This article entitled 'Cities & Nations' will be published in the June 2015 number of GrandPlace Journal shortly. The author argues that contemporary understanding of nations should include metropolitanisation processes in a new intertwined outcome between community-based nations and urban-based cities.
The Basque Studies Society, Eusko Ikaskuntza, is preparing a 'White Paper on the Geographies of the Basque Country' 2018. On 14th January 2017, some stakeholders were gathered in a participatory setting to discuss and debate on topics such as social capital, diversity, ICT, branding and territorial imaginations and policies. The final aim is to think strategically after leaving behind the political violence dramatic episode and making the best of the territorial synergies onwards. This is the contribution and paper submitted by Dr Calzada (Univ. Oxford) to the strategic period consisting of 2016-2018.

Basque settlement increased in the western states of the US decades ago, particularly in California, Idaho, and Nevada. Alongside this migration phenomenon, Basque Studies programs have been emerging at the University of Nevada, Reno (UNR), Boise State University (BSU), and California State University, Bakersfield (CSUB), particularly in the humanities, including history, anthropology, linguistics, and literature. The impact of the pandemic in Basque e-Diasporic communities in California, Idaho, and Nevada, and, consequently, the deep digitalization process being undertaken at the abovementioned universities, has resulted in an increasing demand for an articulated strategy in community engagement through action research. To respond to this timely challenge, the article suggests a need for a transition towards a Social Science transdisciplinary roadmap to support Basque e-diasporic communities. Basque Studies programs have the potential to act as a transformational policy driver through their virtual connections with the Basque Country and key homeland institutions. This article explores this necessary transition through action research by acknowledging the potential for the three abovementioned US states and the Basque Country to set up a transformational e-Diaspora.

Dr Calzada's Fulbright Scholar-In-Residence reception took place on 10th October 2022 at California State University, Bakersfield. This event contributed to launch the Institute for Basque Studies (IBS) through a renewed academic programme based on trans-disciplinarity, entrepreneurship, and digitalisation by connecting the Basque Country, Wales, and California. The Fulbright reception event presentation focused on opportunities both at the city-regional level for Central Valley as well as from e-diaspora perspective in relation to Boise and Reno's Basque Studies programme. It is up to the IBS now to implement core foundations stemming from Fulbright S-I-R's programme led by Dr Calzada as PI. An efficient coordination within the CSUB and strategic stakeholders under the supervision of the PI in Bakersfield and Kern County will be required to make this Fulbright S-I-R's foundational statement feasible and doable, which should actively endure over time. The 5th December 2022, alongside the IBS-Etxepare agreement signature, a workshop will be held by the IBS to wrap up and put into practice Fulbright SIR-IBS programme's foundational formulation from January 2023 onwards being that co-led by the PI and IBS.

Smart City Citizenship provides rigorous analysis for academics and policymakers on the participatory processes and practices of smart cities to help integrate ICT-related innovation into urban life. Unlike other smart city books that are often edited collections, this book focuses on the business domain and the technological disruptions themselves, also examining the role of citizens and the democratic governance issues raised from an interdisciplinary perspective. Abstract:
In light of the recent ‘tourism-phobia’, there is a need to better understand how tourism could be transformed through new business and social models. Attempts have been made, for example, to identify which experimental tourism models would align with the United Nations (UN) Sustainable Development Goals (SDGs). Nonetheless, research remains scant and the policy paradigm slightly out of date. With the pervasive proliferation of tourism services provided by big tech multinationals such as AirBnB and Uber and the rapid algorithmic disruption of the so-called “sharing economy” paradigm, several European cities and regions are seeking to mitigate the negative side-effects caused by “platform capitalism” in their neighborhoods and local communities. These side-effects include gentrification, privatization of public space, inherent conflicts between visitors/tourists and residents/locals, environmental damage, and precarious working conditions, among others. Thus, this paper explores why tourism in Europe requires new business and social models to neutralise this algorithmic disruption and modify the extractivist neoliberal logic in tourism to develop new, transformative, techno-political, bottom-up, and networked strategies stemming from the city-regional realm. Against the backdrop of the General Data Protection Regulation (GDPR) in the EU that has recently taken effect on 25 May 2018, this paper argues that a new, transformative, tourism paradigm could emerge from the European political left. The push of the city-regional resurgence beyond established nation-states could enable grassroots and institutional tourism initiatives to take the lead and coordinate a political response to achieve further sustainable, equitable, and, ultimately, democratic technological sovereignty in diverse localities through Europe. In conclusion, this paper posits city-regional, bottom-up, and networked dynamics characterised by the GDPR as an opportunity to establish a new techno-political paradigm in tourism by overcoming data and algorithmic extractivist practices.

