Later became known as Aid to Families with Dependant Children or AFDC. Required states to either provide services to make an unsuitable home livable or provide a suitable home for the child
3. 1967-1974 Amendment of Social Security Act Child Abuse Prevention and Treatment Act Made foster care mandatory in all states Requires states to establish child abuse reporting procedures and investigation systems in exchange for federal funding.
4. 1978 The Indian Child Welfare Act Child welfare court proceedings involving Native American children must be heard in tribal courts Tribes have the right to arbitrate in state court proceedings Established specific guidelines for family reunification and placement of Native American children.
5. 1980 The Adoption Assistance and Child Welfare Act • Established the modern child welfare system •Established the first federal procedural rules governing child welfare case management, permanency planning, and foster care placement review • Required states to develop a state plan detailing how child welfare services will be delivered • Required states to make “reasonable efforts” to keep families together, by providing both prevention and family reunification services. Including capping the amount of time a child spends in foster care. • Created an adoption assistance program • Required courts to review child welfare cases on a regular basis.
6. 1986-1994 Independent Living Multi-Ethnic Placement Act Made federal funding available for states to help older foster children make the transition from foster care to independence. Prohibits states from delaying placement in a foster care home or adoption based on race or ethnicity
