CAREER OBJECTIVE
A professional career in an international organization relevant to my background in procurement/contract
management as well as program/project management which can provide me with opportunities for continued
growth and career advancement in line with my professional expertise and qualification. I would always be
flexible, willing to learn and work with optimistic attitude to provide the best contribution to my employer.
SUMMARY
 Over 26 years of experiences working in the program/project management with focus on renewable energy
(solar energy), energy policy, electricity connection & power generation, railways, water resources and
disaster management sectors.
 In depth knowledge in managing disbursement forecast as well as actual disbursement in line with the
performance of project activities on site as part of project monitoring and monitoring activities.

program/project management procedures to confirm the procurement activities have been applied in line with

 Having active role in the internal ex-post evaluation that has to be applied for projects that have been finished

PROFESSIONAL ACCOMPLISHMENT
2008 – Present Japan International Cooperation Agency <JICA Indonesia>
This is a Donor Agency under the Government of Japan which provides a number financing
support schemes in the forms of technical assistance, technical cooperation, grant aid, and soft
loan for a number of loan/non-loan projects in Indonesia. The tasks of Senior Program Officer,
among others are consisting of:
 Oversee and monitor the implementation of a number of infrastructure projects under
Japanese ODA Loan with total annual turn-over is around US$50 million (water resources
and disaster management sector).
 Supervise and in-depth examination on the implementation of procurement and contract
management procedures (including reviewing the procurement procedures) carried out by
the relevant Executing/Implementing Agencies.
 In terms of project management/supervision (including review on contract amendment
procedures), routine disbursement forecast has to be made on monthly basis in order to
provide detailed monitoring system (including recovery effort) to project implementation on
site in line with target provided by JICA and the Executing/Implementing Agencies.
In terms of procurement and contract management, the job covers the following tasks:
 Review of pre-qualification document(s), pre-qualification evaluation result(s), tender
document(s), technical evaluation result(s), financial evaluation result (s), and contract (s) of
the relevant loan funded construction/civil works packages submitted by the Executing
Agency (for procurement of goods and services) ;
 Review of the shortlist(s), request for proposal document (s), technical evaluation result (s),
financial evaluation (s), and contract(s) submitted by Executing Agency (for employment of
consultant);
 Regarding on-going projects, review of explanatory note(s) and contract amendment(s) due
to changing the scope of works/services and contract prices (for both construction works
and consulting services).
Currently, I am in-charge (from 2012 – present) for a number of projects under “water
resources and disaster management sector” (the Executing Agency is Ministry of Public
Works). Among others, those are:
 Jatibarang Multipurpose Dam Construction Project (Semarang Upper River Basin);
 Semarang Pond Pumping Station Construction Project (Semarang Lower River Basin);
 Wonogiri Multipurposes Dam Construction Project (B. Solo Upper River Basin);
 Multipurposes Dykes Construction Project (Bengawan Solo Lower River Basin);
 Mt. Merapi, Progo River and Mt. Bawakaraeng Urgent Disaster Projects (Sabo Dams);
 Flood Control System Improvement Projects (Padang, Palembang, Surabaya, Mojokerto,
Gorontalo, and Manado River Basins);
 Flood Control System Improvement Projects (Citarum Upper River Basin);
 Flood Control System Improvement Projects (East Pluit Pumping Station).
Formerly, I was in-charge (from 2008 – 2012) for a number of projects under “transportation
sector” (the Executing Agency is Ministry of Transportation). Among others, those are:
 Jakarta Mass Rapid Transit (MRT) Project (Underground and Elevated Railway Tracks);
 Double Tracking on Java South Railway Line Project (Cirebon – Yogyakarta);

