This document discusses the conceptual framework of entrepreneurial education at entrepreneurially oriented universities. It outlines that a university's culture, including both static elements like bureaucracy and dynamic elements like willingness to take risks, influences the entrepreneurship education activities. The culture must support both static knowledge like theories as well as dynamic learning of current practices. For effective entrepreneurship teaching, the university needs an enterprising culture and structure that can frequently change and progress at the rate of the outside world. Specifically, increasing a university's entrepreneurial orientation and risk-taking culture will increase the dynamic elements of both its overall culture and entrepreneurship education activities.
