The Templewood Training Services Emergency
Response Officer Level 3 Qualification was
created in repsonse to terrorist attacks in major
cities worldwide, such as those in London, Paris,
New York, Nairobi, Orlando and Brussels.
The course content embraces initiatives such as
City of London’s Project Griffin and National
Counter Terrorism Security Office’s Project Argus.
It is aimed primarily at those working in the
securities industry and those in customer-facing
roles within organisations that cater for large
public gatherings.
The course is the only one of its kind accredited
by Industry Qualifications, Ofqual and SQA
Accreditation. This is a joint training venture
between Templewood Group and appointed
training partner, Global Reach Training Ltd.
EMERGENCY RESPONSE OFFICER QUALIFICATION EXPLAINED
What is an Emergency Response Officer?
An Emergency Response Officer (ERO) is part of the immediate response to an emergency
situation. An ERO will coordinate, without putting themselves or others at risk, and will
assess risk before taking any actions.
Who can take the course?
•	 Those of age 18 and above in England, Wales and Northern Ireland
•	 You must have attended a Project Griffin awareness course or have passed a
company delivered Project Griffin training module
•	 SIA licence holders
•	 Those with an event steward qualification and a minimum of one day emergency
first aid at work qualification.
How is it assessed?
An instructor will monitor trainees and record their test results, following each course unit.
Units are assessed using a variety of written or verbal tests. Once instructors are satisfied
that trainees have completed all course units, trainees will be awarded a qualification
certificate verifying that they have completed the course.

THE EMERGENCY RESPONSE OFFICER LEADERSHIP TEAM
HARVEY SONING
Harvey founded James Andrew International, the real estate
advisory company, in 1974 following the first part of his career
at Peachey Property Corporation and Guardian Properties
(Holdings) Plc. He has been involved in many major property
developments and investment acquisitions and disposals
in the UK, Europe, the Middle East and USA over the past
40 years. In response to recent major terrorist attacks and
the tragedies that followed, Harvey decided to initiate the
Templewood Specialist Services ERO Level 3 Qualification,
to ensure that companies and individuals operating in major
cities are prepared to respond to emergency situations.
ROB CLARK
Rob started his career in the military, moving into the
commercial sector after nearly a decade of service. In total,
Rob has nearly 30 years’ experience within the security
industry, in both military and commercial sectors. He has a
unique knowledge of all security situations, having operated
and served both domestically and internationally, in every
conceivable environment. Having built his own company,
Phoenix Security, Rob is now tasked with developing
the specialised training division of Templewood Group,
Templewood Training Services.

Reduction College. Bill is a fellow of the Security
Institute and a Knight of the Order of St Michael.