Over the last decades, globalisation has led to a new class of global citizens. While the access to this global citizenship is still not spread evenly, many have enjoyed the freedom to move, work, and travel with no limits. However, this cosmopolitan globalisation rhetoric of a borderless world has been drastically slowed down by Covid-19. AI is now an important component of sectors such as healthcare, agriculture, public administration and transportation, and is helping to address major challenges such as ageing and climate change. However, there is currently a lack of transparency in algorithmic governance systems, and this is worsened when these algorithms are integrated into already opaque governance structures in our cities. Moreover, over the past decade, the propagation of sensors and data collection machines in so-called ‘smart cities’ by both the public and the private sectors has created democratic challenges around AI, surveillance capitalism, and protecting citizens’ digital rights to privacy and ownership.
This is a policy report elaborated by the Basque Studies' Society to collect a wide range of opinions on the prospective nature of the Basque territory. Dr Calzada has contributed to the report in a 'Collective Authorship' fashion.

Territories is a new and innovative international journal that covers the evolution of theories, notions and concepts, facts and interpretations of empirical analysis related to the field of regional studies. This document provides the draft agenda for a workshop on replicating smart city solutions from the SCC1 projects in follower cities. The workshop will include sessions on the policy context of smart cities, an introduction to replication, and parallel replication workshops on low energy districts, integrated infrastructure, and urban mobility. These workshops will involve presentations from industrial and city partners, as well as discussions on overcoming barriers and the changes needed to successfully replicate smart solutions. The event aims to help follower cities learn from the successful SCC1 projects and implement similar smart city solutions.
Dr Calzada has been kindly invited by the Barcelona City Council to take part in the Board of Directors of the Barcelona City Council on 17th January 2018. The goal is to bring together academics, policymakers, activists, and others to reflect on and debate the future of the commons in European cities and regions.
This paper is a report on the recent special session of papers presented at the Regional Studies Association (RSA) Annual Conference in Dublin, entitled ‘Beyond Smart & Data-Driven City-Regions: Rethinking Stakeholder-Helixes Strategies’. Gurean, nazioaz hitz egitea egokitzen zaigu egunerokotasunean. Nazioa
da hasiera eta nazioa da eztabaida ororen bukaera; baita nazio nola bilakatu
ere. George Orwell 1 -ek, aberri eta nazio ñabarduren ezberdintasunean
azpimarra egin bazigun ere, Benedict Anderson 2 izan zen, ‘komunitate
irudikatu’aren noziopean, gaiari sakontasuna eman ziona eta bera nazioarteko
testuinguruan kokatu zuena. Baina, ez al du naziogintzak bere horretan, duda
asko sortzen, gizarteak egun hezurmamitzen ari diren moduan? Zer gertatzen
ari zaie nazio-aldarrikapenei? Zer da nazioa gaur, eta nola murgiltzen da
egungo eszenatoki global interdependientean? Baliagarri egiten al zaigu
kategoria kultural, sozial eta politiko gisa?
