Abstract:
The National Library of France (BnF) has recently implemented a new module for its Scalable Preservation and Archiving Repository (SPAR) to set up preservation strategies based on formats, agents, workflows, tools and tests, and managed as reference packages in the Archive. This module aims to fulfill an objective: for SPAR to be fully self-documented. Formats, agents and workflows are formally described and preserved along with the Information packages in which such elements are involved. Although this was a feature that was included from the beginnings of SPAR, the new Preservation Planning module aims to provide a tool that can more easily build these reference packages and that will more closely involve domain experts and the IT department in the processes of preservation planning. But the main innovation lies in the documentation of decisions that directed their selection as standards in SPAR: test data are now preserved as a new kind of reference package.
Data enrichment is vital for leveraging heterogeneous data sources in various business analyses, AI applications, and data-driven services. Knowledge Graphs (KGs) support the enrichment of heterogeneous data sources by making entities first-class citizens: links to entities help interconnect heterogeneous data pieces or even ease access to external data sources to eventually augment the original data. Data annotation algorithms to find and link entities in reference KGs, as well as to identify out-of-KG entities have been proposed and applied to different types of data, such as tables, and texts. However, despite recent progress in annotation algorithms, the output of these algorithms does not always meet the quality requirements that make the enriched data valuable in downstream applications. As a result, semantic data enrichment remains an effort-consuming and error-prone task. In this seminar, we discuss the relationships between annotation algorithms, data enrichment, and KG construction, highlighting challenges and open problems. In addition, we advocate for a native human-in-the-loop perspective that enables users to control the outcome of the enrichment and, eventually, improve the quality of the enriched data. We focus in particular on the annotation and enrichment of tabular data and briefly discuss the application of a similar paradigm to the enrichment of textual data in the legal domain, e.g., on court decisions and criminal investigation documents.

With the arrival of ARIADNEplus there is a searchable catalogue of datasets that helps archaeological researchers navigate the “maze” of data and archives. Especially for archaeological researchers, support staff and data managers, a set of tools has now been developed that helps in making your data management plan. Hella Holander, Peter Doorn and Paola Ronzino introduced the tools to the participants during the workshop.
The ARIADNEplus online toolset for data management consists of three parts:
a protocol for archaeological data management,
a template for researchers to create a data management plan with archaeological data,
a manual containing all guidelines, recommendations and practical examples of data management.
In just six steps, the protocol takes you through the entire process of making a Data Management Plan (DMP) for archaeological research. By using the templates and the accompanying manual with a clear set of guidelines and advice, it becomes much easier to meet the requirements of organisations that fund research. The DMP is then also in line with standards in the archaeological domain, which ultimately makes the data more findable, accessible, reusable and interoperable (FAIR).

Los documentos electrónicos: régimen jurídico y políticas de gestión y preservación. Conferencia pronunciada en la Universidad de Costa Rica, el 4 de septiembre de 2012.
The introduction of records management requirements into business process automation projects are two challenges for records management and archival teams. First, tools developed by these teams must be enough consistent to be present in tecnological projects from its starting point, making significant contributions and adding value to the final product. And second, it is important to succeed in the moment, the context and the extent to which such contributions are made. The aim of this paper, based on experiences from the Generalitat de Catalunya, is to provide elements of discussion in both directions: the design of the records management system and the consolidation of its components for a general use, and the criteria to choose when and how is better to participate in different kinds of tecnological projects. The paper proposes the use of the records series map as the main tool of the records management system, and four strategies to implement this system into different tecnological scenarios.

64. About Records Management “System”:
• Records (and information) management is a service,
not just a system.
• Records (and information) management should end
always in an efficient information service.
• "We are not an information service... We are the
information".
• Every information product will be better if it is
complete (finished) and tailored to the user.

65. About Data-based management:
• Providing a collection of documents-like-objects as information
product is not the best answer to an information need, and
significantly limits the quality of the service. Going beyond this
limit means basing services design on data.
• Focus on data is a must if you want to offer customized information
products.
• This involves to fight a second battle against some user’s feeling to
consider information (often stored on spreadsheets) as a personal
asset instead of a corporate asset. Break down information silos,
even informal or personal silos, is the first step to build a successful
corporate information service.

66. About system’s sustainability:
• Efficiency in the development and implementation of a records
and information management system is the key factor to offer
successful services. Efficiency should therefore guide the
construction, implementation and maintenance of the system. That
means:
• Invest a rational effort designing and developing the system
• Justify this investment as soon as possible with tangible results
• Offer better and more powerful information products
• All solutions had an expiration date, and must be reevaluated
periodically.
• Change cannot be imposed. Change managemente needs time,
patience, perseverance and burning one stage after another.

67. About the information governance system:
• An Information Governance System is an observatory
for monitoring, analysis, planning and development of
new solutions.
• The System must provide a global vision to ensure:
• Standardization and quality of data on its creation time
• Reuse and relationships between data on access time
• But, at the same time, System should be able to be
implemented in different technological platforms,
taking care of specific needs of each process and its
records and information flow.

68. About the results:
• Our goal isn't to build systems, but to improve daily operation of our
organization.
• Records and information management systems should produce results in
key processes. If they don't this, they are not useful for the organization.
• To achieve this goal, work must not be done analyzing records or
documents, but analyzing the decisions taken in the course of each
process and the conditions in which they are taken (information flow).
• In a data-driven world, records management often continues sacralizing
the document. In fact, decision-making needs only reliable data, doesn’t
matter its documentary form. If data are authenticated in its origin as
structured data (for example using blockchain technology), document-like-
object becomes an almost unnecessary formality.

69. About the impact in decision-making:
• Availability of on-time reliable data opens new perspectives in regard to:
• Public policies design (Evidence-Based Policymaking).
• Promotion of public services proactive actions.
• Predictive analytics and artificial intelligence applied to public services.
• Availability of real time data becomes a maturity test for organizations
and their decision-makers. Specially in public sector, where it can often
promote an overall rethinking of policies, services, strategic and
operational work plans.
• Application of artificial intelligence involves an even greater issue, given
its impact on workloads and professional profiles.
• Concentration of data into centralized, automated and open services
harshly disrupts tacit power structures in organizations (often based on
information monopolization in a few hands).
