For sugar, the CS fined a company for anti-competitive practices and ordered it to cease discriminatory pricing. In rice, entry barriers favor incumbent firms and costs consumers an estimated $1.46 million annually. The CS recommended reforms to laws governing both industries to eliminate barriers and promote competition.
