This re-port has been preparedas part of state and fed-eral requirements toinform the consumerasmandatedbytheSafeDrinking Water Act. However, we welcomethis opportunity to inform residents andbusiness owners about our high water qual-ity and hopethat con-sumers willcontact ouroffice onFort Wain-wrightwithanyquestionsorconcernsregard-ing water quality and service. Who are we? Doyon Utilities and its em-ployees have been producing and deliveringdrinking water to our customers on FortWainwright since August of 2008. Our goalis to maintain the highest standards in waterquality with a well-trained and professionalstaff. These goals are the cornerstone onwhich we provide safe and reliable drinkingwaterfortheconsumers.DoyonUtilitiesalsoprovides water service for the Army trainingareas and recreational sites. DoyonUtilitiesownsandoperatesthefourutilitysystemsonFortWainwright;thesesys-tems are water treatment and distribution,wastewater collection, heat distribution andelectrical distribution. Doyon Utilities con-tinues to provide the highest level of utilityservicetoFortWainwrightresidentsandtheArmy. Doyon Utilities is responsible for re-pairandreplacementoftheutilityinfrastruc-ture on Fort Wainwright through multiplelarge scale capital improvement projects. AttimesthishasbeenaninconvenienceforFortWa inwrig htresidents as sec-tions of streetand parking ar-eas have beenclosed off aspiping is removed and replaced and equip-ment moves throughout the area. TheEPA has determined that your water is safe at thetested and monitored levels. We have included atableinsideoutliningthetestsconductedandtheresults of those tests.We are proud to report that the water providedby Doyon Utilities meets or exceeds establishedwater quality standards.Where does our watercome from?Fort Wainwright draws its water supplyfrom two primary and two secondary,or back-up, groundwater wells. Additionalwellsareusedforfiresuppressionwhichareonlyactivatedwhenthedistributionsystemhasasignificantdropinwaterpressure.Thewaterisverygoodqualityandrequiresverylittle treatment and disinfection prior tobeing distributed to customers. Fort Wainwright’s drinking water isobtained from an underground aquifercalled the “Tanana Basin Alluvium.” Thisaquifer, which ranges from a few feet toapproximately 300 feet thick, providesLetter from the Site Managercontinued on page 4continued on page 3The results from our 2012 water quality tests areincluded in this report.   2. 2. Water Testing and Your Health The sources of drinking water from both tap waterand bottled water include rivers, lakes, streams, ponds,reservoirs, springs and wells. As water travels over thesurfaceofthelandandthroughtheground,itdissolvesnaturally occurring minerals and radioactive material,andcanpickupsubstancesresultingfromthepresenceof animals or from human activity. Contaminants thatmay be present in source water include:• Microbialcontaminants,suchasvirusesandbacteria,which may come from sewage treatment plants,septic systems, agricultural livestock operations andwildlife.• Inorganic contaminants, such as salts and metals,which can be naturally occurring or result fromurban storm runoff, industrial or domestic waste-water discharges, oil and gas production, mining orfarming.• Pesticides and herbicides which may come from avariety of sources such as agriculture, storm waterrunoff and residential uses.• Organicchemicalcontaminants,includingsyntheticand volatile organics, are by-products of industrialprocesses and petroleum production, and can alsocome from gas stations, urban storm water runoffand septic systems.• Radioactive contaminants, can be naturally occur-ring or be the result of oil and gas production andmining activities. In order to ensure that tap water is safe to drink,EPA prescribes regulations that limit the amount ofcertain contaminants in water provided by publicwater systems. FDA regulations establish limits forcontaminants in bottled water that must provide thesame protection for public health. Somepeopleinthegeneralpopulationmaybemorevulnerable than others to contaminants in drinkingwater. Immuno-compromised persons such as thosewith cancer undergoing chemotherapy, persons whohave undergone organ transplants, persons with HIV/AIDS or other immune system disorders, some elderlyand infants can be particularly at risk of infection.These people should seek advice about drinking waterfromtheirhealthcareproviders.EPA/CDCpublishedguidelines on appropriate means to lessen the risk ofinfection are available from the Safe Drinking WaterHotline (800-426-4791). If present,elevatedlevelsofleadcancauseserioushealthproblems,especiallyinpregnantwomenandyoungchildren.Leadindrinkingwaterispri-marily from materials and components