11. Takes time to catch up as the service is new3G Allocations In 3G auction, local players as well as international players can take part. For the bidding of the spectrum, companies have to pay minimum Rs. 2260 crores as a reserve price in which metro cities and circle-A cities pay Rs. 160 crore, circle-B cities pays Rs. 80 crores and circle-C cities pay Rs. 30 crore. TRAI has permitted number portability and 3G spectrum auction. From this auction, govt. is expected to earn Rs. 30000-40000 crores. The government is in consensus that the 3G auction reserve price should be between Rs 3,500 crore to Rs 4,040 crore, a range that could fetch the exchequer close to Rs 20,000 crore for four spectrum blocks. The Trai had recommended a reserve price of Rs 1,010 crore in 2006. This was doubled to Rs 2,020 by the DoT in early 2008, doubled again to Rs 4,040 crore by the finance ministry in late 2008 and has recently been tweaked down to Rs 3,500 crore by DoT.