Artikulu honetan, nazioaz baino gehiago, hiriez aritzea da xedea. Izan
ere, nazioa, testuinguru sozial eta politiko zabalak eraginda, metropolitartze
prozesuan sartuta dago. Hala ere, eta ikusten joango garen moduan, batak ez
du bestea ordezkatzen; biak aldarazten ditu ordea, nolabait uztarketa bat
erdietsiz. Ezinbestekoa izanik aldaketa sozio-politikoen ulermenerako, hiri eta
nazioen uztarketa hau ulertu eta aurreikustea ere.
Nazio Batuen Erakundeak (NBE) 3 , 2015ean argitaratu berri duen
moduan, dagoeneko mundu populazioaren %54 hirietan bizi da egun eta,
aurreikuspen guztien arabera, 2050erako populazioaren %66 izanen da
urbanoa. Laburbilduz, mundu urbano batean bizi gara eta horrek ondorio
zuzenak dakarzkie gurea bezalako lurralde txiki baten lurraldegintzaren
ulermenari, estatu-nazioen berregituraketei, eta naziogintzaren aldarrikapenei
oro har.
Orain berriki, hauteskundeak 4 izan ditugu hurrenkeran Erresuma
Batuan eta Estatu Espainiarrean. Emaitzak kontuan izanda,
hauteskundeetan gertatutako joerei erreparatuz, mapak dagoeneko behin eta
berriz aztertzen eta bisturiarekin ulertu nahian tematu gara. Manchester,
Glasgow, York eta Birmingham, batetik; baina Bartzelona, Madril, Valentzia
edota Bilbo bestetik. Eta zergatik? Hirien barnean gertatzen ari baitira
aldaketarik nabarmenenak. Eta ez da harritzekoa. Jabetu gaitezen, adibidez,
irailaren 19ko Eskoziaren independentziarako erreferendumean bezala,
Erresuma Batuko hauteskunde orokorretan ere, Glasgow-en egon den joera
eta boto aldaketa (Labour-retik SNP-ra), atez ate egindako mobilizazio baten
ondorioz izan baita. Bi une ezberdin izanda ere, hiri mailako masa kritikoa
ezinbestekoa da eraldaketa gauzatzeko. Hala nola, egin kontu, Estatu
Espainiarreko Bartzelona eta Madrilen berriki gertatzen ari dena: ‘Barcelona
En Comú’-ko bozeramale den Ada Colau eta ‘Ahora Madrid’-eko Manuela
Carmena, balizko Bartzelona eta Madrileko alkate andreak izatea, hurrenez
hurren. Eta hau ez da kasualitate hutsa.
Iraganean, Atenas, Venezia eta Milan izan ziren moduan, egun Sao
Paulo, Shangai, Istanbul eta Londres dira, nazioarteko aktore gisa, nazio-
estatuen gaindi sarritan ere, nazioarteko politika sektorial askotan akordioak
zuzenean sinatzen dituztenak. Alegia, Brenner-rek 5 (1996) aspalditik
aurreikusi moduan, nazio-estatuen berregituraketa gertatzen ari den honetan,

hiriak lehen mailako aktore bilakatzen ari dira, geroz eta urbanoagoa den
testuinguru global batean. Horrek ere irakurketa alternatibo bat du, ordura
arte mapa globalean agertu ez eta ikusezinak ziren herrialde azpigaratu
deritzogun Afrika, eta Hegoamerikako hiri mordoxka bat, periferia izatetik,
zentro izatera pasatzen ari denean. Urbanizazio prozesu orokorraren ‘Global
South’ (Robinson et. al, 2013)6 gisa honetako zentro berriak azaleratuz: Cape
Town, Nairobi, Curitiba, Shangai edota Mumbai.
Alegia, hiriak dira, arazo globalen antzoki nagusian, protagonista
bihurtu diren aktoreak. Ebidentzia hau argudiatzeko, nazio-estatuek behin eta
berriro tupust egin dute politika global anitzekin. Bestalde, aldaketa
klimatikoaren aferari buruz akordioak lortzeko; uraren erabileraren
gutxieneko akordioak lortzeko; hirien kudeaketarako soluzioak partekatzeko;
edota autonomia/independentziarako erabakitze eskubidea nazioarteratzeko
beharra aldarrikatzeko; hiriak paradiplomaziaren aktore gakoak bihurtu dira
jadanik.
