• Main activities and responsibilities 2012 – today: Head of the Sustainable Mobility Section
Head of the newly formed section, responsible for the promotion of all activities related to
sustainable mobility, ITS and rail based systems. Duties include the implementation of the
Nicosia Sustainable Urban Mobility Plan, the development of sustainable urban mobility plans
for the other cities of Cyprus and the development of a National Strategic Transport Plan, the
coordination of the feasibility study for a tramway system in Nicosia, the development of ITS
and GIS systems, the participation in EU programs related to sustainable mobility, the
continuous assessment of the public transport system and the implementation of pilot projects
relating to cycling and walking.
2007 – 2012: Manager of the Programme for the Enhancement of Public Transport
Appointed by the Council of Ministers as the Programme Manager for the Enhancement of
Public Transport. In this capacity, coordinated all actions and activities of the Programme,
which was co-funded by the EU Structural Funds for the period 2007 – 2013,including the
development of the Integrated Mobility Master Plan for Nicosia (SUMP). Between June 2008
and December 2011, was seconded to the Headquarters of the Ministry of Communications
and Works, in charge of the Programme Management Unit set up by the Minister.

2002 – 2007: Head of the Planning, IT and European Union Section
Responsible for all EU related matters, such as participation in programmes, planning for EU
funds (Cohesion Fund, TEN-T Fund, Structural Funds, Transition Facility), harmonisation with
EU Acquis, advising the Ministry of Communications and Works, reviewing and commenting on
proposals for legislation in the field of road transport.
Led the effort for initiating the Programme for the Enhancement of Public Transport for the
whole of Cyprus, and securing co financing from the Structural Funds for part of the Programme
associated with Nicosia.
Project Manager for a Study and Implementation of ITS in Cyprus. The project was funded by
the Transition Facility Fund of the EU.
Project Manager of the Study for a Highway Management System, funded under the 4th
Financial Protocol between Cyprus and the EU. It resulted in a GIS based management
information system.
In charge of Information Technology at the Department, dealing with requirements analysis,
planning and managing the IT systems and equipment. Responsible for the implementation of
the Department’s IT Strategic Plan.
In charge of training and professional development at the Department, responsible for
establishing the needs and organising and evaluating training programmes.
Responsible for long, medium and short term planning of road infrastructure development and
supporting studies.
1999 – 2002: Supervising Resident Engineer
Worked as resident engineer of the supervision team for four Contracts of the Larnaca –
Protaras Highway, executed simultaneously with a total contract value of approximately CY₤16
million (€28 million).
1991 – 1999: Planning and Section
In charge of the Department’s IT and training functions. The information technology unit was
set up for the first time in the department in 1991. The department’s liaison for the study for a
Strategic IT plan for the Department, carried out in 1999.
Became the Departmental Training Officer in 1993, having successfully completed the Training
for Trainers programme of the Training Institute of Manchester.
Was assigned as the Department’s liaison in the EU Acquis Communautaire screening and
then the legislation harmonisation process. Also responsible for the Transport Infrastructure
Needs Assessment (TINA) process for Cyprus, which resulted in the definition of the Trans-
European Transport Network (TEN-T).
1989 – 1991: Study Leave
Successfully completed a two year educational programme, leading to a Master’s Degree in
Information Systems in the USA, having gained a full scholarship from the Cyprus – American
Scholarship Programme.
1980 – 1989: Transport Engineer in the Transportation and Planning Section
Appointed initially on contract, became permanent engineer in 1985. Worked on a number of
projects, such as the Limassol Traffic Study, the traffic impact study of new government
buildings, the Paphos traffic study, the Paralimni traffic study, the Agia Napa traffic study as
well as on various road feasibility studies. Developed an in-house methodology for a cost-
benefit analysis.
