OpenSpending is a project that aims to increase government transparency and citizen understanding of how tax money is spent by providing interactive tools to visualize and compare budget and spending data across different levels of government. It shows two main types of financial information - budgets that outline spending priorities and transaction-level records of actual spending. The project hopes to expand the types of data available, allow for more localized analyses, and continue improving accountability.

APLIC 2012: Discovering & Dealing with Data
Kimberly Silk presented on data management and discovery at the Martin Prosperity Institute. The MPI collects large social science datasets from various common and authoritative sources to support research. To better organize their growing collection, the MPI implemented an open data discovery platform called Dataverse to catalog and provide access to their datasets. Open data initiatives aim to make certain government data freely available to the public, but also present challenges around data preparation, support, and responsiveness. Big data refers to extremely large datasets beyond the capabilities of typical database tools, and data visualization is an important way to communicate insights from data.

Fiona Nielsen founded Repositive to address the challenges of data sharing and accessibility in genomics research. Repositive developed tools to make large amounts of genomic data more discoverable, including a search engine of over 1 million public data sets. Repositive also launched a marketplace to help cancer researchers find the right models for their studies by organizing complex data on genetic profiles and phenotypes of thousands of cancer models. However, Nielsen notes that while standards and tools are important, incentives are also needed to motivate data sharing and reuse at scale. She advocates recognizing data stewardship contributions and aligning policies and practices, like hiring and funding, to incentivize open data practices.
