Introduction
We work with our agencies and partners to support the transport network that helps the UK’s
businesses and gets people and goods travelling around the country. We plan and invest in
transport infrastructure to keep the UK on the move.
Responsibilities
“We are responsible for:
 Providing policy, guidance, and funding to English local authorities to help them run and
maintain their road networks, improve passenger and freight travel, and develop new
major transport schemes
 Investing in, maintaining and operating around 4,300 miles of the motorway and trunk
road network in England through the Highways Agency
 Setting the strategic direction for the rail industry in England and Wales – funding
investment in infrastructure through Network Rail, awarding and managing rail
franchises, and regulating rail fares
 Improving English bus services through funding and regulation
 Working to make our roads less congested and polluted by promoting lower carbon
transport, including cycling and walking
 Encouraging the use of new technology such as smart ticketing and low carbon vehicles
 Maintaining high standards of safety and security in transport
 Supporting the maritime sector by producing the overall strategy and planning policy for
ports in England and Wales
 Setting national aviation policy, working with airlines, airports, the Civil Aviation
Authority and NATS (the UK’s air traffic service)
Priorities
Our priorities are:
 Continuing to develop and lead the preparations for a high speed rail network
 Improving the existing rail network and creating new capacity to improve services for
passengers
 Tackling congestion on our roads
 Continuing to improve road safety
 Encouraging sustainable local travel
 Promoting lower carbon transport, such as walking and cycling as well as introducing
more environmentally-friendly buses and trains

A strategic review about DETR activities; Vision, Mission, Objectives and Action Plans.
Assessment of the British Transport Department internal and external factors which effect on it.
Review of the 4 schools plans for pupil and staff transportation.
The strategic options which would could help for more development and improvement for the
British Department of Transportation.
An assessment of the organization’s external environment
PESTEL Analysis
Political: “Factors are those that are controlled or dictated by governments.
At European Level: The European Union passes laws and regulations knows as
directives.
 The package travel directive.
 Passenger vehicle speed limits.
 Vehicle pollution levels.
 Driving hours.
 Transport Safety.
At National Level: The UK Government provides subsidies to some transport
operators to allow them to offer services to the travelling public. And the same case with trains
and busses.
Environmental: Many scientists believe that carbon emissions from cars, buses and aircrafts
contribute towards global warming “the gradual rise in the earth temperature”. This may lead
to the melting of the polar ice caps and the gradual rise in sea level.
“Noise: Transportation is the main source of noise pollution in Europe, and road traffic
is the major cause of human exposure to noise.
Noise effect on communication, school performance of pupils, sleep and hearing
impairment.

Serious health impact of air pollution generated from traffic: Number of studies have
recently shown an association between respiratory disease and proximity to roads that are busy
and those travelled by high number of heavy vehicles or trucks. Children living near roads with
heavy vehicles traffic are at greater risk of respiratory disease. Most studies suggest an
increased risk of around 50%.
Assume around 35% of deaths attributed to particulate matter pollution are due to traffic air
pollution.
These studies may have captured the effects of actual mixtures of pollutants and they
strengthen the case for traffic generated air pollutants’ affecting health.
The effect of mental health and wellbeing: A study in the United Kingdom found that
one in three children involved in road traffic accidents suffered from posttraumatic stress
disorder when interviewed 22 and 79 days afterwards, while only 3% of children from the
general population (studied in a similar way) were found to have the disorder.
Effects of traffic “Aggression and nervousness”: Traffic noise has been shown to induce
nervousness, depression, sleeplessness and undue irritability, but other aspects of transport
also cause irritation and frustration. Regular exposure to traffic congestion impairs health,
psychological adjustment, work performance and overall satisfaction with life.
Constraints on child development: High traffic density affects children’s development. Fewer
and fewer children are being allowed to walk or cycle even short distances, because parents are
worried about accidents.”2

Air Quality: It’s widely that road transportation is the most source of air pollution in
urban areas in the UK.
“National vehicle fleet currently exceeds 26 million vehicles.”3
Climate Change: We have already seen significant raise in global temp around 0.6
degree last century.
Social:
 Development of transportations gives the opportunity for people to have a great
freedom to explore towns and countries on public transport and in their private cars.
 30% of UK population doesn’t have cars.
 Enhanced holiday experience, development in tourism sector that responsive to
customer needs.
 The wide range of products and services and enhances in people’s quality life.

 Developing new cars and buses reduce the gas usage.
 Cars reduce the CO2 emissions.
 New train with more speed and safety.
 New designs for buses to increase number of passengers and reduce number of

Economical:
 High cost of petrol for cars.
 More need for public transport.
 Transport is the lifeblood of the travel and tourism sector which offer many jobs in the
country.
Legal: There are many legal factors such as “Disability Discrimination Act “DDA”
The law states that public transportation buildings, such as trains stations, bus stations
and airports; must be accessible to disabled people. This also means that any service are
provided must also be accessible to disabled people.

