Four research questions
• Do people with disabilities experience discrimination more
frequently than people without disabilities and does it have a
greater impact on them?
• Do people with disabilities experience discrimination to a
greater extent in some domains than others? Are any such
differences related to other characteristics (such as gender,
age and education)?
• Are people with specific disabilities more likely to experience
discrimination than others?
• Has the experience of discrimination among people with
disabilities changed over time?

Discrimination against people with
disabilities: What does the literature say?
• Discrimination in healthcare: poorer access overall which is related to transport, long
waiting lists and overall costs (Sakellariou and Rotarou, 2017; Lee et al., 2014)
• Discrimination in education: more likely to report disliking school, at risk of poorer
academic outcomes, parents and teachers have lower expectations with clear long-term
implications (Humphrey et al., 2012; Watson et al., 2015; McCoy et al., 2012; Banks et al.,
2016; Shandra et al., 2009)
• Discrimination related to housing: during the searching process, communicating with
landlords and being shown accommodation (Turner et al., 2005). Recent Irish research
shows that PWDs twice as likely to report discrimination related to housing (Grotti et al.,
2018)
• Labour market discrimination: those seeking work; performance and outcomes while in
work. PWDs are less likely to be employed, and once active in the labour market are more
likely to be unemployed – a ‘no foot in the door’ discrimination pattern (Kraus et al.,
2018; Watson et al., 2017; Snyder et al., 2010)
• Ireland: Major expansion of research on disability – attitudes, experiences of PWDs,
labour market and service related discrimination (Watson et al., 2017; Russell et al., 2008;
McGinnity et al., 2012; NDA, 2017b; CSO, 2005)

Findings: characteristics of people with
disabilities
• 643,131 people with disabilities living in Ireland
(CSO, 2017)
• Between 2004 and 2014 between 10 and 12 per
cent of population with a disability
• Distinct socio-demographic profile

• Health sector followed by the private sector
(e.g. financial institutions, shops, pubs,
restaurants)
• Health sector: people with disabilities requiring
more health services
• Fewer reports of discrimination against people
with disabilities in the workplace

Work-related discrimination: model
• People with disabilities are much less likely to
be in work
• When people with disabilities are in work, or
looking for work, the odds of experiencing
discrimination are twice as high for people with
disabilities compared to those without
• Those with higher levels of education more
likely to report discrimination

Discrimination in the public and private
services: models
Public service:
• Domains include education, health and transport
• Largest gap between people with and without disabilities
• People with disabilities 3-3.5 times more likely to report
discrimination
Private services:
• Domains including pubs, shops, restaurants, financial
institutions, housing
• People with disabilities up to two times more likely to
report discrimination

Are people with specific disabilities more
likely to experience discrimination than
others?
QNHS disabilities categories:
• Blindness, deafness, physical disability, learning/intellectual disability,
psychological/emotional conditions, other disabilities/chronic
illnesses
Discrimination varies by type of disability:
• people who are blind or have a psychological/emotional disability are
much more likely to experience discrimination across different social
settings
• those who are deaf or have an intellectual disability were found,
however, not to differ from people without disabilities in their
experiences of discrimination

Has the experience of discrimination among
people with disabilities changed over time?
• The findings show that between 2004 and 2014,
discrimination declined for almost all types of disability. Most
of this change happened between 2004 and 2010.
• Net of socio-demographic factors, the overall probability of
experiencing discrimination fell from 24 per cent in 2004 to
17 per cent in 2010 for people with any type of disability
• With the exception of blind or deaf people, each disability
type had a reduction in the experience of discrimination
• Discrimination risks for those without disabilities remained
stable over the period

Policy implications
On a positive note: prevalence of discrimination
against people with disabilities has declined over the
period 2004-2014

Addressing the link between disability,
discrimination and disadvantage
People with disabilities:
• Increased risk of poverty
• Lower rates of participation in the workplace
• Poor educational outcomes
Report suggests:
• Not just emphasis on policies on social welfare but also education
and employment
• Full implementation of EPSEN Act (2004)
• Extend school engagement and school completion programmes to
include children and young people with disabilities (SCP, HSLC)
• Improve transitions for students with disabilities into FE, HE and
training, employment

  • 5. www.esri.ie @ESRIDublin #ESRIevents #ESRIpublications@ESRIDublin #ESRIevents #ESRIpublications www.esri.ie5 1 October 2018 Discrimination against people with disabilities: What does the literature say? • Discrimination in healthcare: poorer access overall which is related to transport, long waiting lists and overall costs (Sakellariou and Rotarou, 2017; Lee et al., 2014) • Discrimination in education: more likely to report disliking school, at risk of poorer academic outcomes, parents and teachers have lower expectations with clear long-term implications (Humphrey et al., 2012; Watson et al., 2015; McCoy et al., 2012; Banks et al., 2016; Shandra et al., 2009) • Discrimination related to housing: during the searching process, communicating with landlords and being shown accommodation (Turner et al., 2005). Recent Irish research shows that PWDs twice as likely to report discrimination related to housing (Grotti et al., 2018) • Labour market discrimination: those seeking work; performance and outcomes while in work. PWDs are less likely to be employed, and once active in the labour market are more likely to be unemployed – a ‘no foot in the door’ discrimination pattern (Kraus et al., 2018; Watson et al., 2017; Snyder et al., 2010) • Ireland: Major expansion of research on disability – attitudes, experiences of PWDs, labour market and service related discrimination (Watson et al., 2017; Russell et al., 2008; McGinnity et al., 2012; NDA, 2017b; CSO, 2005)

QNHS disabilities categories: • Blindness, deafness, physical disability, learning/intellectual disability, psychological/emotional conditions, other disabilities/chronic illnesses Discrimination varies by type of disability: • people who are blind or have a psychological/emotional disability are much more likely to experience discrimination across different social settings • those who are deaf or have an intellectual disability were found, however, not to differ from people without disabilities in their experiences of discrimination

Most of this change happened between 2004 and 2010. • Net of socio-demographic factors, the overall probability of experiencing discrimination fell from 24 per cent in 2004 to 17 per cent in 2010 for people with any type of disability • With the exception of blind or deaf people, each disability type had a reduction in the experience of discrimination • Discrimination risks for those without disabilities remained stable over the period
