The Centre for Learning on Evaluation and Results for Anglophone Africa (CLEAR-AA) is seeking a Junior Researcher X2 to support its vision of promoting evidence-based policymaking in African states. Key responsibilities of the role include conducting research, organizing workshops, quantitative and qualitative data analysis, report writing, and engaging stakeholders. The ideal candidates will have a Master's degree in a relevant field like development studies, strong research, analytical, and writing skills, and the ability to work in a collaborative team environment. The contract is up to one year with a probation period and salary range of R6000 to R10000 depending on full or part-time status.

Capacity Africa will host its 3rd International Monitoring and Evaluation Symposium from the 4th to 6th December 2018 at the Hilton Hotel Nairobi-Kenya. The three day symposium will bring together M&E practitioners from public, private, academic and development spheres to highlight developments, challenges, contributions, best practices and lessons learnt in use of M&E Data for program design and implementation. The use of M&E can play a significant role in strengthening national programs, reduce costs and provide information and evidence for policy and decision making by leveraging key decision makers to improve the availability and use of information.
The Symposium is the 3rd since its inception. Capacity Africa has had successful symposiums since 2015 hosting hundreds of delegates and key speakers to discuss processes, practices and milestones achieved within the broad theme in Monitoring and Evaluation.
The 3rd M&E Symposium aims at strengthening the capacity of individual organizations to improve data quality,and to use high-quality data for efficient, evidence-based decision making. 1. CLEAR AA Junior Researcher X2
The vision of the Centre for Learning on Evaluation and Results for Anglophone Africa (CLEAR-AA),
based at Wits University, and with partners in Kenya and Ghana, is to support development
anchored in evidence, learning and mutual accountability.
To achieve this vision, CLEAR-AA supports the use of information generated from Monitoring &
Evaluation (M&E) and Performance Management (PM) systems for evidence-based policy by African
states.
CLEAR-AA is one of 6 Regional Centres of this global program, with its Secretariat based at the World
Bank. The global objective of the CLEAR programme is to support regional centres to provide in-
region capacity development and technical assistance services, and global learning to strengthen
practical knowledge-sharing on M&E and PM across regions.
CLEAR’s extensive M&E capacity development programme and advisory services reaches into the
continent, providing opportunities for research, development of knowledge products, and
promoting evidence- based evaluation approaches and practices.
Duties
• Meetings with stakeholders and partners, including conducting presentations when
required.
• Organising workshops, and assisting with the logistics and facilitation for training and
dissemination of learning events.
• Data collection, review of administrative documents, databases and archives.
• Carrying out research including designing surveys, carrying out field work both within and
outside of South Africa, setting up interviews with relevant stakeholders, and conducting
focus group discussions.
• Quantitative and statistical analysis, data entry and data cleaning.
• Writing, literature search, reviewing, editing and referencing.
• Writing research reports, policy briefs, and collaborating with senior staff for publication of
research
• Administrative support, correspondence and reporting.
• Provide support in other areas as may be required on an adhoc basis from the CLEAR staff.
• Engagement with social media to raise the profile of CLEAR AA, including Twitter and
blogging;
• Support in writing proposals
Qualifications & skills
•••• Masters degree or post-graduate studies in development studies, public and development
management, Monitoring and Evaluation or related field of study.
•••• Experience in quantitative and qualitative research, literature review and interviewing
techniques.
•••• Strong statistical background would be advantageous.
•••• Strong interpersonal skills and cross-cultural sensitivities. Ability to interact with a variety of
different partners including local communities, education authorities, government officials,
academics, corporate partners and foreign donors.
•••• Ability to be a team player and comfort in working in a collaborative environment
2. • Strong, results-oriented research and analytical skills and ability to find innovative solutions
to real world problems
• Excellent writing skills, including the ability to clearly analyse and explain a complex topic
verbally and in writing
• Fluent communication ability in French would be an asset

The duration of the services of a junior researcher will be up to one year with a two month
probation period. The salary is between R6000 to R10 000 based on whether the candidate is full
time or part-time at CLEAR AA. Ability to travel would be preferred. Driver’s licence essential.
Women and people from previously disadvantaged backgrounds are particularly encouraged to
apply. Working permit in South Africa is a requirement.
