This document provides an update to parents impacted by the Army furlough from July 8th to September 21st, 2013 on their child care options. Parents have two options: Option 1 allows the child to remain in care either by continuing regular fees or requesting a temporary income recalculation for potentially lower fees. Option 2 provides a 20% discount if the child is removed from care on furlough days. To qualify for any fee reductions, families must provide an official furlough notice specifying the number of impacted days.

(COVID-19) with new actions to provide relief
to students and educators. Late evening on
Wednesday, March 25, the Senate passed the
Coronavirus Aid, Relief, and Economic Security
(CARES) Act – the third piece of legislation
to respond to the COVID-19 pandemic – by a
vote of 96-0. On Friday, March 27, the House
of Representatives passed the bill, which was
signed into law by President Trump the same
day.

Army Furlough Information – Updated 3 July 2013
The following update to the furlough information is effective immediately.
This update supersedes all information published on 8 June 2013.
Parents impacted by the furlough (8 July through 21 Sep 2013) who are enrolled in regularly-scheduled Army
Child Care programs (to include full day, part day, summer camps and before and/or after school) in Child
Development Centers, in certified, subsidized Family Child Care Homes, and in School Age Care programs
have been offered the following options:
Option 1 - If the Child Will Remain in Care on Furlough Days:
o Option 1a: Continue to utilize the program in accordance with current parent fee contract
based on the program’s normal hours of operation; or
o Option 1b: Request a temporary re-computation of Total Family Income (TFI) based on the
family’s specific furlough impact. If calculations result in a change to a lower income category,
the patron will be charged the lower category monthly rate during their specific furlough period.
TFI will be re-calculated once the family receives a LES that reflects furlough impacts. At the
end of the family’s furlough, rates will return to the previous pre-furlough category.
Note: Because a Category 1 family cannot be moved to a lower income category, upon
presentation of a furlough letter, CYSS staff will grant Category 1 patrons an automatic 20%
reduction in fees during the furlough period.
Option 2 - If the Child Will Be Removed From Care on Furlough Days:
o Receive a 20% discount off current monthly fee for each child enrolled if the program is NOT
utilized during the specific scheduled furlough days of the impacted member.
The period in which the option selected may be exercised is limited to each individual family’s specific period of
furlough impact. To qualify for any fee reductions, families must provide a copy of the official furlough
notice from their chain of command that includes the total number of furlough days they will be impacted.