Paradiplomazia hiri globaletan ematen ari da bereziki. Horien artean,
New York-ez gain, Sao Paulo, Istanbul, Bartzelona, Londres eta Shangai
ditugu buru. Azken batean, ‘nazio-estatuak hitz-aspertuan dabiltzan
bitartean, hiriak ekiten diote jardunari’. Hiriak dira beraz, errealitatean eta
gobernantza globala deritzonaren inoperantzia eta inaktibitateari aterabidea
aurkitzen diotenak. Paradiplomazia, beraz, Estatu azpiko entitateen artean
gauzatzen diren nazioarteko harreman gisa defini genezake.
Orduan, zertan gabiltza gurea bezalako lurralde txiki batean, mapari
nahi diogun edo desiratu nahiko genukeen moduan begiratzen? Mapa
geografikoetan, errealitate sozial dinamikoen behaketa jarraia txertatzeari ekin
beharko genioke. Gurean, sarri, estatugintza irudikatu 7 eta galdeketa
kuantitatiboak egiten ditugu, kualitatiboa guztiz ahantziz. Errore galanta.
Maiatzaren 24ko mapak eman duen errealitate sozio-politikoari begiratzea
baino ez dugu, daukagun testuinguru konplexu eta anitzaz ohartzeko
(Calzada, 2011) 8 . [Pagotxa, ondo lerratuko bagenu gure herrigintza,
aniztasunean baina baita ere norabide bakar adostuan.]
Euskal Herria, herritartasun/landatik autodefinitu izan den lurralde
bat da: industria-zonaldeak gailendu ziren arte, industrializazio aroan. Zer
litzateke Euskal Herria Bilborik gabe? Gipuzkoa ulertzerik bai, Pasaia,
Errenteria, Mondragon, Tolosa, Ordizia/Beasain, Azkoitia/Azpeitiarik gabe?
Nafarroa bai, baina Iruñeak ez al du nagusitasun historikorik? Galderak dira
bai. Baina badago hor ere, irakurketa sakona izanik, gure lurraldegintzarako
estrategikoa beharko lukeen gakoa: Euskal Herria, sare-lurraldea da (Calzada,
2014)9, probintzia, herrialde eta erkidegoz osatua egon baldin badago ere. Edo
beste modu batez esanda, Euskal Herriari bere herri-oinarriak eman badio ere
bere izaera lokala, egun beste begirada garaikideago bat eskatu behar zaio.
Barrura begira, gobernantza orekatua bat bilatzeko eta kanpora begira,
proiekzio errealista bat erdiesteko. Begirada horren funtsean, honako egitate
hau dago: nazioen metropolitartzea kausitzen ari da. Eta Euskal Herrian, joera
horren inflexio puntu bat, hauteskunde hauek izan direla argudiatuko nuke.
Euskal Herria errealitate pragmatiko bihurrarazteko, ezinbestekoa dugu
kategoria errealistak erabiltzea. Sarri, proiektatu izan da herrialde bat mapan,
edukiz hornitu ahala, gerora ‘beteko’ genukeena. Alegia, mapagintzan
oinarritutako lurraldegintza bat. Hala ere, gizabanakoen nazio ‘irudikapena’k
oso bestelakoak dira, nondik egiten diren kontuan izaten baditugu bederen.
Komunitateetan gure bizitzak zentzua edukitzeko, jadanik ez dizkigute soilik

balio garai bateko faktore etnizista eta identario berdinek. Ez ordea, gure
bizilagunekin ulermen batera iritsi eta komunitate berdineko parte izan nahi
badugu, ezberdinak izaki.
