National Regulatory Update and Election AnalysisAIPRO
This document summarizes a presentation on the 2018 national regulatory environment and election analysis relevant to independent oil and natural gas producers and royalty owners. If Democrats take control of the House, they may pursue legislation to strengthen environmental regulations and invest in clean energy. Key figures like Nancy Pelosi could return to leadership positions. Regardless of control, gridlock is expected to continue and focus will remain on agency actions. The EPA and PHMSA were highlighted as agencies of interest proposing changes to rules around methane emissions and pipeline safety. Challenges around infrastructure opposition and state interference were also discussed. The industry will need to maintain engagement in litigation, regulation, and grassroots efforts.

Duane Morris Vietnam assisted Trading Construction Works Organization (WTO) in developing the 350 MW Ca Mau 1 Wind Farm offshore in Vietnam, one of the largest intertidal wind power projects in the country. Duane Morris Vietnam helped WTO prepare, negotiate, and execute an EPC contract with China Gezhouba Group Company to build the project. Currently, Duane Morris Vietnam is advising WTO on executing other key documents for the project, which will provide 1.1 billion kWh of electricity annually to Vietnam's energy network once completed.
VIETNAM – MOIT IS REVIEWING NEW FEED IN TARIFFS (FiTs) FOR WIND POWER PROJECTSDr. Oliver Massmann
The Vietnamese government is reviewing new feed-in tariffs (FiTs) for wind power projects. Several provincial governments have proposed extending the current FiTs, which are set to expire in November 2021, due to delays from the COVID-19 pandemic. The current FiTs pay VND 1,928/kWh for onshore wind and VND 2,223/kWh for offshore wind. The Ministry of Industry and Trade has proposed extending the deadline to December 2023 and applying an auction system after that date. Extending the FiTs is important because wind power projects require over a year of feasibility studies and turbine imports have been delayed by the global pandemic.
Blackman Et Al Presentation Incidence Fuel Taxesa95osksj
This document summarizes a study on the incidence and regressivity of fuel taxes in Central America. It outlines the policy context of addressing air pollution and greenhouse gases through fuel taxes. It describes the study's goals of using household survey data from Costa Rica to calculate average fuel expenditures and the price elasticity of demand. The results found that a 10% fuel tax would increase expenditures the most for higher-income households in the short run. Issues with other country data are noted.
This email discusses two reports from the EIA - an international report and a national report called the CAR. While the reports use the same US carbon projections, the numbers are presented differently. The international report focuses more on regional groupings and reports carbon weights, while the CAR reports carbon dioxide weights according to UN conventions. The email provides a point of comparison for carbon projections between the reports.
2016 Resolution on the Importance of Biomass Energy in WisconsinCody Kamrowski
This resolution discusses the importance of incorporating biomass energy into Wisconsin's energy portfolio. It notes that biomass is an underutilized energy source in Wisconsin that can help reduce carbon dioxide and heavy metal emissions, diversify the state's energy sources, and promote local economic development. The resolution urges state agencies and organizations to recognize biomass energy's important role and implement mechanisms to incorporate it into Wisconsin's energy mix. This would help the state comply with clean energy regulations while boosting local jobs and making use of readily available natural resources.
HIA - how the carbon tax will apply to residential buildingJosh Develop
The carbon tax will impact residential building by increasing costs. Once passed, facilities emitting over 25,000 tons of carbon dioxide annually will pay $23-25 per ton from 2012-2015. For others, the tax will be embedded in electricity, gas, and materials like steel and cement. Modeling estimates the tax will increase the cost of an average new home by $5,000 to $6,000, or 1.2-1.4%. A final analysis of cost increases for specific materials will be available within two weeks. Builders should factor increased material costs into projects spanning the tax's implementation.

