This document summarizes a policy paper by the OECD's Development Assistance Committee (DAC) on promoting human rights and development. It outlines how human rights and development have increasingly converged over the past decade as more donors seek to comprehensively promote human rights to improve development cooperation. The DAC conducted a review to foster consensus among donors on how to address human rights more strategically.