Lurralde ezberdinetan gauza bera gertatzen ari da: muturreko
indibidualismo berekoiak pipia jan diola balio komunitarioei. Hala eta guztiz
ere, adi egon behar dugu, bestelako sare-indibidualismo (Wellman,
2003)10baten pean partaidetza (Guibernau, 2013)11eredu berriak sortzen ari
baitira. Urruti geratu dira, auzolanaren alde herritartasun jatorraren
inbertsioa ziren minutu borondatezkoak. Urruti geratu dira, gertutasun
fisikoz, eskulanaren bidez, bizilagun, adiskide edo eta anaiari, gure
partaidetza emozionala erakutsarazten genizkien une pribatuak. Gizarte
hiperkonektatuetan, gure partaidetza facebook, twitter edo whatsApp-era
mugatu dugu. Tribializatu, zentzuz hustu, azalekoak bihurtu ditugu
elkarrizketa, argazki eta oroimenak. Konektatuak baikaude, eta hori ei da
‘ezinbestekoa’ egun, ‘partaide’ izateko. Konektatua egotea gizarte
hiperkonektatu12 honetan. Hori da, antza, smart izatea. Putnam-ek13 igarri
zuen 90. hamarkadako EE.BB.-etako bolategiak hutsik geratzen ari zirela.
Komunitatea desagertzen ari zen: sareak desegin, piztu telebista eta zain egon.
Gurean, aldiz, jatorriz, euskal herritartasuna hirien kontra eraiki izan
da antzina. Ideario anti-desarrollista baten zantzuak oraindik ere ageri dira
aldarri politiko askotan, smart ‘pose’ hori izanik. Eta hemen, metropolitartze
joeraren irakurketa oso atzerakoia egiten da sarri. Euskararen defentsa,
oraindik bakarrik herriei lotuta dagoela uste baitute askok. Euskararen
metropolitartzea ekarri zuen Aresti bilbotarrak, gogoan al duzue? Hots, AHT
metropolitartzearen branding ‘kutsakor’ eta ‘neoliberal’ uniformizatzaile
bihurtu bada ere, metropolitartzeak onura asko baditu ere: komunitate
anitzak erdietsi, motore ekonomikorako baliabideak lortu eta aldarrien
bozgorailu librea izatea bermatzea. Are gehiago, naziotasunek, nazio-estatuen
pean ez dute jadanik hainbeste funtzionatzen. Politikaren berlurraldetze bat
eskatzen du gure geografietan dagoen metropolitartze-prozesuak. Eta puntu
honetan, gogora ekarri behar dut Harvey, metropolitartze edota urbanizazio
azeleratze honek naziogintzaren diskurtsoa eguneratzeko beharra
aldarrikatzen duenean. Eta ez da izango, hain espreski, Harvey, Burger King
eta intentsitate baxuko neoliberalismo hanburgesazalea delako bederen.
Harvey-k irakurketa berezia egiten dio bere liburuan Euskal Herriari (Harvey,
2013. 100) 14 , Schumpeter-en lurralde-suntsiketa hizpide badarabil ere,
balizko analisi bat egiten du hiri eta nazioen uztarketa horretan.
Abagune metropolitarrean bizi gara, baita Euskal Herrian ere. Ez
diezadala gaizki ulertu irakurleak, metropolitartze-prozesuak aipatzen
ditudanean, ez baititut, eredu gisa, Masdar, Songdo edota Singapur bezalako
Smart hiriak gogoan. Baizik eta, naziogintza kudeatu eta estrategiak
bideratzeko, ezinbestekotzat jo behar da metropolitartutako joko-zelai bat
dugula egun. Eta horrek nazio-estatuaren berreskalatzean (Keating, 2014)15
zeresan geroz eta nabarmenagoa izango duela. Azken batean, berreskalatzea,
erabat prozesu politikoa da; non erregioak (zentzu neutral batean) edota
estaturik gabeko nazioak (zentzu subjektibo batean), etengabe ari diren
eraikiak izaten, interes, indar-korrelazio eta aktore anitzen arteko harremanen
ondorioz.
