Cobia has eight countries, sporting two major powers that are in an economic and military race. The three largest countries, Algo, Omne, and Utro have developed PS-182M, a weapon of mass destruction. There are 2 major alliances: Algo’s alliance with Utro and Bata, and Omne’s Alliance with Sarto. The field testing of this weapon in Cobia has put all citizens health at risk and are damaging crops and live stock. Also, lab testing, though with lower emissions of dangerous chemicals, are also contaminating the air with dangerous pollutants. The non-aligned states of Cobia, Ingo Carta, and Exton, Ingo and Carta have set up a conference to negotiate on an agreement to bring under control the development and testing of PS-182M.Main negotiating issues:Complete BanField testingLab TestingInspection methods to ensure bans are abide to (if countries agree to a ban)Aerial Delivery systemsOther Possible Negotiating IssuesCross-border trading Military protectionNew alliances
UtroThird most powerful country in CobiaA manufacturing stateFairly large military and navy half the size of AlgoManufacturing state and highly dependent on imports of raw materials and thus trades with all countries of CobiaAlly with Algo and dependent on their technology for its industryWant to create an economic community with two non-aligned states-Ingo and CartaGoals:Maintain peace above all costsMaintain alliance with Algo; must be supportive to major ally due to economic and trading relationships Maintain good relations with non-aligned statesEspecially with special economic relationship between Carta and Ingo, a successful agreement that benefits the non-aligned states will improve our relationship with them and thus create more trading and economic opportunitiesOpening Position:Comprehensive Chemical DisarmamentAnchor Effect- Aiming high for easier concessions later onTarget Point:Complete Test BanPros:Ensures the health of all the citizens and make the non-aligned states happyStops Omne from advancing its weapon-since they have an advantage in the development already, if they perfect the weapon earlier than Algo, it will put our country and alliance at riskBottom Line/Reservation Point:Partial Agreement with some kind of control/ banRoleSupportive; trying to make all countries reach some agreement without angering any party
Primary method of problem-solvingProposal and counter proposals.Cooperation and collaboration. This stage occurred mostly in the break time, not in the actual negotiation process.None of the countries openly/directly stated their BATNASHowever, hinted that there could be possibly a war if an agreement were not reached. Not all issues were negotiableOmne refused to negotiate on complete disarmament of PS-182M.
Importance of outside influencesHighly importantSupporting and pressure , facilitate the negotiationImportant factor to the positions of UtroAlgo was high influencing on our positionsWhat we say was changed depending on what Algo saysOutside Influences from non-aligned states: the turning point between a successful agreement and unsuccessful agreementBecause of the strong test-ban alliance that was created, we managed to make Omne concedePerception played a huge roleFramed our outcomeEveryone started off the negotiation with a collaborative mindset. This led us to be more open with each other, focused on similarities, and made it easier to form alliances
MediatorQuite an important role as they set the tone and atmosphere of the negotiate at the beginningManaged the general speaking order and provided rules for the negotiationOur mediators facilitated cooperation, creativity, and “win-win” solutions which helped countries come together and work togetherHelped get negotiation back on trackSometimes, halted negotiations for no reasons. This interrupted the negotiation progress just went parties were at critical agreement reaching timesCould have had a bit more structure regarding the actual negotiation of issuesDid not do anything when parties kept repeating their answers or diverged from current negotiating topicEnded up negotiating on the same issues over and over again
A good agreement for everyone but it was least favourable forexcept OmneComplete Test Ban Field TestsLaboratory TestsMandatory invitations for on-site inspections to ensure Complete Test Ban is withheld… but a minor detail was not discussed As Utro we have a smaller version of the chemical weapon. Other countries forgot about our possession of chemical weaponsDid not see us as a threat and did not address the issueIn fact we were noted as one of the countries that was allowed to be a part of the inspection team for OmneIf we had a strong hidden agenda regarding its use we may have been able to manipulate the situation but given our instructions this was not the goal
How we reached a complete test ban with invited, mandatory, on-site inspectionsAnchor Affect- we started with our highest goal of comprehensive chemical disarmament. Omne made a stated their bottom line during their opening statementWe did not give easy concessions, especially in the beginning Focused on determining similarities rather than differencesStrong collaboration between Algo Alliance and Non-Aligned StatesHaving all negotiators be personable and take reasonable approachedReceived no threats and ushered no threats. This allowed everybody to save face
TimeMinimal Prep Time- if we had a choice we would have prepared moreMajority of decisions made last minutesPowerEveryone lacked authority over written lines in case and this resulted in skewed interpretations Smaller less powerful countries needed to appease larger countries (according to their instructions). This caused delays and confusion.Unanimous rule takes much longer to achieve that majority ruleInterdependence of countries and alliances helped pressure countries and provide support for ideasInformationHard to have a successful integrated negotiation with lack of informationDifficult to generate out of box solutions with constraints from ministersHard to focus on interests when people do not know what they really wantInterpersonal dynamicsSome people just repeated facts which did not really advance the situationTrust and Honesty Dilemma – some people knew each other externally but generally it was difficult to gauge how much to trust each otherTacticsAim high to positively Anchor your team, but still be reasonable.Never state your bottom lineUse Alliances –even with the weakest countries, this helps to build overall support
