Attendees
opting to use Metro Rail can anticipate a 55 minute
ride, one way, from Athletes Village, via the Silver Line.
As of October 1, 2014 it costs approximately $11.00,
round trip, to travel between the above listed stations
and RFK Stadium. In addition, there is an additional
$1.00 charge for fares paid with a farecard.
Purchase of a Metro Rail card is the responsibility of
the rider and can be made at all Metro Rail stations.
Travel time and costs vary depending on which departure
station is used to access Stadium-Armory. There is a
reduction in price/duration the closer the travel begins
towards Washington, D.C. and RFK Stadium. Parking
availability at Metro stations varies and the rate is $4.85
for an all-day fare (As of October 1. 2014). For a complete

OPENING CEREMONY TRANSPORTATION HUBS
Transportation is available to/from the Fairfax 2015
World Police & Fire Games Opening Ceremony.
Roundtrip transportation (Air Conditioned Motor Coaches
with Restrooms) will be available for a $30.00 fee (Round
Trip, per person). Transportation Pick Up and Drop Off
locations will be at the following transportation hubs:
• Reston Town Center (11900 Market St,
Reston, VA 20190)
• Lerner Town Square at Tysons II (8025
Galleria Drive, Tysons, VA, 22102)
• Fair Lakes Shopping Center (13035 Fair

Buses will start leaving the pickup locations starting at
3PM (approximately 45 Minutes to RFK Stadium) Returning
buses will leave RFK Stadium with varying departure
schedules starting at 9PM. Anyone attending the Opening
Ceremony must register prior to April 30, 2015.

Aside from Metro Rail and private motor coach,
you may arrive at RFK Stadium by self-driving or taxi
service. Parking is available at RFK Stadium for a fee of

TRANSPORTATION TO SPORT VENUES
During the days of competition (June 26 - July
5, 2015) the 2015 World Police & Fire Games
is offering complimentary round trip transportation
service to a majority of the sporting venues. This
service is provided for credentialed athletes, family,
and friends from the Games transportation hubs.
This unique opportunity allows riders direct, non-stop
service from one of 8 transportation hubs located
throughout Northern Virginia to select sport venues

via local school busses. The transportation hubs are
strategically located in close proximity to sport venues
and clusters of hotels made available through the Fairfax
2015 World Police & Fire Games Accommodations Team.
Times and Locations will be finalized closer to the event.
Athletes are strongly encouraged to make
their housing accommodations nearest to their
sports for easy access to the hubs and reduced
travel time to the sport venues transportation.
Those wishing to utilize the transportation service are
responsible for getting to the transportation hub (own cost)
which services the sport venues. From the transportation
hub, direct non-stop service will be provided to the
sport venues. (Transportation hubs recommended for each
sport venue can be found within each sport’s description.)
Athletes competing at the George Mason University
campus will be transported from the transportation hub
to a central location on campus. From there, a free
shuttle service will be provided to the specific sport
venues located throughout George Mason University.

The Athletes Village located in the Reston Town Center is
easily accessible by driving, Fairfax Connector Bus service
or Metro Rail service. The Metro Rail provides service to
Athletes Village via the Silver Line, Wiehle-Reston East
Station. Complimentary, transportation from the Wiehle-
Reston East Station to Athletes Village (approximately 1.5
miles) will be provided to credentialed athletes, family, and
friendsduringtheFairfax2015WorldPolice&FireGames.
Athletes, family, & friends staying on George Mason
University may access Athletes Village and Reston Town
Center via a complimentary, at no cost, bus service
from campus to Reston Town Center. The service will run
approximately 4PM to 1AM daily during the Games.

MEMORIAL SERVICE
Please join us to honor our fallen heroes at the Fallen
FirefighterMemorialServiceonSunday, June 28, 2015.
The memorial service will be held at the internationally
acclaimed National Fallen Firefighter Memorial. A
picnic style reception will follow the memorial service.

The Law Enforcement Memorial Service is on Tuesday,
June 30, 2015 and is open to all. The first 300
people to register prior to April 30, 2015 will
receive a complementary metro day pass. Please
pick up your pass at the Main Accreditation Center.

provided for this event. The preferred method of transport
is the Metro or Metro Bus. Please allow yourself

TRANSPORTATION TO CLOSING CEREMONY
The 2015 World Police & Fire Games Closing
Ceremony will be held Sunday, July 5, 2015
at the Wolf Trap National Park for the Performing
Arts Filene Center. For those participants who
choose to drive their own vehicles, parking is free.
Since there is no direct public transportation access
to Wolf Trap, we strongly suggest that those without
a vehicle purchase a seat on the World Police &
Fire Games Closing Ceremony shuttle. Roundtrip
transportation on an air conditioned school bus
will be available for a fee of $10.00 per person.
Transportation pickup and drop off will be located at
Reston Town Center and Lerner Town Square at Tysons II.
Buses will begin leaving the Reston Town Center
and Lerner Town Square at Tysons II at 3:30 PM.
It is approximately a 20 minute ride to Wolf Trap
from both locations. Following the ceremony, buses
will begin returning to the two locations at 8:30 PM.

EVENT INFORMATION
Please note all events require an RSVP and are ticketed events
The Fairfax 2015 Ceremonies and Special Events
team have planned a variety of engaging events
and activities to celebrate the traditions of the World
Police & Fire Games. Our athletes and guest will
be filled with pride and be inspired as memories
are made at each of these spectacular venues.
Opening and Closing Ceremonies as well as the
Memorial Services are ticketed events. Please note
that due to venue capacities and other restrictions,
limited seating will be available. For more information,
please review the event descriptions that follow.
Please Note: The Fairfax 2015 World Police & Fire Games
reserves the right to change transportation hubs and pick up/
drop off times. Notifications of the changes will be made.
OPENING CEREMONY

Kick off the Games and be a star in the world’s largest
ceremony celebrating international police and fire athletes!
Join us for the time honored tradition of the Parade of Athletes,
Raising of the flag and the Lighting of the Cauldron, locally
inspired programming and live entertainment. Following
the ceremony, all credentialed athletes, family and friends
are encouraged to attend a social event conveniently
located on the RFK Grounds from 9:00 PM – 10:30 PM.
PARADE OF ATHLETES
Demonstrate your pride by marching into an arena of
cheering fans, friends and family! Credentialed athletes
and team coaches are encouraged to participate.
All participants must report to the designated Parade
Marshaling Area no later than 4:30 PM to participate.
We strongly suggest that those attending Opening Ceremony
purchase a seat on the World Police & Fire Games Opening
Ceremony shuttle. Roundtrip transportation on an air
conditioned motor coach with restrooms will be available for
a fee of $30.00 per person. Transportation pickup and
drop off will be available the following transportation hubs:
• Reston Town Center (11900 Market St,
Reston, VA 20190)
• Lerner Town Square at Tysons II (8025
Galleria Drive, Tysons, VA 22102)
• Fair Lakes Shopping Center (13035 Fair
Lakes Shopping Center, Fairfax, VA 22030)
Buses will begin leaving the transportation hubs at 3:30
PM. It is approximately a 45 minute motor coach ride to
RFK from all transportation hubs. Following the ceremony,
buses will begin returning to the locations at 9:00 PM.
RFK Stadium can also be accessed by the Metro transit system
Orange and Blue line to the Stadium-Armory Metro Station or by
driving a personal or rental vehicle/van. Parking at the stadium is
available for $20.00 per car (CASH ONLY). Please allow
up to one hour or more of travel time if using Metro or driving.
Please Note: Those who plan to take advantage of the
shuttle service must register and pay prior to April 30, 2015.
