government’s medium-term fiscal strategy – provided basis for preparation of annual budget (€450B) and
fiscal reforms, and fulfilled European Commission requirements under Excessive Deficit Procedure
• Produced three official forecasts (including risk assessments) per year identifying macroeconomic variables
for Spain/world used for development of budget, design of economic policy and risk assessment.
• National Reform Program: Applied dynamic general equilibrium models to determine quantification of
structural reforms and reconstruction of medium/long-term path of growth and employment – played
integral role in implementation of reform agenda, considered instrumental in post-recession recovery
• Executed follow-up of Spanish/international economic juncture and short-term forecasting -- generated ~50
intermediate forecasts per year for direct use by Minister of Economy
• Created ~80+ internal reports providing structural analysis of Spanish/international economy (e.g.
progress on imbalances reduction, financial sector health, structural obstacles for recovery of credit growth,
drivers of competitiveness and the current account, domestic and international factors of vulnerability,
optimal tax system reforms, income inequality and labor supply incentives) and
proposals/recommendations to Minister of Economy for solutions and economic policy measures
Represented Spain as state economist in four top-level committees:
• UE Economic Policy Committee (EPC-ECOFIN): oversaw adoption of decisions of Economic Policy
Coordination by Member States (in terms of liberalising reforms, budgetary consolidation, pension reform
or correction of macroeconomic imbalances)
