This dissertation paper analyzes investments planned for marine infrastructure in East Macedonia - Thrace region under the 4th European Community Support Framework 2007-2013. The paper first examines the significance of public-private investments in the region's harbor systems. It then reviews modern trends in global marine transport and Greece's role. The paper also outlines the relevant European and Greek legislation governing the transportation sector. Specifically, it analyzes the current state of the ports of Alexandroupolis and Kavala, including past projects and planned investments. The internal rate of return is calculated for each port's operational sectors to determine project profitability. Photographic appendices document construction progress at the ports of Alexandroupolis and Kavala.