 Double Tracking of Java North Railway Line Project (Cikampek – Cirebon);
 Electrification and Double-double Tracking of Main Railway Line (Jabodetabek);
 Maritime Telecommunication System Development Project (Indonesia);
 Urgent Rehabilitation Project of Tanjung Priok Port (Jakarta);
 Depok-Depot and Power Substation Railway Project (Depok);
 Surabaya Airport and Additional Works (Surabaya).
2005 – 2008 Agency for Rehabilitation & Reconstruction of Aceh and Nias <BRR NAD – Nias>
This is a Financing Agency under the Government of Indonesia which was established in 2005
just after the tsunami disaster happening along the coast line of Aceh and North Sumatera. This
Agency provides a number of government funded projects as part of rehabilitation and
reconstruction efforts in Aceh and Nias. The tasks of Project Manager, among others, covered
the followings:
 Annual programming and budget planning of the proposed projects submitted by project
proponents (in Aceh and North Sumatera);
 Oversee procurement and contract management, and monitor project implementation and
management in accordance with the proposed targets;
 In-depth monitoring of disbursement plan and management in accordance with project
performance on site;
 Continuous monitoring-evaluation was also performed so that projects execution to be “in
compliance” with the prevailing procedures.
During my assignment, I was also involved in the budget preparation and management
(including from Multi-Donor Trust Fund) under “energy and power sector” in BRR NAD-Nias
(with total annual turn-over is approximately US$ 6 million) which covered the followings:
1. Rehabilitation projects in the power sector (such as diesel power plant, power distribution,
and household connections) in collaboration with PLN Regional NAD;
2. Facilitation and mediation to obtain financing for development of hydro power plant (at
Peusangan, District of Aceh Tengah), geothermal power plant (at Mt. Seulawah Agam,
District of Aceh Besar), fuel depot for PT Pertamina (at District of Simeulue Island), and
development of potential wind plant(s) in several areas (at Aceh and Nias Island);
3. Development of a number of small renewable energy projects (such as solar power systems
and micro hydro plants) in a several rural areas.
2002 – 2005 United States Agency for International Development <USAID Indonesia>
This is a Donor Agency under US Government which provides a number financing support
schemes in the forms of technical assistance and grant aid for a number of projects for energy
policy reform and pilot projects implementation in Indonesia. The tasks assigned to Project
Management/Development Specialist, among others are:
1. Regular monitoring and evaluation on project implementation to ensure significant impact
can be achieved in line with result oriented target;
2. Establish recovery plan to eliminate obstacles which might hinder the achievement of the
above-mentioned result oriented target;
3. Regular budget planning and accrual analysis, relevant procurement plan, technical review of
on-going and proposed project, and involvement in fact finding mission.
Besides, I was also in-charge for “economic growth” projects with total annual turn–over around
US$500,000 to cover the following project activities:

 Development Credit Authority (DCA), a specific tool to be provided to facilitate partial credit
guarantee (maximum 50%) to facilitate loan financing to a number of SMEs;
 Technical Assistance to support the establishment of Jakarta Bus Rapid Transit (BRT) in
Jakarta Area which is popularly named as Trans-Jakarta under DKI Provincial Government;
 Technical Assistance to support the Energy Policy Reform (Oil & Gas Sector) and Power
Sector Restructuring (Electricity & Power Sector) in line with the establishment of new Oil
& Gas Law and Electricity Law.
1988 – 2002 Agency for Assessment and Application of Technology <BPP Teknologi>
This is a Research Agency under the Government of Indonesia which was established to provide
assessment and application of new technology before its wide-spread use across the country
through the implementation of pilot projects under collaboration with overseas research
agencies in several areas in Indonesia. This Agency provides a number of government funded
pilot projects which I was assigned to manage, among others, are as follows:
 Project Financial Analyst for feasibility study of first Coal Mine-Mouth Mini Power Plant (2
x 7 MW) in cooperation with PT Indonesia Power and PT Berau Coal <the 1st
mine-mouth
coal pilot project in Indonesia>;
 Project Engineer for executing site surveys, market potential assessment,project preparation
and supervision, systemcomponent tests,site acceptance tests and capacity building for local
operators > development of photovoltaic/diesel hybrid power systems (14 x 40 kW) in
Central and South-East Sulawesi under Eastern Indonesia Hybrid Energy Project funded by
Aus AID <introduction of pilot project(s) in Eastern Indonesia>;
 Project Manager for the execution of site surveys, market potential assessments, project
preparation, and project implementation > development of photovoltaic powered submarine
lighting systems along coasts of North Java under Fishermen Lighting Development Project
<the1st fishermen lighting pilot project(s) in Indonesia>;
 Project Engineer for electrical work project supervision > Lahendong Geothermal Power
Plant Project owned by PT PLN (Persero) in Minahasa, North Sulawesi <the 1st
geothermal
power plant project in Lahendong, North Sulawesi>;
 Project Engineer in managing site surveys and feasibility study > health clinic photovoltaic
powered systems funded by DECON (Germany) in cooperation with the Ministry of Health
<introduction of stand-alone health clinic power plant in Maluku>;
 Project Coordinator in managing technical assessment > monitoring & evaluation of
photovoltaic power systems for lighting and pumping systems in Gunung Kidul, Yogyakarta
funded by NEDO (Japan) <monitoring-evaluation of grant-aid project>;
 Project Consultant for the implementation of consulting services on energy conservation and
management for public transport which was funded by ETSU/Fuel Wise Project (United
Kingdom) in cooperation with the Ministry of Energy and Mineral Resources <the 1st

energy management for transportation sector in Indonesia>;

rural electrification funded by French Protocol Aid Project in cooperation with the Ministry

