Use and Misuse of Bibliometric Measures for Assessment of Academic Performanc...Yasar Tonta
Bibliometric methods such as journal impact factor and article influence score based on the number of citations were developed to measure and compare the quality of journals listed in citation indexes. Yet, they are increasingly being used nowadays for research assessment, hiring, tenure and academic promotion, research funding and publication support even though such metrics have not been developed to measure the quality of individual researchers or scientific articles. In this paper, we review the use of journal impact factor, cited half-life, article influence score and h index for academic performance assessment, academic promotion and publication support by Turkish universities and the Turkish Scientific and Technological Research Center (TUBITAK). Examples are provided regarding the consequences of using bibliometric measures beyond what they were originally designed for, and some recommendations are offered.

Yet, the common cultural heritage that belongs to the humanity continues to be looted and destroyed due to negligence, armed conflicts and wars. Common cultural heritage has been harmed to a great extent during the 20th century even though destroying cultural heritage is a crime according to international law. The main reason for this has been the ongoing process of building “nation-states” taking place since the beginning of the last century. The cultural heritage of the “other” gets neglected, to say the least, during the building stage of nation-states. But the destruction of cultural heritage that belongs to the “other” is not, if we are to use the concepts of the game theory, a “zero-sum game” in which one party gains while the other loses. In fact, it is not even a lose-lose game in which both parties lose. In such conflicts the humanity loses part of its very precious and irreplaceable common cultural heritage forever. In this paper the causes of the destruction of cultural heritage and the question of to whom the neglected cultural heritage belongs are discussed and the economic and social values of cultural heritage are examined by means of the game theory. It is stressed that the future of cultural heritage along with its preservation, sharing and transmission to next generations is the common concern and responsibility of all countries and the humanity.

Abstract: Assessment is an integral part of the life-cycle of research and innovation carried out by any credible research institution including universities. Research assessment has traditionally been based on peer review, which is a somewhat subjective process by its very nature and has been under close scrutiny. Bibliometric and scientometric measures such as journal impact factor, article influence score and h index that are readily available through commercial companies make such measures extremely attractive for researchers and funders because of ease of use. However, these measures were originally developed to help librarians manage their collections rather than to assess the quality of individual papers, authors or research institutions. Such metrics would seem less subjective, yet they may not necessarily measure what academic administrators and research funders want them to measure (i.e., the quality). This paper reviews the use and misuse of bibliometric and scientometric measures and offers some recommendations.
Bibliometric and scientometric measures like journal impact factors and the h-index are commonly used to evaluate research performance, but they have significant limitations. They should not be used alone to assess the quality of individual researchers or institutions. While useful as collective measures, on their own they fail to account for differences between disciplines and can incentivize behaviors that do not align with quality research. Proper evaluation requires peer review and a holistic approach, not overreliance on quantitative indicators.

It found positive correlations between the use of print journals at the central library and total full-text downloads across the consortium members, supporting the concept known as Urquhart's Law that interlibrary loan demand can indicate total journal use.

The document analyzes user perceptions of service quality on two Turkish websites - an online bookstore and a national information center - through surveys of 1,900 users. Factor analysis was used to identify dimensions of quality. For both sites, Quality of Information and Trust were the most important factors. Users were less satisfied with Quality of Information, Trust, and Usability. The findings suggest that users value accurate, trustworthy information and that usability should be a greater design priority for non-profit sites.

içeriklerini izleyerek, bu Kanun kapsamına giren
suçların işlendiğinin tespiti halinde, bu yayınlara
erişimin engellenmesine yönelik olarak bu
Kanunda öngörülen gerekli tedbirleri almak.

İçeriğin yayından çıkarılması ve cevap hakkı
MADDE 9 – (1) İçerik nedeniyle hakları ihlâl
edildiğini iddia eden kişi, içerik sağlayıcısına,
buna ulaşamaması halinde yer sağlayıcısına
başvurarak kendisine ilişkin içeriğin yayından
çıkarılmasını ve yayındaki kapsamından fazla
olmamak üzere hazırladığı cevabı bir hafta
süreyle internet ortamında yayımlanmasını
isteyebilir. İçerik veya yer sağlayıcı kendisine
ulaştığı tarihten itibaren iki gün içinde, talebi
yerine getirir. Bu süre zarfında talep yerine
getirilmediği takdirde reddedilmiş sayılır.

• MADDE 8 – (1) İnternet ortamında yapılan ve içeriği aşağıdaki
suçları oluşturduğu hususunda yeterli şüphe sebebi bulunan
yayınlarla ilgili olarak erişimin engellenmesine karar verilir:
• a) 26/9/2004 tarihli ve 5237 sayılı Türk Ceza Kanununda yer
alan;
• 1) İntihara yönlendirme (madde 84),
• 2) Çocukların cinsel istismarı (madde 103, birinci fıkra),
• 3) Uyuşturucu veya uyarıcı madde kullanılmasını kolaylaştırma
(madde 190),
• 4) Sağlık için tehlikeli madde temini (madde 194),
• 5) Müstehcenlik (madde 226),
• 6) Fuhuş (madde 227),
• 7) Kumar oynanması için yer ve imkân sağlama (madde 228),
• suçları.
• b) 25/7/1951 tarihli ve 5816 sayılı Atatürk Aleyhine İşlenen
Suçlar Hakkında Kanunda yer alan suçlar.
