Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.

As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Dasar Pelupusan Sumber Perpustakaan ini adalah bagi memenuhi fungsi Perpustakaan
Negara Malaysia yang diperuntukkan dalam Bahagian II Seksyen 4(2)(c) dan 4(2)(p)
Akta Perpustakaan Negara (Pindaan) 1987 (Akta A667):
4(2)(c) “memperolehi dan menyelenggarakan suatu koleksi sumber-sumber
perpustakaan yang lengkap di peringkat kebangsaan yang
mencerminkan warisan intelektual, kesusasteraan dan kebudayaan
negara dan juga suatu koleksi representatif di peringkat kebangsaan
yang mencerminkan pengetahuan dan kebijaksanaan manusia yang
terkumpul”
4(2)(p) “meminjam, menjual atau secara lain melupuskan sumber-sumber
perpustakaan yang menjadi sebahagian daripada Perpustakaan”
2. SKOP
Dasar ini digunapakai sebagai garis panduan untuk pengurusan pelupusan koleksi
Perpustakaan Negara Malaysia kecuali bahan yang telah didaftarkan untuk Koleksi
Negara dan naskhah yang disimpan bagi maksud pemuliharaan serta koleksi khas
dengan mengambil kira dasar dan peraturan berikut:
2.1 Dasar-dasar lain yang berkaitan.
2.2 Prosidur pelupusan bahan bercetak sebagaimana ditetapkan dalam Surat
Pekeliling Perbendaharaan Bil. 2 Tahun 1997, Garis Panduan Pelupusan
Aset Dan Barang Kerajaan atau mana-mana peraturan yang diterima pakai
dari semasa ke semasa.

2. 3. DEFINISI
3.1 Koleksi
Akta Perpustakaan Negara (Pindaan) 1987 (Akta A667), Bahagian I Seksyen
2(2), mentakrifkan koleksi sebagai:
“…sumber-sumber perpustakaan yang dikumpulkan dan diselenggarakan di
dalam Perpustakaan;”
3.2 Sumber Perpustakaan
Akta Perpustakaan Negara (Pindaan) 1987 (Akta A667) Bahagian I Seksyen
2(2), mentakrifkan sumber-sumber perpustakaan sebagai:
“apa-apa bentuk perkara bertulis, bercetak atau grafik yang di atas atau di
dalamnya maklumat ditulis, direkod, disimpan, dipamer atau dikeluar ulang,
termasuk manuskrip, naskhah taip, buku, akhbar, majalah berkala, risalah,
peta, mikrofom, kertas muzik, fotograf, filem sinematografi, piring hitam,
rakaman video dan audio dan lain-lain rakaman pada kertas, filem atau lain-
lain bahan dan pengeluaran ulangnya;”
3.3 Koleksi Khas
Koleksi Khas terdiri daripada sumber perpustakaan yang meliputi koleksi
Nadir, koleksi Realia, koleksi Manuskrip Melayu, koleksi Peribadi dan
koleksi Fana.
3.4 Pilih Buang (Weeding)
Proses memilih dan mengeluarkan dari penggunaan awam sesuatu sumber
perpustakaan yang jarang digunakan untuk disimpan di dalam ruang stek. Ia
juga termasuk mengeluarkan sumber perpustakaan yang telah rosak untuk
dilupuskan.

3. 3.5 Pelupusan
Pelupusan adalah satu proses di mana sesuatu aset/barang awam yang secara
fizikalnya masih ada dalam simpanan tetapi tidak digunakan atau diperlukan
dan harus dikeluarkan dari simpanan dan rekod. Definisi pelupusan diterima
pakai seperti dalam Surat Pekeliling Perbendaharaan Bil. 2 Tahun 1997
Garis Panduan Pelupusan Aset dan Barang Kerajaan.
3.6 Hapus Kira
Hapuskira adalah satu proses di mana sesuatu kehilangan aset/barang awam
telah berlaku dan aset/barang/wang tiada lagi secara fizikal dalam simpanan
dan kelulusan diperlukan untuk mengeluarkan daripada rekod atau akaun
Kementerian/Jabatan. Contohnya: buku-buku pinjaman yang tidak
dipulangkan dalam tempoh masa setahun akan dikeluarkan dari rekod OPAC.
Definisi hapuskira diterima pakai seperti dalam Surat Pekeliling

4. OBJEKTIF
4.1 Mewujudkan satu panduan pengurusan pelupusan koleksi yang dijalankan
secara sistematik, teratur dan berterusan.
4.2 Memastikan judul yang mempunyai nilai penyelidikan dan sejarah yang
didapati rosak, hilang atau tidak dapat dikesan di dalam koleksi diperolehi
semula.
4.3 Mengoptimakan penggunaan ruang yang sedia ada untuk koleksi
perpustakaan.
4.4 Memastikan sumber perpustakaan sentiasa mantap, sempurna, terkini dan
relevan untuk menyokong keperluan rujukan dan penyelidikan.

