e 4TN  e -LEARNING PROGRAM e 4TN is TN DOE’s grant funded online learning initiative 21 full credit classes  18 half credit classes 16 credit recovery classes  Physics and Art History coming in Fall 2010 Classes meet TN and national technology and content standards e 4TN’s online learning program is implemented in districts all over Tennessee and taught by Tennessee teachers
 
e 4000 TN  PROGRAMS e 4000 TN will fund 4000 TN students in online programs Distance learning opportunities Credit recovery Advanced credit Serving gifted, special education or English Language Learner populations Supplementing or driving Advanced Placement offerings Filling teacher shortages Serving homebound student
COMPLIANCE WITH NCLB AND ARRA The LEA assures that all  program requirements  of Enhancing Education Through Technology:  No Child Left Behind Title II Part D  and of the  American Recovery and Reinvestment Act of 2009 (ARRA)  (Title II Part D), shall be met. The LEA assures its understanding that the American Recovery and Reinvestment Act of 2009 (ARRA) (Title II Part D) reimbursement grant funds shall only be used for  eligible reimbursable expenditures. The LEA assures that any and all  equipment  and software purchased and  salaries or stipends  provided will  supplement, not supplant , the level of services that would have been provided in the absence of monies received from this grant.
BUDGET PROCEDURES Title II-D Competitive Stimulus Subfund Total Budget: $10,000.00 for  e 4000 TN LEA Grant Award Letter Budget Reimbursement Form Budget Amendment Will receive completed budget amendment electronically (for FY10 with  e 4000 TN funds included)
 
 
REIMBURSEMENT  FORM INSTRUCTIONS District’s e4000TN reimbursement form. Can be used for multiple reimbursements  Includes the year to date expenditures.  1.  Complete the Reimbursement Request # (1, 2, 3.....). 2.  Complete the  monthly  period for the request (04/01/2010 - 04/30/10). 3.  List the year to date expenditures in the column next to budget amount, account number, and  description. Total amount already requested for reimbursement before this request.  Do not include the amount of your current request in this column. This column will be blank for first request 4.  List the amount you are   requesting for reimbursement in the “Amount Requested” column. 5.  The “Balance” column will calculate from the other data entered. 6.  Sign and date the form. 7.  Mail the signed form and supportive documentation to the person indicated on the bottom of the form.  
E4000TN REIMBURSEMENTS LEA Grant recipients will receive an electronic reimbursement form based on their approved e4000TN budget with instructions. Request reimbursements by: Entering the reimbursement # Enter the date range covered by this request Complete Column 3 (Amount Requested) by line item. Send electronic form to Merrie Clark at  merrie.clark@tn.gov  and mail the original signed copy to the address at the bottom of the form. Reimbursement forms may be submitted monthly, but no less than quarterly. Once the form is reviewed  for allowability, Local Finance will process the payment . Repeat steps 2-4 until funds are exhausted.
 
E4000TN  AMENDMENTS One-time “Free pass”: your budget will be copied from your approved application budget to the amendment-ready budget spreadsheet (file 009) Your budget will be stamped as “reviewed and allowable” and resent to your system Your system will receive both a final “amended” budget spreadsheet as a  pdf and An amendment-ready  excel file for your “next” amendment LEAs who received the e4000TN  Grant award will receive a completed budget amendment for that grant
BUDGET AMENDMENT PROCEDURES When an LEA wishes to modify any finally approved budget, resulting in a greater than ten percent increase or decrease in a budget category,  whether the change is single or cumulative,  The LEA federal programs contact person shall submit an electronic version, an original paper copy, and  2 paper copies of the budget amendment to his/her assigned NCLB consultant.  The following items must be included as a part of this budget amendment when submitted:  a completed NCLB Budget Amendment Form ED-5341 for each affected title,  an original cover letter from the Director of Schools, and  a revised budget for the affected title(s).
