Forslag, ideer og synspunkter fra Danmarks Naturfredningsforening angående nationalt
testcenter for vindmøller i Østerild Klitplantage.
I Danmarks Naturfredningsforening har vi med glæde noteret os regeringens interesse for at fremme
vedvarende energi og styrke Danmarks historiske førerposition indenfor vindkraft.
Det kan gøres dels gennem et stærkt hjemmemarked og dels gennem at sikre industrien de
nødvendige forudsætninger og udviklingsmuligheder.
Desværre er det helt uklart hvilke analyser, der egentlig ligger til grund for valget af Østerild
Klitplantage som testområde. Det er særdeles beklageligt og proceduremæssigt uacceptabelt af
staten at lægge sig fast på en bestemt løsning inden offentlighedsfasen. Hensigten med en VVM-
proces efter planloven og VVM-direktivet er netop i en åben proces at teste forskellige
forudsætninger og alternativer mod hinanden, ud fra en erkendelse af, at ethvert projekt rummer en
grad af kompromis mellem økonomiske, funktionelle og miljømæssige interesser.
Det angives i det publicerede materiale, at forudsætningerne har været ”blæse meget”, ”fravær af
internationale fuglebeskyttelsesinteresser” og ”afstand til naboer”. Desuden oplyste Miljøministeren
på det offentlige møde i Østerild 8. oktober, at det for ham var særlig væsentligt, at et testcenter så
vidt muligt blev anlagt på statsejede arealer.
De to førstnævnte forudsætninger findes i store dele af landet. Den sidste forekommer
hovedsageligt i fredskov og i forbindelse med fredede områder. Det godtgøres bl.a. i den
undersøgelse af landzonen som DN fik udarbejdet af AUC i 2008. Det er kort sagt sådan, at det er
disse steder de bebyggelsesregulerende bestemmelser i lovgivningen er mest effektive.
2. I skove og fredede områder er der fravær af støj, bebyggelse og faste anlæg. Fordi det ikke er tilladt.
Dermed er ”skov” som udgangspunkt nok så stærk en binding som ”blæse meget”, ”fravær af
internationale fuglebeskyttelsesinteresser” og ”afstand til naboer”. Ikke mindst derfor er det et
ganske grænseoverskridende skridt at lokalisere det nye testcenter i et statsligt skovområde, der
altid vil være omfattet af fredskovsreglerne.
DN vil desuden minde om, at netop det foreslåede område (Østerild Klitplantage) for et nationalt
testcenter adskillige gange i national sammenhæng har været fremhævet som en del af et særligt
bevaringsværdigt landskab og naturområde. Det dokumenteres i bl.a. følgende udpegninger:
1967: Regeringens naturfredningskommission udpegede Østerild Klitplantage som en del af 35
forskellige, ”naturvidenskabeligt værdifulde områder” af Danmark.
1971: Statens Naturfrednings- og Landskabskonsulent og fredningsplanudvalgene udsendte
”Landskabsbonitetskort over Danmark”, hvori området ved Østerild Klitplantage blev rubriceret
som ”landskaber af stor interesse”, mens Hjardemål Klitplantage blev rubriceret under ”landskaber
af største interesse”.
1984: Miljøministeriet, Fredningsstyrelsen udpegede Østerild Klitplantage som en del af et ”større
nationalt naturområde”, der bl.a. omfattede landskaberne mellem Vejlerne og Vigsø Bugt.
2004: Danmarks Naturfredningsforening udgav, bl.a. efter konsultation af de daværende amter,
bogværket ” Fremtidens natur i Danmark”, hvori Østerild Klitplantage indgår som en del af det
udpegede nationale naturnetværk af værdifuld og bevaringsværdig natur.
2009: Miljøministeriet, Skov- og Naturstyrelsen offentliggjorde den 9. oktober under
tilstedeværelse af miljøminister Troels Lund Poulsen en national naturkanon. Under naturkanonens
udpegninger af geografiske områder med særlig værdifuld, national natur overlappes Østerild
Klitplantage både af afgrænsningen for området ”Tranum-Bovbjerg” og for området ”Limfjorden
Midt”. Det er dog under området ”Tranum - Bovbjerg”, at der i naturkanonen er direkte henvisning
til vandretursfolderen for Østerild Klitplantage.
På denne samlede baggrund ønsker DN:
At der redegøres for allerede undersøgte alternativer i forbindelse med det konkrete testcenter.
Herunder hvorfor mulighederne for testcentre i relativt let tilgængelige havområder er fravalgt.
At der redegøres for fordele og ulemper ved 3-5 alternativer, hvor der ikke inddrages skov, men
i stedet opkøbes landbrugsejendomme og spredte boliger på steder i det åbne land, hvor
naturværdierne nationalt set er små. Herunder kunne det (af økonomiske grunde) forudsættes, at
landbrugserhvervet i muligt omfang fortsat kan udøves i de åbne områder omkring møllerne.
At der redegøres for alternativer, hvor landets forsøgsmøller ikke samles ét sted, men lokaliseres
enkeltvis eller i mindre grupper på egnede steder. Ministeriet bør være opmærksom på, at
hverken offentlighed eller miljøorganisationer har de nødvendige værktøjer til uden videre at
pege på bestemte lokaliteter, hvorfor der også i demokratisk sammenhæng påhviler den
planlæggende myndighed et stort ansvar for at spille med åbne kort.
3. At der redegøres for behovet for forsøgsmøller samlet set – ikke mindst i lyset af, at et område i
Nissum Bredning netop er udpeget af Klima- og Energiministeriet parallelt med processen
omkring Østerild Klitplantage og at testpladser ved bl.a. Rødsand II-parken står tomme.
At der redegøres fyldestgørende for de samlede omkostninger for projektet, herunder fjernelse
af 1500 ha fredskov og etablering af erstatningsarealer med skov (jfr.
fredskovsbestemmelserne). Der ønskes også et klimaregnskab for denne placering (med

At der redegøres grundigt for de visuelle forhold omkring testcenteret. Herunder møllernes
synlighed fra den nærliggende nationalpark.
At der redegøres grundigt for støjforholdene (herunder lavfrekvent støj) i de omliggende natur-
og skovområder.
At påvirkningerne af dyrelivet i området undersøges. Det gælder bl.a. plantagernes hjortevildt,
hvor både Østerild og Hjardemål Klitplantage af staten er udpeget som kerneområder for
kronvildt. Det gælder også f. eks. fourageringstrækkende vandfugle (især gæs, ænder, svaner og
traner) mellem Natura 2000-områderne ved Vejlerne og Natura 2000-området med
Hanstholmreservatet, der normalt passerer over Østerild Klitplantage. Opmærksomheden skal
især henledes på den i Skandinavien truede og i Danmark totalfredede, overvintrende bestand af
skovsædgæs. Disse truede gæs overnatter normalt ved Vejlerne, men i skumring og dæmring
samt om natten flyver skovsædgæssene normalt på tværs af det planlagte testcenter på ruterne
mellem De vestlige Vejler og fødesøgningsområderne ved henholdsvis Vullum Sø og i
Hanstholmreservatet.
Den foreslåede naturgenopretning i området ser DN naturligvis som positiv, men vi skal samtidigt
advare mod de generelle følger af en tilgang til landskabsplanlægning, hvor det er legitimt at bytte
tab af uforstyrrethed og mørke med fremgang i naturkvalitet.