4. 5. STRATEGI
5.1 Mengemaskini koleksi perpustakaan secara pilih buang melalui aktiviti
Bahagian yang berterusan.
5.2 Melaksanakan aktiviti pengambilan stok, pelupusan dan hapuskira koleksi
sumber perpustakan secara berjadual dan mengikut prosidur yang ditetapkan.
6. AKTIVITI
6.1 Menjalankan aktiviti pilih buang koleksi berpandukan kriteria yang telah
ditetapkan.
6.2 Melaksanakan aktiviti pengambilan stok koleksi secara berperingkat sekurang-
kurangnya setahun sekali.
6.3 Mengambil tindakan pelupusan dan hapuskira dalam masa sebulan selepas
pengambilan stok mengikut Surat Pekeliling Perbendaharaan Bil. 2 Tahun
1997 Garis Panduan Pelupusan Aset dan Barang Kerajaan.
6.4 Mengemaskini pangkalan data BINAR bagi setiap sumber perpustakaan yang
telah dibuat pelupusan dan hapuskira.
6.5 Memperolehi semula sumber perpustakaan yang telah dilupus atau dihapus
kira. Sekiranya tiada sumber perpustakaan dalam bentuk asal, salinan bagi
sumber yang mempunyai nilai penyelidikan yang sering dirujuk atau dipinjam
akan diperolehi. (Sila rujuk perkara 7.1.1(a))
6.6 Menyalurkan bahan-bahan lupus yang terpilih kepada Unit Hadiah &
Pertukaran.

5. 7. KRITERIA
Kriteria pilih buang dan pelupusan berpandukan kepada dasar Jabatan yang berkaitan
dengan sumber perpustakaan dan berdasarkan kepada perkara-perkara berikut:
a. Kriteria Pilih Buang
i. Keadaan Fizikal
(a) Sumber perpustakaan yang rosak dan masih boleh digunakan
tetapi kos pembaikan adalah lebih tinggi dari kos gantian.
(b) Kebanyakan muka surat sumber telah hilang atau rosak dan
tidak boleh diperbaiki lagi.
(c) Bahan sumber media yang rosak dan tidak boleh dirawat atau
dibaiki.
ii. Kandungan / Teks Sumber
(a) Sumber yang kandungannya tidak sesuai dengan objektif serta
dasar semasa Perpustakaan Negara Malaysia.
(b) Maklumat atau fakta yang tidak tepat, tidak terkini atau kurang
nilai karya.
(c) Surat khabar dalam bentuk asal yang diterbitkan lebih daripada
2 tahun.
iii. Edisi
Edisi lama yang telah digantikan dengan edisi baru dalam format cetak
atau bukan cetak kecuali sumber yang telah didaftar dalam simpanan
Koleksi Negara atau naskhah yang disimpan bagi maksud
pemuliharaan.

6. iv. Bahasa
Sumber perpustakaan dalam bahasa asing selain daripada bahasa
rumpun Melayu dan bahasa Inggeris yang diperolehi melalui program
sumbangan rasmi tertakluk kepada persefahaman.
v. Tahun Penerbitan
Sumber perpustakaan yang berusia lebih daripada 20 tahun dari tarikh
penerbitan kecuali:
(a) Sumber perpustakaan yang berunsur klasik atau karya agung
dan novel tersohor.
(b) Karya yang memenangi anugerah kesusasteraan tempatan dan
antarabangsa seperti Pulitzer Prize dan hadiah kesusasteraan
lain.
(d) Koleksi pinjaman yang sirkulasi masih aktif.
(e) Terbitan Bersiri tempatan yang tidak terdapat dalam bentuk
atau format yang lain.
vi. Naskhah Lebihan
Bahan yang telah melebihi bilangan yang diperlukan dalam koleksi
Perpustakaan Negara Malaysia
7.1.7 Kekerapan Penggunaan
Sumber perpustakaan yang jarang sekali dirujuk dalam jangka masa
dua tahun.
b. Kriteria Pelupusan
Kriteria pelupusan adalah sama dengan kriteria pilih buang kecuali para 7.1.6
dan 7.1.7 yang akan disimpan dalam bilik stek.

7. 8. PENGEMASKINIAN REKOD
Entri katalog bagi sumber perpustakaan yang dipilih buang, dilupus dan dihapus kira
akan dikemas kini untuk memudahkan pengesanan.
9. PENGEMASKINIAN DASAR
Dasar ini perlu dikemas kini dari semasa kesemasa mengikut perubahan objektif dan
dasar Jabatan dan keperluan maklumat negara.
10.TARIKH KUATKUASA
Dasar Pelupusan Sumber Perpustakaan ini berkuatkuasa mulai tarikh diluluskan oleh
Ketua Pengarah.
