Under Executive Order No. 292, the Civil Service Commission has numerous mandated functions including administering and enforcing the merit system across the Civil Service, prescribing rules and regulations to carry out Civil Service laws, and rendering opinions on personnel matters that are binding across government agencies. The Commission also formulates policies on classification, compensation, and retention of qualified public servants, hears appeals of personnel cases, and advises the President on personnel management issues.
