 The Department may issue a limited permit to an applicant
for licensure as a physical therapist (PT) or physical
therapist assistant (PTA) which authorizes the practice of
physical therapy under the on-site supervision of a New
York State licensed and currently registered PT.
 On-site supervision means that the supervising PT is in the
same facility as the permittee and readily available to him or
her.
 Supervision of a person on a PT limited permit need not be
on-site when the supervising PT has determined, through
evaluation, the setting of goals, and the establishment of a
treatment plan, that the program is one of maintenance. This
provision does not apply to limited permits for PTAs.
 Permits are valid for six months. The Department may issue
a renewal for an additional six-month period based upon:
 satisfactory evidence of:
 extenuating circumstances which prevented the permittee
from taking the licensing examination; or
 a demonstrated need for additional clinical training under
the supervision of a licensed PT; and
 documentation that the permittee is affirmatively pursuing
licensure by maintaining active examination and licensure
applications; and
 completion of an application for renewal of a PT or PTA
limited permit and payment of the limited permit fee.
 A PT may not supervise more than a total of four PTAs and
PTA permittees. While there is no statutory limit on the
number of PT permittees that may be supervised by a single
PT, it is strongly recommended that no PT supervise more
than four individuals at a single time.
 Supervising too many individuals may result in disciplinary
charges of "failing to exercise appropriate supervision over
persons who are authorized to practice only under the
supervision of the licensed professional."
 A physician or other health professional may not supervise
a PT or PTA permittee. On days that the supervising PT is
not on-site and a replacement supervisor is not available, the
PT or PTA permittee is not allowed to provide physical
therapy services, unless the PT program has been
determined to be one of maintenance, as described above
 New graduates of New York State-registered or APTA-accredited
physical therapist education programs may be employed for 90
days immediately following graduation without holding a limited
permit. To be eligible to practice within these 90 days, an
applicant must have:
 graduated from the physical therapist program and requested the
school to complete and submit the Form 2 to the Office of the
Professions;
 submitted the Application for Licensure and First Registration
(Form 1) and paid the required licensure application fee;
 submitted the Application for Limited Permit (Form 5), and paid
the required limited permit fee, and
 applied to take the licensing examination and paid the fee for the
examination
World Physiotherapy expects its member organisations to:
• have a code of ethics or code of conduct.
• publish, promote and circulate their code of ethics or code of
conduct for the benefit of their members, the general public,
employers, govemments and government agencies.
• ensure that the association, or relevant regularity body, has
procedures for monitoring the practice of their members,
handling complaints, along with appropriate disciplinary
procedures and sanctions for members whose practice falls
outside their code of ethics or code of conduct
• World Physiotherapy offers advice and support to its member
organisations wishing to develop codes of ethicsor conduct
• World Physiotherapy expects physiotherapists to follow these ethical
principles:
1. respect the nights, personal dignity, privacy and autonomy of all
individuals
2. comply with the laws and regulations governing the practice of
physiotherapy in the country in which theypractise and the policies of
their professional associations and regulatory bodies
3. accept responsibility for the exercise of sound professional judgement
4. provide honest, competent and accountable professional services
5. provide fair, equitable, inclusive and quality services
6. charge and receive a just and fair level of remuneration for their services
7. provide accurate and appropriate information to patients/clients, to
other agencies and the communityabout physical therapy
8. contribute to the planning and development of services which address
the health needs of the community
The duties and responsibilities of a physiotherapist can
depend on the type of job they have. These are some
common types of physiotherapists:
• Paediatric physiotherapist: This type of
physiotherapist works with children. Their duties
include giving referrals to other specialists and
designing home exercise programmes.
• Sport physiotherapist: These physiotherapists
primarily treat andprevent injuries caused by sports.
Their duties include prescribingexercises for strength
training and providing manual therapy.
• Pelvic floor physiotherapist: These physiotherapists
specialise in women's health, particularly the
rehabilitation of a woman's pelvic floor muscles. Their
duties include developing exercises to strengthen the
patient's pelvic floor and giving advice on healthy
lifestyle moderations.
• Neuro physiotherapist: Neuro physiotherapists treat
patients who suffer from neurological disorders, such
as Alzheimer's disease and Parkinson's. Depending on
the disorder, their duties can include improving or
recovering the patient's balance skills and creating
treatment methods the client can employ at home to
aid recovery
• Cardio-respiratory physiotherapist: Cardio-respiratory physiotherapists work
with patients who have diseases and injuries in the lungs and heart, such as
asthma. Their duties revolve around the rehabilitation and prevention of these
problems.
• The schedule and job scope of a physiotherapist can also differ. While
physiotherapists tend to work regular hours, it's not unusual for some to work
in the evenings or during weekends. While their tasks usually change
depending on their role and where they work, these are some of the common
duties and responsibilities of a physiotherapist:
1. Giving therapeutic massages
2. Performing evaluations on patients
3. Giving recommendations and advice
4. Working together with doctors and other healthcare practitioners
5. Creating personalised treatment programmes
6. Diagnosing and treating problems
7. Providing consultations

 Section 6732 of the Education Law limits the
practice of physical therapy and use of the
physical therapist title as follows: Only a
person licensed or otherwise authorized under
this article shall practice physical therapy or
use the title "physical therapist",
"physiotherapist" or "mechanotherapist" or the
abbreviation of "P.T." in connection with his or
her name or with any trade name in the
conduct of his profession.
 These provisions guarantee that professional
services will be provided by licensed
professionals without undue influence from
unlicensed third parties who are not subject to
the professional responsibility requirements
enumerated in Education Law. Therefore,
licensed PTs would be guilty of professional
misconduct if they were to share the profits of
their physical therapy practices with
shareholders of a general business
corporation. The penalties for professional
misconduct range from administrative warnings

Physicians may practice physical therapy
because they are authorized by law to perform
the services which are defined as the practice
of physical therapy, but they may not hold
themselves out as PTs. Physicians may also
employ PT s. This latter situation is not in
violation of the statutes or rules prohibiting fee
splitting, since a referral to an employee is not
a referral to a different principal and since the
remuneration of the employee is a term and
condition of employment and not a gratuity for
the referral or treatment.


