ovat and now Caterpillar Tunneling have always had
a design philosophy of building durable machines
meant for the toughest jobs with the intention of those
machines being rebuilt for tougher jobs to follow.
This fall Caterpillar Tunneling Canada Corporation (CTCC)
has further expanded on that history and opened the newest
expansion to its factory at 441 Carlingview in Toronto.
The new space is a 15,000 sq ft addition with dedicated
infrastructure designed to efficiently process the refurbishment
of TBMs. The expansion consists of indoor and outdoor concrete
space that is serviced by a North – South running 50T crane, a
100T rail system running East – West connecting the new space
to the adjacent existing factory. We have also added a 1,000 sq ft
environmentally friendly wash bay using recycled water to clean
used TBMs and their components.
The building’s mandate is to effectively refurbish two
utility sized TBM’s while the main facility continues to
provide refurbishment capability for larger diameter TBM’s.
Using a combination of roll up, flap and sliding doors,
CTCC can take delivery of a used TBM, thoroughly wash it
to perform an accurate inspection of the machine and then
rebuild it to meet a customer’s requirements. To maintain
the highest level of safety and minimize our impact to the
environment, the building is designed with R20 insulation
value and a 2 hr fire rating.

T
he City of Edmonton has a rich
tunnelling history reaching
back more than a hundred
years. In the early days, the
work was done with picks and shovels
during chilly Edmonton winters. Today,
Edmonton’s tunnelling team is known
around the world as a unique and expert
municipal design and construction group
with projects on-going in Edmonton
and throughout western Canada. In a
small facility in west-central Edmonton,
the team has assembled an inventory of
trenchless equipment that is the envy
of major construction firms throughout
North America. That inventory includes
several Cat Tunnel Boring Machines
“We have seven Cat units in our
fleet right now, and five of them are
currently in the field or just broke
through on projects and are awaiting
refurbishment before their next
deployment,” says Ray Schneck,
General Supervisor of Equipment
with the City of Edmonton Drainage
Services Design and Construction. The
most senior TBM currently in the fleet
is a 100" Series 1900 TBM machine
purchased in 1975 and refurbished by
Caterpillar in 2000. Another 100-inch
machine was purchased in 2000 and
just returned from a “road trip” on a
project in Calgary. It will receive a light
overhaul before being deployed again in
downtown Edmonton within months.
In 2010 the City of Edmonton added
to its fleet a 159" Series 25500 TBM
machine which is currently completing a
1.7 km project.
Safety and innovation have played
a major part in the ongoing business
relationship with Caterpillar, with good
communication from the sales group,
project managers and field staff.
“We have had a long strong
relationship with Caterpillar for the
last 35 years, benefiting from their
knowledge developed from years of
tunnelling experience worldwide,” says
Schneck.
Through the years, Caterpillar has
kept those machines going with major
refurbishments, spare parts, technical
support and field service.
A Cat 159" TBM is currently
completing a project called Mill Woods
Double Barrel in south Edmonton.
The machine was built by Caterpillar
specifically to meet the City’s needs.
“It’s a very basic machine,” says Frank
Policicchio, Director of Construction
for the Edmonton team. We went to
Caterpillar and asked them to build an
old-fashioned workhorse for us. It has
been an incredible machine.” The 159"

Just south of Policicchio’s
Millwoods Double Barrel, a Cat 102
TBM just emerged after completing a
two kilometer project. That machine
was purchased directly from Caterpillar
as a refurbished unit just before this
project. As is typical, the Cat TBM
performed flawlessly.
The City of Edmonton is also
working in other municipalities on a
series of projects and recently broke
through at Nose Creek and 16th Avenue
in Calgary after encountering very
challenging ground conditions. “That’s
where our partnership with Caterpillar
really pays dividends,” observes
Policicchio, “ technical advice and
project support. It’s why we have so
many of their machines in our yard.” TI

T
he Caterpillar Tunneling Canada
Corporation (CTCC) strongly
incorporates on-time delivery
of TBMs as a key factor in meeting
the expectations of our clients. The
commitment to accomplish this has
become a company-wide priority. Over
the past two years, Cat Tunneling has
developed a Project Management Office
with the assistance of a proven, strategic
partner. Today, CTCC has implemented
a company-wide project management
methodology that uses a structured
approach to planning and control. Each
TBM project at CTCC follows a two-
phase approach as detailed below.
Planning Phase (Fig. 1)
The Project Team is assembled with
key stakeholders from across the
organization. This team generates the
Project Charter which clearly defines
the objectives and scope of the project.
A high level plan is created to identify
the project’s critical path and the area of
initial focus during detailed planning.

The detailed plan of a single TBM
project typically consists of more than
2,000 activities. For each activity
identified, the duration to completion
is assigned along with the person
accountable for reporting on its status.
The relationships amongst all activities
are defined and the baseline schedule is
established.
Control Phase
CTCC values the importance of
each TBM project manufactured by
Caterpillar. For this reason, each project
is subject to a weekly control cycle to
monitor progress. This ensures that
all issues are addressed in a timely
fashion and team focus is maintained on
achieving the target completion date.
During each control cycle, team
members are required to report on the
status of their near term activities via
a web based tool. At the end of each
control cycle, the Project Team meets to
review project status and drive action.
During this meeting project metrics are
analyzed including activity start on-time,
activity finished on-time and target date
variance.

To further facilitate project
awareness, a memo summarizing the
project status and metrics is distributed
across the organization. Throughout the
life cycle of the project, compression
sessions are organized to maintain
constant focus and pressure on the
controlling paths.
Using the methodology summarized
above, our project teams are now
better equipped to identify problems
early in the project and drive solutions
in a proactive manner. We have seen
improved communication and teamwork
as groups across the organization focus
on one plan and one goal: to deliver
quality TBMs on time, thereby meeting
the commitment we have made to you