Overall Schools Objectives & Plans “Horndean Community School, Sandringham Secondary
School and George Abbot School, Guildford”.
Objectives:
The main objectives of the schools plans are
 Reduce the use of the car for journeys to school by 20% over three years, to raise
awareness of the impact of transport on the environment and to reduce road casualties.
 Reduce child casualties, to reduce car journeys to school, and to increase walking,
cycling and bus use.
 Reduce the proportion of car trips to the school by 30% initially over three years and to
maintain or further reduce this proportion thereafter. Both staff and students are
covered, based on the travel data obtained by a survey.
Actions and Plans:
 Establishing a ‘park and walk’ arrangement with a local supermarket.
 Providing new lockers, bus bays, cycle parking, and improved signing on site.
 Use of school vehicles to transport staff and pupils to and from school.
 Improving routes for walking and cycling.

Advantages:
 Focusing in increasing the awareness of environmental impact of the transportation.

Disadvantages:
 Lake in security focusing for pupils to make them feel safe about switching to walking
and cycling.
 Poor facilities to provide to pupils and staff while cycling and walking such as
“supermarkets deals, bicycles service and accessories shops, places for rest and showers
and etc.”
 No frequent events for walking and cycling to schools.
 No involving from the parents in walking and cycling to encourage the pupils and move
the concept of walking and cycling to the parents as well.
 No training about first aids to the people and staff in case of emergency.
 Training for cycling was provided by one school only and it should be more training and
more pupils and staff members have to join training about cycling.
Opportunities:
 Potential for switching to cycling and walking as GNVQ Business Studies group report:
- Of those travelling by car, 40% were interested in walking, 60% in cycling and
50% in bus travel
 Improve social life of pupils as they can make new friends and interact more with staff
members.
 Involving parents and it will give chances to have a wider range of walking and cycling
concept for older ages.
 Involving of the government to give support for the schools, development of public
transportation services and improve infrastructure for cycling and walking and
encourage private sector to enter the industry to give such improvements and
developments.

 Fears about personal safety.
 Injuries from cycling accidents or cars may crash with bicycles.

Strategic Options
 Government has to invest more to improve the transportation sector in both
governmental sector and private sector.
 Develop new programs for improve the transportation network in the country, and take
in consideration the safety, security and accessibility factors in the new plans.
 Development for countryside to reduce the congestion in the central and large cities.
 School transportation has to be one of the most priorities to solve as it is an
opportunities to change the pupils behaviors and increase the awareness of pupils
about the transportation impact for the environment and the country resources.
 Co-operation between the government and schools to develop new detected routs for
schools, and make school transportation network.
 Awareness campaigns and promotion for the importance of using the public
transportation to reduce the congestion.
 Government has to involve the private sector to engage on the development program to
create more competition for the private companies as it will improve the quality and
services.

The above figure shows that the overall motor traffic vehicle in 2012 is about 10 times higher
than in 1949.
“The long term trend of growth in traffic has mainly been a result of growth in car ownership.

“In 2010, 64% of all trips were made by car (as a driver or passenger) compared to 23% by
walking or cycling. Car travel accounted for 78% of total distance travelled. Buses (both local
and non-local) account for more trips than rail (both surface rail and London Underground) at
7% and 3% respectively, however as bus trips tend to be shorter in length, they account for only
5% of total distance travelled compared to 9% for rail.”6

“The chart above shows the trends in killed, seriously and slightly injured casualties between
1990 and 2009. Trends in fatal and seriously injured casualties were similar between 1990 and

Development of a strategic plan
Execrative Summary
A development plan for transportation system across the country, aims to reduce the impact of
transportation in the environment and the traffic congestion.
Development of countryside is considerable in the plan; changing people behavior towards
driving cars will have good results.
School Journeys is one of the most considerable factors in development because of the big
effect in the congestion.
Strategic Focus
This plan aims to develop the transportation system in the country, reduce the environmental
impact of transportation and reduces the traffic congestion.
Improve school travel experience to make it more healthy and safe to reduce the effect of
school journeys on the traffic in the country. Provide a green schools transportation system in
co-op of the government, schools and private sector.
Increase the awareness of social responsibility for the pupils as they are the future generations
of the country to ensure a good life in the future.