asso-ciatedwithservicelinesandhomeplumbing.Thereisnothinginthetreatmentprocessthatwould introduce lead into thewater; therefore, DoyonUtilities tests at theindividual servicelocations. If abnor-mal levels of lead orcopper are detectedin the water sup-ply,residentswillbenotifiedandDoyonUtilitieswillinitiateaction to correct theLead/Copper in Drinking WaterHydrant MaintenanceHydrant maintenance is a top prior-ity for our utility! Twice a year, Mayand September, we visit each hydrant inour system. We test the water flow at eachhydrant and make sure each one is workingproperly. This is our way to provide superiorfire protection to ensure the safety and wellbeing of our consumers.Source Water Assessment For the last several years, the ADEC hasbeen working on assessments of the vulner-ability of the water sources that providewater to all of the public water systems inAlaska. The source water assessment forFortWainwrightWaterTreatmentPlanthasbeen completed and is available for reviewby contacting Kathleen Hook at 907-455-1540, or by visiting the Noel Wien Libraryin Fairbanks.Terms and Abbreviations UsedAction Level (AL): The concentration of a contaminantwhich, when exceeded, triggers treatment or other re-quirements which a water system must follow.MaximumContaminantLevel(MCL):Thehighestlevelofacontaminantthatisallowedindrinkingwater.MCLsare set as close to the MCLGs as feasible using the bestavailable technology.MaximumContaminantLevelGoal(MCLG):Thelevelof a contaminant in drinking water below which, thereis no known or expected risk to health. One method to minimize the riskof lead or copper contamination is to let thetap water run for 30 seconds to 2 minutesto flush any water that has been sitting forseveral hours. Drinking Water Test Results3Drinking water, including bottled water,may reasonably be expected to containatleastsmallamountsofsomecontaminants.Thepresenceofcontaminantsdoesnotneces-sarily indicate that the water poses a healthrisk. More information about contaminantsand potential health effects can be obtainedby calling the EPA’s Safe Drinking Waterhotline at 1-800-426-4791. Fort Wainwright routinely monitors forcontaminatesinyourdrinkingwateraccord-ingtoFederalandStatelaws.Thetableaboveshows the results for substances detectedfor the period 1/1/12 to 12/31/12 and liststhe Regulated Contaminants required to bemonitored by the EPA that were detected inyourwater.DoyonUtilitieshasawaiverthatdoesnotrequireustotestforasbestos.WhileyourdrinkingwatermeetsEPA’sstandardforarsenic, it does contain low levels of arsenic.EPA’s standard balances the current under-standing ofarsenic’s pos-sible healtheffectsagainstthe costs ofr e m o v i n garsenic fromdrinkingwater.EPAcontinuestoresearchthehealtheffectsoflowlevelsofarsenic,whichisa naturally occuring mineral known to causecancerinhumansathighconcentrationsandis linked to other health effects such as skindamageandcirculatoryproblems.Exceptfora single contaminant, all the substances wefound were present in quantities below theEPA limits for safe drinking water. The pres-ence of these contaminants in the water doesnotnecessarilyindicatethatthewaterposesahealth risk. An assessment completed bytheU.S.ArmyCorpsofEngineers(USACE)identified that although our raw (untreated)water is susceptible to potential sources ofcontamination, such as fuel storage tanks,they have not impacted our supply of water.The water is then treated to Alaska De-partment of Environmental Conservation(ADEC) drinking water standards prior tobeing distributed to your home. The watertreatment plant consists of a small, pressur-ized green sand filter plant connected to thewaterdistributionsystem.Muchofthewaterdistribution system is enclosed in the vastutilidor system. The treatment process is fairly simple. Asthe water from the primary and secondarygroundwaterwellsentersthewatertreatmentfacility, it is mixed with potassium perman-ganate. This chemical is used to aid in theremoval of iron and manganese, which arenaturally occurring substances in ground-water. The water flows through several filtersdesigned to remove the iron and manganesewhich can cause stains, tastes and odors inwater if not removed. After the filtrationprocess, the produced water is mixed withsodium hypochlorite (disinfects the water),soda ash (adjusts the pH), and sodiumhexameta-phosphate (prevents corrosion inthe distribution system). The finished wateris tested three times daily to ensure the pH,chlorine residual and fluoride content are attheiroptimumlevels.Additionally,wecloselymonitor all drinking water contaminantsrequired by the EPA Safe Drinking WaterAct.Weareproudtoreporttheresultsofourwaterqualitytestsandallowyoutohavecom-plete confidence in the water you consume.
