Government sued Hooker Chemicals after an investigation revealed health issues from chemical waste the company had dumped on land it purchased. Relocated residents and a state of emergency were declared. Occidental later agreed to pay $120 million for a containment facility. However, Hooker did little to properly contain the waste, with no fences installed and few details disclosed about what was dumped. Contamination spread further when rains breached concrete walls and a canal was not properly lined, showing a lack of precaution and responsibility in dealing with the dangerous chemicals.