Transportation is the main source of pollution in the world, as it’s a major cause of noise especially for
people who live near highways roads, railways and airports.
Accidents and injuries is one of the bad impacts of transportation, according to the statistics.
Air pollution, as transportation reduces the quality of air which os directly effect in people health
specially children.
Climate change and global warming one of its main reasons is transportation resulting increase in world
temperature.
Actions
 Technological improvements for roads such as Low-Noise road surface.
 Encourage cars manufacturer to develop new technologies to make cars with lower noise and
reduce carbon emissions also be energy saving cars.
“European-level agreements with car manufacturers to improve the average fuel efficiency of new cars
by at least 25% by 2008- 2009, backed up by changes to vehicle excise duty and the reform of company
car taxation; and – the 10 Year Plan: £180 billion of investment and public spending on transport over
the next ten years to cut congestion and reduce pollution.”8
 Take in consideration while construct new roads to be away from houses and population to
reduce effect on people. Using tunnels and ring roads will be a good choice of development.
 Use insulation for construction and design of buildings by using insulation layers or special types
of windows and roofs. Bed and living rooms supposed to be away from noise and traffic source.
 Schools location should be away from main roads to prevent impact population and prevent
congestion around schools.
 Create lows to force people to make car maintenance and cars should have limits of noise and
carbon emissions.
 Create new pedestrian tunnels and stairs for crossing road and should be in small repeated
distances to save people live while crossing roads.
 Control of alcohol concentration in drivers body by law and decrease the limits.
 Reduce the average speed limits will effective factor in decreasing numbers of accidents
 Control of speeds by using radars and speed cameras.
 Increase the awareness of people about wearing the safety belt and put commit to wear it.
 Improve safety factors on roads.
 Encourage people to do more training and exercises to maintain an improve their health.

 Pedestrian access to the school, which is free from traffic and wide enough to accommodate
parents, buggies, children, bikes and scooters – often all at the same time.

 Involving private sector to share the government the responsibility of developing the country
and start to provide services for the public.

 Encourage people for walking and cycling by increase their awareness about benefits from
walking and cycling by using “promotions, events send invitations, flayers and internet ads.”
 Identify the people’s responsibility towards the country by showing them the impact of
transportation on environment.
 Arrange cycling and walking events to encourage people for more cycling and walking.
 Provide facilities and rest places for cyclist.

We plan and invest in transport infrastructure to keep the UK on the move. Responsibilities “We are responsible for:  Providing policy, guidance, and funding to English local authorities to help them run and maintain their road networks, improve passenger and freight travel, and develop new major transport schemes  Investing in, maintaining and operating around 4,300 miles of the motorway and trunk road network in England through the Highways Agency  Setting the strategic direction for the rail industry in England and Wales – funding investment in infrastructure through Network Rail, awarding and managing rail franchises, and regulating rail fares  Improving English bus services through funding and regulation  Working to make our roads less congested and polluted by promoting lower carbon transport, including cycling and walking  Encouraging the use of new technology such as smart ticketing and low carbon vehicles  Maintaining high standards of safety and security in transport  Supporting the maritime sector by producing the overall strategy and planning policy for ports in England and Wales  Setting national aviation policy, working with airlines, airports, the Civil Aviation Authority and NATS (the UK’s air traffic service) Priorities Our priorities are:  Continuing to develop and lead the preparations for a high speed rail network  Improving the existing rail network and creating new capacity to improve services for passengers  Tackling congestion on our roads  Continuing to improve road safety  Encouraging sustainable local travel  Promoting lower carbon transport, such as walking and cycling as well as introducing more environmentally-friendly buses and trains

The strategic options which would could help for more development and improvement for the British Department of Transportation. An assessment of the organization’s external environment PESTEL Analysis Political: “Factors are those that are controlled or dictated by governments. At European Level: The European Union passes laws and regulations knows as directives.  The package travel directive.  Passenger vehicle speed limits.  Vehicle pollution levels.  Driving hours.  Transport Safety. At National Level: The UK Government provides subsidies to some transport operators to allow them to offer services to the travelling public. And the same case with trains and busses. Environmental: Many scientists believe that carbon emissions from cars, buses and aircrafts contribute towards global warming “the gradual rise in the earth temperature”. This may lead to the melting of the polar ice caps and the gradual rise in sea level. “Noise: Transportation is the main source of noise pollution in Europe, and road traffic is the major cause of human exposure to noise. Noise effect on communication, school performance of pupils, sleep and hearing impairment.

DETR Case Study Report. 7 | P a g e The Production of a Strategy Plan for an Organization Serious health impact of air pollution generated from traffic: Number of studies have recently shown an association between respiratory disease and proximity to roads that are busy and those travelled by high number of heavy vehicles or trucks. Children living near roads with heavy vehicles traffic are at greater risk of respiratory disease. Most studies suggest an increased risk of around 50%. Assume around 35% of deaths attributed to particulate matter pollution are due to traffic air pollution. These studies may have captured the effects of actual mixtures of pollutants and they strengthen the case for traffic generated air pollutants’ affecting health. The effect of mental health and wellbeing: A study in the United Kingdom found that one in three children involved in road traffic accidents suffered from posttraumatic stress disorder when interviewed 22 and 79 days afterwards, while only 3% of children from the general population (studied in a similar way) were found to have the disorder. Effects of traffic “Aggression and nervousness”: Traffic noise has been shown to induce nervousness, depression, sleeplessness and undue irritability, but other aspects of transport also cause irritation and frustration. Regular exposure to traffic congestion impairs health, psychological adjustment, work performance and overall satisfaction with life. Constraints on child development: High traffic density affects children’s development.
