Prior to DFF, the only cash available for facilities from user fees and from IGA,
First result is that DFF mechanisms working well Through:
Less than 50% of clients at facilities had even heard of HFCs in their area
Even based on facilities’ own self-reports many were not adhering to 10/20 Backed up by exit interview data where found e.g. payment U5s 0-45 KSH, median of 5 Many facilities clearly not adhering to the 10/20 policy As no baseline data, not possible to say whether DFF has had an impact on adherence to user fee policy