Testuinguru berezi honetan, hiriak eraldaketa politiko eta sozialaren
motor bihurtzen ari dira. Nazio-estatu baten uniformizazio eta berzentralizazio
‘kamuflatua’ren estrategia zuritzeko, hiriak erne daude: zelatari. Nazio-
estatuaren kontrol eta hegemonia galerak bi ondorio uztartu aurkezten

dizkigu: Bata, austeritate politika neoliberalen kontrako jarrera bortitzarekin,
Madrid-en 15M mugimenduaren ostean oldartu zen ezker-eraldatzailearen
olatua. Eta biga, berzentralizazioaren ondorioz, gora egin duen mugimendu
independentisten aldarria. Bata zein besteak, hirian aurkitu dute urbano-
zentrikoa den bozgorailua. Nekez litzateke posible, bi aldarri horiek, banatuak,
hirien agora edota plaza publikotik at gertatu izan balira. Horrek jatorrizko
naziogintzaren diskurtso ‘tradizionalista’ eta ‘etnizista’ hirian kokatu du,
anitzak diren beste aldarri batzuekin topo eginez eta, azken batean, fusio
moduko bat emanez. Alegia, nazioaren metropolitartzeak, nazioa beraren
aldaketa ekarri du barrutik. Kontua da, aldarri abertzale eta ez-abertzale asko
oraindik ere oso klabe zaharretan murgilduta daudela: kode binario, klabe
etnizista eta monokulturaletan, konkretuki. Errealitateak eta hauteskundeen
emaitzek, hain juxtu kontrako erradiografia hiritarra erakusten dutenean.
Honako hau, aipatutako Glasgow, Bartzelona eta Bilbori aplika
geniezaieke dudarik gabe. Azterketa eta behaketa asko egin ostean, lan
etnografiko txukuna lortuko genuke ordainetan. Azken batean, erabakitze-
eskubidearen oinarri erreal, kaleko eta enpirikoa hirietan aurki
genezakeelako. Hain kritikatua den erabakitze-eskubidearen praxisa, helburu
eta arrazonamendu sozio-politiko anitzen baitan aurkeztuta baitago. Alde
horretatik, partaidetasun antzu baten baitan argudioak sendotzea baino,
erabakigarriak diren gune eta prozeduretan fintzea izango lirateke egiteko
nagusiak. Nazioen metropolitartzearen poderioz, eraldaketa sozialaren bidetik,
bi kontraesanak gainditu nahi izan dituzte. Kontu honetan, euskal
politikagintzan lan handia dago egiteke, irizpideak adostu eta ez-adoste
aldera. Izan ere, oraindik ere dogma eta egi borobilekin egikaritzatu nahi da,
oso dinamikoa den naziogintza lauso baten status politiko berri batetarako
testuingurua.
Bestalde ere, ezin ahantz genezake, oportunismo ekonomikoa eta
kostu/etekin analisiaren beharrezkotasuna, naziogintza aipatzen denean.
Nazioa anitza da, komunitate irudikatu gisa, ikusmolde ezberdinak izan
ditzake, inorenak ez diren balioak adosteke izanik. Baina kanpora, nazioartera
begiratuz, sinesgarritasuna eta autosufizientzia ekonomikoa bermatzea
ezinbestekoa da. Kasu honetan, Eskozia eta Kataluniaren esfortzuak nazioarte
mailako aktore gisa proiektatzeko nabarmenak izan dira, enbaxadak eta
harremanak bideratuz paradiplomaziaren haritik. Gure baitan, hiriek duten
potentzialtasunak oraindik azpimarratu gabe jarraitzen du, Europan, zentro
gisa kontsideratua izateko, hiri-lurralde gisako sare-osagarritasunean
oinarritutako politika eta estrategiak lantzeke egonik.
