A presentation given at the CIOEdge event in Melbourne by Dr Steve Hodgkinson, CIO at the Victorian State Government’s Department of Health & Human Services, on 22nd February. The key message is that digital mojo is lost when executives lose confidence in their ability to deploy new business applications. A track record of failed projects creates a focus on risk reduction, process and governance which actually increases risk – and further reduces confidence. The way to restore digital mojo is to go ‘back to school’ and to relearn how to build new business applications in the internet age, using global-scale cloud services platforms and modern agile project methods. I call this Platform+Agile … and it works. Digital Mojo is back! Yeah baby!

15. Observations: Game of Platforms
• This is all about boosting the productivity of digital transformation activities.
• Platforms enable enterprise-grade agile – better, faster, less risky, more sustainable.
• Platform+Agile empowers in-house application development teams.
• Platform-as-a-Service (finally) makes SOA a reality.
• Use-case-by-use-case contestability between platforms is the new procurement logic.
• For vendors, this is now a Game of Platforms. The winner will be decided one-use-
case-at-a-time - not by big application tenders and mega deals.
• Every new system is a ticket to start, or to continue, a Game of Platforms …