 Project Coordinator for refurbishment and rehabilitation of 10 units photovoltaic powered
pumping systems in NTT funded by GTZ (Germany) <recondition of old photovoltaic
powered pumping systems in NTT>;
 Project Engineer/Coordinator for the execution of site survey, market assessment, system
component test, capacity building for local operators, project preparation, commissioning
and supervision, site acceptance test > photovoltaic/diesel hybrid powered systems (45 kW)
for rural electrification in East Kalimantan funded by French Protocol Aid Project in
cooperation with the Ministry of Transmigration & Resettlement <preparation of pilot
project(s) in Kalimantan>;
 Project Coordinator for conducting site surveys on photovoltaic powered lighting systems
(50MWp) in Central Sulawesi financed by AusAID (Australia) <preparation of pilot

  • 4. 4 CURRICULUM VITAE PROFESSIONAL ACCOMPLISHMENT 2008 – Present Japan International Cooperation Agency <JICA Indonesia> This is a Donor Agency under the Government of Japan which provides a number financing support schemes in the forms of technical assistance, technical cooperation, grant aid, and soft loan for a number of loan/non-loan projects in Indonesia. The tasks of Senior Program Officer, among others are consisting of:  Oversee and monitor the implementation of a number of infrastructure projects under Japanese ODA Loan with total annual turn-over is around US$50 million (water resources and disaster management sector).  Supervise and in-depth examination on the implementation of procurement and contract management procedures (including reviewing the procurement procedures) carried out by the relevant Executing/Implementing Agencies.  In terms of project management/supervision (including review on contract amendment procedures), routine disbursement forecast has to be made on monthly basis in order to provide detailed monitoring system (including recovery effort) to project implementation on site in line with target provided by JICA and the Executing/Implementing Agencies. This Agency provides a number of government funded projects as part of rehabilitation and reconstruction efforts in Aceh and Nias. The tasks of Project Manager, among others, covered the followings:  Annual programming and budget planning of the proposed projects submitted by project proponents (in Aceh and North Sumatera);  Oversee procurement and contract management, and monitor project implementation and management in accordance with the proposed targets;  In-depth monitoring of disbursement plan and management in accordance with project performance on site;  Continuous monitoring-evaluation was also performed so that projects execution to be “in compliance” with the prevailing procedures. During my assignment, I was also involved in the budget preparation and management (including from Multi-Donor Trust Fund) under “energy and power sector” in BRR NAD-Nias (with total annual turn-over is approximately US$ 6 million) which covered the followings: 1. Rehabilitation projects in the power sector (such as diesel power plant, power distribution, and household connections) in collaboration with PLN Regional NAD; 2. Facilitation and mediation to obtain financing for development of hydro power plant (at Peusangan, District of Aceh Tengah), geothermal power plant (at Mt. Seulawah Agam, District of Aceh Besar), fuel depot for PT Pertamina (at District of Simeulue Island), and development of potential wind plant(s) in several areas (at Aceh and Nias Island); 3. Development of a number of small renewable energy projects (such as solar power systems and micro hydro plants) in a several rural areas. 2002 – 2005 United States Agency for International Development <USAID Indonesia> This is a Donor Agency under US Government which provides a number financing support schemes in the forms of technical assistance and grant aid for a number of projects for energy policy reform and pilot projects implementation in Indonesia. The tasks assigned to Project Management/Development Specialist, among others are: 1. Regular monitoring and evaluation on project implementation to ensure significant impact can be achieved in line with result oriented target; 2. Establish recovery plan to eliminate obstacles which might hinder the achievement of the above-mentioned result oriented target; 3. Regular budget planning and accrual analysis, relevant procurement plan, technical review of on-going and proposed project, and involvement in fact finding mission.