Nazioartean, metropolitartzea gertatzen ari da hiri askoren inguruan.
Geddess-ek Edinburgh-en aurreikusi zuen landa eta hiriaren arteko uztarketa
gertatzen ari da. Baina aldi berean, hiriak dira soilik, kultura politiko
westphaliar-aurrekoaren oinarrizko zentro zentzua berreskuratzen ari direnak:
aniztasuna, kanpo lotura eta merkataritza, eta barne hiritartasunaren
ahalduntzea medio. Gune metropolitarrak bereziki, kontraesanak azaleratzen
diren hiritartasun liberalaren gune bihurtu dira; alegia, hain juxtu, nazio-
estatuak, hiritartasunaren arbitro izateari utzi diolarik.
Giro honetan, erabakitze-eskubidearen gauzatzea hirietan mamitu
behar da, aldarri ezberdin eta anitzak entzungarri izanik. Balioak eta loturak
bideratzeko ‘banda zabala’ da hiria. Euskal Herriaren naziogintza, beraz,
lurraldetasun ‘lau’, sinplifikatu eta ia simetriko batetik, ‘tontorreko’, konplexu
eta asimetriko batetara lerratu beharko litzateke. Ustezko erantzun jakinak
dituen lurraldegintzarako ‘desiozko’ mapagintza batekin baino, errealismo eta

posibilismoz (baina baita ere, ausardiaz eta eraldaketaz) jokatuko lukeen
naziogintza anitz bat beharko litzateke gehiago. Erabakitze-eskubidearen praxi
ireki eta malgua, ‘marra-gorririk’ gabekoa, baina aukera librean
hiritartasunarekin koproduzitutakoak. Ez nago ez, Euskal Hiriaren
metaforaren remake bat egiten. Uste dut gaindituta dagoela jadanik metafora.
Jadanik gertatu da Euskal Hiria, baina egituratze juridiko-politikora egin
beharko du jauzi, berandu baino lehen. Presarik gabe, uztarketa gertatu baita.
Hirien garrantzia, ideario politikoan txertatu da. Orain gure ausardiaz gain,
nazioartetik, Humbolt-en16nazio ikuspegia, Orson Wells17-en atrebentzia eta
Man Ray18 -ren irudimenarekin, jauzia eman behar dugu, jauzi ilustratua
eguneroko ekintzetan isla duena. De-factoko erabakitze ahalmenarena.
Nazioa, komunitate irudikatua da Anderson-entzat. Euskal nazioa,
esistitzen edo ez galdetzea baino, norberak irudikatzen ote duen galdetzea
agian komenigarriagoa da. Baina, agian, are premiazkoagoa iruditzen zait
nazioarte mailan gertatzen ari diren eraldaketa sozial, politiko eta
ekonomikoak kontuan izanda, gure naziogintzaren (gutxienez) hausnarketa
partekatua, klabe hauetan sintonizatuko bagenu. Izan ere, hiriak elementu
estatikoak ez diren moduan, nazioak, eta beraien ulermena ez litzateke egokia
izango parametro horietan ulertu eta egikaritzea.
Laburbilduz, nazioen metropolitartze horren ondorioz, bai Eskozian eta
baita Katalunian ere, nazionalismo zibiko bat (Keating, 2014) gailentzen ari
denaren seinale guztiak etortzen ari zaizkigu. Aldarri nazional bat, kontraesan
sozio-ekonomikoen austeritatearen kontrako oldartze baten formarekin. Hiriak
eta hiri-eskualdeak eskubideen mobilizaziorako espazioak bihurtu direnean
jada; horien artean, erabakitze eskubidea ere.
