Through the enactment of the Law 20,698, the Chilean authorities aim to reach 20% Renewable Energy share by 2025. This law is based on a quota system whereby the Chilean authorities established RE targets for the coming years. This law also incorporated RE auctions in case the quota set cannot be met. To facilitate the achievement of this law, this research aims to propose improvements to the Chilean regulatory framework for developing RE projects in Chile. To this end, the objectives for this research are to analyse how the RE support schemes and the electricity market should be designed, how grid connections and grid development costs should be allocated and how RE auctions should be conducted to facilitate RE deployment. To address these objectives, the different support mechanisms and practices to promote RE projects in the EU will be used as a benchmark. The research design is based on a qualitative case study, whereby the lessons learned in EU´s leading countries in utilising RE sources (Germany, Denmark and the UK) are used to assess the advantages (and disadvantages) of their support schemes.

Met een zaal vol van kunstenaars, medewerkers van cultuurorganisaties en beleidsmedewerkers deed ik een 'kleine transitie-oefening' over waarom 'business-as-asual' geen optie meer is, hoe meer duurzaam internationaal werken in cultuur er zou kunnen uitzien, welke bijdrage kunstenaars, organisaties, netwerken, intermediaire structuren en beleidsmakers daarbij kunnen spelen. In het bijzonder ook welke mogelijkheden Creative Europe daarbij biedt.
Doing it Together - Collective Answers to the Precarious Position of Artists
Low incomes, juggling jobs, uncertain futures, and a constant need to be social, available and willing to move: it is fair to say that performing artists live in precarious conditions. But what can be done? How can the position of artists in the field be more sustainable? What will this new, alternative and bright system look like? How to start this paradigm shift?
In fact, this system shift may already be happening today. So many individuals, organisations, artists and art workers from across Europe are responding with a multitude of initiatives that span across funds for artists with families, artist lobby organisations, alternative currency systems, space sharing platforms, fair practice labels, and more. At the same time , there is no list or clear overview of all these initiatives. There is a lot of research and reflection about the issue, but it’s difficult to get an overview or keep track. In a session at the IETM Plenary Meeting in Bucharest, Delphine Hesters and I organised a workshop to stimulate exchange about current collaborative experiments to strengthen the position of artists

Shaping Networks, Shaped by Networks. Collaborative strategies for the perfor...
This talk deals with European experiences with collective strategies for the development of the performing arts, with a focus on Flanders. In the 1980’s, international networks and platforms for (co)production and presentation were set up (e.g. IETM). In the case of Flanders, this coincided with diverse domestic strategies: a.o. the emergence of artists collectives, a touring circuit, an advocacy organisation,… In a time when government support for contemporary performing arts was absent, the interplay of these strategies resulted not only in Flemish artists being launched on international platforms. It also lead to the development of an innovative Flemish funding system. It enabled artists, companies and producing houses to develop their work and to fully engage in a transnational networks for (co-)production and presentation.
This way of working has resulted in growth: more productions, in more venues and countries all around the world. There are, however, downsides to the story. With government spending under pressure throughout Europe, producers are being forced to rely on an ever growing number of increasingly vulnerable partners. The position of individual artists in this network has become precarious. How sustainable is this growth in the longer term? Are the limits of the transnational co-production and distribution model in sight? How can we re-think our current working models?
After the Growth? Trends in Performing Arts Production and Mobility
On the basis of the dataset of Flanders Arts Institute, we sketch trends in the (co-)production and international touring of performing arts from Flanders since 2001. We see a rise in the number of performances abroad and the number of coproducers engaged. However, there's a flip side to the coin. Government funding is diminishing, and an increasing number of foreign partners is necessary to maintain the structures and the level of production. Furthermore, the position of individual artists is under pressure. How sustainable is the international succes of the performing arts from Flanders?

This talk deals with European experiences with collective strategies for the development of the performing arts, with a focus on Flanders. In the 1980’s, international networks and platforms for (co)production and presentation were set up (e.g. IETM). In the case of Flanders, this coincided with diverse domestic strategies: a.o. the emergence of artists collectives, a touring circuit, an advocacy organisation,… In a time when government support for contemporary performing arts was absent, the interplay of these strategies resulted not only in Flemish artists being launched on international platforms. It also lead to the development of an innovative Flemish funding system. It enabled artists, companies and producing houses to develop their work and to fully engage in a transnational networks for (co-)production and presentation.
This way of working has resulted in growth: more productions, in more venues and countries all around the world. There are, however, downsides to the story. With government spending under pressure throughout Europe, producers are being forced to rely on an ever growing number of increasingly vulnerable partners. The position of individual artists in this network has become precarious. How sustainable is this growth in the longer term? Are the limits of the transnational co-production and distribution model in sight? How can we re-think our current working models?
After the Growth? Trends in Performing Arts Production and Mobility
On the basis of the dataset of Flanders Arts Institute, we sketch trends in the (co-)production and international touring of performing arts from Flanders since 2001. We see a rise in the number of performances abroad and the number of coproducers engaged. However, there's a flip side to the coin. Government funding is diminishing, and an increasing number of foreign partners is necessary to maintain the structures and the level of production. Furthermore, the position of individual artists is under pressure. How sustainable is the international succes of the performing arts from Flanders?

Veldanalyse VTi 2011
Enkele jaren na de publicatie van Metamorfose in podiumland laat een nieuwe editie van VTi’s veldanalyse zien hoe de podiumpraktijk sinds 2005 is blijven veranderen. Zetten de groei en de hybridisering van de productie zich voort? Welke zijn de belangrijkste spelers in een internationaal (co)productienetwerk? Wat is de plek van individuele kunstenaars in dit verdichtend weefsel? En zijn er werkelijk geen seizoenen meer?

Hoe gaan we immers om met die veranderingen? spitse essays van gastauteurs en kunstenaarsbijdragen gaan verder waar de cijfers stoppen. Ze tonen nieuwe pistes voor een meer duurzame praktijk en beleid in podiumland.

Bij het boek Metamorfose in podiumland hoort een affiche, waarop de decretale geschiedenis van 1975 tot 2007 visueel voorgesteld en geduid wordt. De decretale geschiedenis vertelt ons veel over de ontwikkeling van de structureel gesubsidieerde organisaties, over de veranderende houding van de overheid, over de globale bewegingen/diversifiëring van het landschap.
Trends in muziektheater (1993-2005)
Een case-study over de productie van muziektheater in Vlaanderen tussen 1993 en 2005 (de periode waarin het podiumkunstendecreet van kracht was). Hoeveel producties werden er gemaakt? Door welke gezelschappen en coproducenten? Gepresenteerd in deSingel op 22 juni 2009, tijdens de muziektheaterconferentie van 22 juni 2009 (VTi en Muziekcentrum Vlaanderen)
Repertoire Revisited
Er gonst een discussie over repertoire door podiumland. Een aantal acteurs vroeg om meer klassiek repertoire, om de kloof met het publiek te dichten en hun arbeidsmarkt te vergroten. De Vlaamse parlementsleden stemden een motie. Enkele nieuwe gezelschappen spelen er handig op in. En de theatersector liet meerstemmig weten dat het allemaal toch complexer ligt...
VTi diept de discussie uit in Courant 88. Dat bevat naast getuigenissen van spelers, makers en waarnemers uit diverse hoek een dubbeldik repertoiredossier met cijfers op basis van de VTi-databank.