The need for urgent climate action and energy transformation away from fossil fuels is widely acknowledged. Yet, current country plans for emission reductions do not reach the requirements to contain global warming under 2°C. What is worse, there is even reasonable doubt about the commitment to said plans given recent history and existing future investment plans into fossil fuel extraction and infrastructure development. This policy brief shortly summarizes the presentations and discussions at the SITE Development Day Conference, held on December 8, 2021, focusing on climate change policies and the challenge of a green energy transition in Eastern Europe.
The EPA Administrator Christine Todd Whitman said she was not informed about an EPA report concluding that human activities were the primary cause of global warming before it was publicly released. While the report aligned with the views of many scientists, it seemed to contradict the Bush Administration's previous stances. Whitman learned about the report's findings when news organizations reported on it. The report may add controversy to international climate change discussions, including an upcoming UN conference that Whitman says she wants to attend as part of the US delegation.
VIETNAM - FUEL MARKETS AND FUEL AUCTIONS - IMPACT ON ECONOMY Dr. Oliver Massmann
The recently announced fuel auction in Vietnam aims to increase fuel supply and stabilize prices in the short term by auctioning off 100 million liters of gasoline. However, it does not fully resolve the underlying fuel shortage issue. To mitigate the economic impact of rising fuel prices, the Vietnamese government is considering short-term solutions like reducing fuel taxes and using the petroleum price stabilization fund to support fuel prices for businesses. However, these are not long-term solutions and the government needs to avoid interfering too much in prices as Vietnam follows a market economy model.

In this EcoWest presentation, we explore features of a web portal hosted by the U.S. Energy Information Administration, which provides state-level data on energy consumption, production, and pricing.
Narrative: From the main landing page, users can select an individual state and overlay various energy infrastructure layers, such as coal plants, hydroelectric plants, natural gas pipelines, transmission lines, and LNG export terminals. Once the map is displayed, you can select icons shown on the map to learn more about the infrastructure, such as the name of individual plants and their production capacity. For our explorations in this presentation, we’ll use Montana as a sample profile. Source: U.S. Energy Information AdministrationURL: http://www.eia.gov/state/
Narrative: For easy reference, the portal provides a chart on the state profile page to indicate how that state ranks against all other U.S. states in terms of energy consumption, production, pricing, expenditures, and emissions. As you can see from the chart here, Montana is the country’s eighth largest producer of coal: it produces roughly 3-4 of every 100 tons of U.S. coal. It produces a relatively low level of carbon dioxide emissions, mostly owing to its sparse population. Source: U.S. Energy Information AdministrationURL: http://www.eia.gov/state/
Narrative: For each state, the portal provides a quick glance of energy consumption by sector. Montana uses roughly half of the electricity generated in the state. The remainder is transported by transmission lines to other western states. Montana holds over one-quarter of the country’s estimated recoverable coal reserves, which is why coal makes up more than half of the state’s net electricity generation. Hydropower, which is the major contributor to renewable energy in Montana, makes up the second largest share of energy consumed in the state. Source: U.S. Energy Information AdministrationURL: http://www.eia.gov/state/
Narrative: You can also view the breakdown of energy consumption by sector for each state. In Montana, the transportation and industrial sectors account for roughly three-fifth of energy use in the state. At the national level, the industrial and transportation sectors are also the leading energy users by sector. Source: U.S. Energy Information AdministrationURL: http://www.eia.gov/state/
Narrative: The portal also provides a profile of energy production for each state. As this chart clearly depicts, coal dominates energy production in Montana. Roughly one-quarter of the coal mined in Montana is consumed in-state for electric power; two-fifths is sent to more than 15 states; and one-third is shipped for export markets, mainly to Asia. Source: U.S. Energy Information AdministrationURL: http://www.eia.gov/state/
Narrative: Montana relies on coal for roughly 60% of its electricity production. Hydroelectric power produces about one-third of the state’s electricity production, while renewables (primarily wind) supply smaller amounts of electricity. The state has the third highest commercial wind potential in the country. The expansion of the state’s wind industry depends partly on renewable energy demand from California and other states. Source: U.S. Energy Information AdministrationURL: http://www.eia.gov/state/
Narrative: Energy prices in Montana are comparatively low (about 25 percent lower than the national average). These low prices are primarily due to a stable supply of energy produced in-state and a relatively low demand from the state’s sparse population. Source: U.S. Energy Information AdministrationURL: http://www.eia.gov/state/
Narrative: Although it has remained largely untapped as an electricity source, geothermal has significant potential in Montana, particularly in the mountainous southwest corner of the state. Source: U.S. Energy Information AdministrationURL: http://www.eia.gov/state/