Euskal naziogintzak, delarik nahi duenak irudikatu nahi duena,
metropolitartze-prozesuaren baitan egin beharko ditu hemendik aurrera
irakurketak. Are gehiago, estrategia abertzale eta baita ere ez-abertzaleek (ez
dakit banaketa honek ere biderik izango al lukeen) diseinatzeko orduan,
ezinbestean nazio metropolitartu gisa ulertzea izanen da gakoa. Nazio-
estatuen aterkia zulatuta dago, eta hiriak, kontraesan sozio-politiko eta sozio-
ekonomikoen iturburu badira ere, irtenbide alternatiboak erdiesteko bide izan
daitezke hein handi batean. Horretarako gure lurraldegintzaren mapa
mentalak zabaldu eta saretzea komenigarria dela iruditzen zait. Eta bestalde,
kanpoko testuinguruarekin etengabeko elkarrizketa bideratu behar dugu:
iragazkorra den lurraldea behar dugu, autokonplazentzian erori gabe, ondo
egindakoak proiektatu eta umiltasunez jokatu beste hiri, hiri-eskualde, erregio
eta nazioekin etengabeko ikasketa translokala bideratuz.
Europar Batasuna maila anizdun gobernantza ereduan berrikuntza
politikoa eta politiketan berrikuntza egikaritzeko bideak jartzen ari da. Horien
artean, naziogintza eta hiritartasun oinarritutako nortasunentzat lekua eginez
emeki. Zentzu honetan, susmoa izan genezake Europar Batasuna, nazio-
estatuen arteko lankidetzan baino gehiago, entitate lokalen arteko
harremanean oinarritzen hasi dela: hiriak eta hiri-eskualdeak protagonismoa
hartzen ari dira nazio-estatuen aurrean. Erresuma Batu, Estatu Espainiar,
Alemania, Belgika, Italia eta Frantzian deszentralizazioaren auzia pil-pilean
dugu egun. Testuinguru honetan, erabakitze-eskubideak berebiziko garrantzia
du. Hala ere, nazio-kategoria klasikoetan baino gehiago, partaidetza/nortasun
hiritarrean eta inplikazio politikoetan oinarritzea komeni da. Eta egun,
Europar Batasunak erregio-politiketan beste bazkide europarrekin lankidetza
bideratzeko eskaintzen duen urrezko aukera kontuan hartzekoa da, ibilbide

honetan. ‘Tokiak axola du’ aldarriaren pean, jarduera paradiplomatiko anitz
erdietsi litezke.
Berriki, Udal eta Foru Hauteskundeak ospatu ditugu. Gure mapa
garbia ageri da, oso garbia, esandakoa: lurraldegintza konplexua, naziogintza
anitza, zubigintzaren 19 beharra (oraindik), mapagintza zatikatua, eta
estatugintza (edo dena delakoa, erabakiko balitz) graduala, mailakatua,
adostasun/desadostasunetan oinarritua, eta beti ere gehiengo demokratiko
baten eztabaida eraikitzaile bat baliatzeko bada, ongietorria bedi. Hori esanda,
status quoari erreparatuz gero, premiazko beharrik ez legoke ezertxo ere ez
aldatzeko; kontua da, aldaketak suertatzen ari direla, Nafarroan, EAEn eta
Iparraldean ere. Baita, nazioarte, Europar Batasunean eta baita komunitate
akademikoan ere, hiriek eta nazioek egungo testuinguruan jokatu behar duten
papera geroz eta azpimarragarriagoa izanik nabarmenki. Eztabaida eraikitzaile
hau argiztatu nahian, EHUko Udako Ikastaroen programan, Uztailaren 9-
10ean, ‘Berrikuntza Politikoa: Konstituzio-erreforma, Autogobernua,
Erabakitze-eskubidea eta Independentzia’ gaiak jorratuko dira, akademiko,
politikari eta hiritarren artean.
Presarik gabeko baina sakontasunezko eztabaidak egokitu beharko
ditugu hemendik aurrera. Alderdikeriak, hauteskundez hauteskunde soilik
agerian utziko bagenitu sikiera, erabakigarriak diren puntu gakoak zedarritu
ahal izango genituzke zubigintzaren testuinguru eraikitzailean.