  • 2.  The Department may issue a limited permit to an applicant for licensure as a physical therapist (PT) or physical therapist assistant (PTA) which authorizes the practice of physical therapy under the on-site supervision of a New York State licensed and currently registered PT.  On-site supervision means that the supervising PT is in the same facility as the permittee and readily available to him or her.  Supervision of a person on a PT limited permit need not be on-site when the supervising PT has determined, through evaluation, the setting of goals, and the establishment of a treatment plan, that the program is one of maintenance. This provision does not apply to limited permits for PTAs.
  • 3.  Permits are valid for six months. The Department may issue a renewal for an additional six-month period based upon:  satisfactory evidence of:  extenuating circumstances which prevented the permittee from taking the licensing examination; or  a demonstrated need for additional clinical training under the supervision of a licensed PT; and  documentation that the permittee is affirmatively pursuing licensure by maintaining active examination and licensure applications; and  completion of an application for renewal of a PT or PTA limited permit and payment of the limited permit fee.
  • 4.  A PT may not supervise more than a total of four PTAs and PTA permittees. While there is no statutory limit on the number of PT permittees that may be supervised by a single PT, it is strongly recommended that no PT supervise more than four individuals at a single time.  Supervising too many individuals may result in disciplinary charges of "failing to exercise appropriate supervision over persons who are authorized to practice only under the supervision of the licensed professional."  A physician or other health professional may not supervise a PT or PTA permittee. On days that the supervising PT is not on-site and a replacement supervisor is not available, the PT or PTA permittee is not allowed to provide physical therapy services, unless the PT program has been determined to be one of maintenance, as described above
  • 5.  New graduates of New York State-registered or APTA-accredited physical therapist education programs may be employed for 90 days immediately following graduation without holding a limited permit. To be eligible to practice within these 90 days, an applicant must have:  graduated from the physical therapist program and requested the school to complete and submit the Form 2 to the Office of the Professions;  submitted the Application for Licensure and First Registration (Form 1) and paid the required licensure application fee;  submitted the Application for Limited Permit (Form 5), and paid the required limited permit fee, and  applied to take the licensing examination and paid the fee for the examination

  • 8. The duties and responsibilities of a physiotherapist can depend on the type of job they have. These are some common types of physiotherapists: • Paediatric physiotherapist: This type of physiotherapist works with children. Their duties include giving referrals to other specialists and designing home exercise programmes. • Sport physiotherapist: These physiotherapists primarily treat andprevent injuries caused by sports. Their duties include prescribingexercises for strength training and providing manual therapy.
  • 9. • Pelvic floor physiotherapist: These physiotherapists specialise in women's health, particularly the rehabilitation of a woman's pelvic floor muscles. Their duties include developing exercises to strengthen the patient's pelvic floor and giving advice on healthy lifestyle moderations. • Neuro physiotherapist: Neuro physiotherapists treat patients who suffer from neurological disorders, such as Alzheimer's disease and Parkinson's. Depending on the disorder, their duties can include improving or recovering the patient's balance skills and creating treatment methods the client can employ at home to aid recovery
  • 10. • Cardio-respiratory physiotherapist: Cardio-respiratory physiotherapists work with patients who have diseases and injuries in the lungs and heart, such as asthma. Their duties revolve around the rehabilitation and prevention of these problems. • The schedule and job scope of a physiotherapist can also differ. While physiotherapists tend to work regular hours, it's not unusual for some to work in the evenings or during weekends. While their tasks usually change depending on their role and where they work, these are some of the common duties and responsibilities of a physiotherapist: 1. Giving therapeutic massages 2. Performing evaluations on patients 3. Giving recommendations and advice 4. Working together with doctors and other healthcare practitioners 5. Creating personalised treatment programmes 6. Diagnosing and treating problems 7. Providing consultations

  • 16.  Section 6732 of the Education Law limits the practice of physical therapy and use of the physical therapist title as follows: Only a person licensed or otherwise authorized under this article shall practice physical therapy or use the title "physical therapist", "physiotherapist" or "mechanotherapist" or the abbreviation of "P.T." in connection with his or her name or with any trade name in the conduct of his profession.
  • 17.  These provisions guarantee that professional services will be provided by licensed professionals without undue influence from unlicensed third parties who are not subject to the professional responsibility requirements enumerated in Education Law. Therefore, licensed PTs would be guilty of professional misconduct if they were to share the profits of their physical therapy practices with shareholders of a general business corporation. The penalties for professional misconduct range from administrative warnings
  • 18.  Physicians may practice physical therapy because they are authorized by law to perform the services which are defined as the practice of physical therapy, but they may not hold themselves out as PTs. Physicians may also employ PT s. This latter situation is not in violation of the statutes or rules prohibiting fee splitting, since a referral to an employee is not a referral to a different principal and since the remuneration of the employee is a term and condition of employment and not a gratuity for the referral or treatment. 
