 World Bank (1989) defined governance as "the exercise of political power to manage a nation’s
affairs“.
 the process of decision-making and the process by
which decisions are implemented (or not implemented).
 is presently recognized as the central issue
of development discourses.
 has three legs that represent its extent for action:
economic, political and administrative.

4. Environmental Governance
 is a concept in political ecology or environmental policy related to identifying the elements
needed to achieve sustainability and resilience.
is vital to making government institutions, private sectors and individuals act within the limits of
conservation of natural resources and the environment and avoiding unnecessary pollution of land,
water, air and ecosystems.
Good Governance
aims to minimize corruption, take into account the
opinions of minorities, listen to the voices of the oppressed
people in the decision-making process, and respond actively
to the needs of the community now and in the future.

5. Monitoring and Assessment
Monitoring
 is a continuing function that uses systematic collection of data on specified indicators to
provide management and the main stakeholders of an ongoing development intervention
with indications of the extent of progress and achievement of objectives and progress in the
use of allocated funds.
 four functions of Monitoring
• Compliance: is the implementation process in line with legal and professional standards.
• Auditing: allocate resources to reach the intended beneficiaries.
• Accounting: desired social and economic changes occur over time.
• Explanation: outcomes of a policy caused by the policy, or by other factors.

Assessment
 tends to focus on measuring the performance, accountability, responsiveness and capacity
of formal institutions, whereas political economy analysis aims to understand why deficits
in these areas arise
 aim is to determine the relevance and fulfillment of objectives, development efficiency,
effectiveness, impact and sustainability.
 should provide information that is credible and useful, enabling the incorporation of lessons
learned into the decision– making process.

7. Monitoring and Assessment Frameworks
A clear framework is essential to guide monitoring and assessing.
A framework should explain how the programme is supposed to work by laying out the
components of the initiative and the order or the steps needed to achieve the desired results.
A framework increases understanding of the programme’s goal and objectives and defines the
relationships between factors key to implementation.
There are three major types of framework:
• Conceptual framework
• Results framework
• Logical framework
